Prime Minister: "Prioritize large enterprises investing in technology"

This is the viewpoint emphasized by Prime Minister Pham Minh Chinh when speaking at the Vietnam - Romania Business Forum at noon on January 22 (local time).

According to the head of the Government, Vietnam and Romania have a 75-year tradition of cooperation, having gone through many ups and downs in history, but the most important thing is that political trust between the two countries has been enhanced.

Expressing gratitude for Romania's support for Vietnam over the past 75 years, the Prime Minister said that this support, together with political trust, is a solid foundation for promoting the investment and cooperation environment between the two countries.

Emphasizing Vietnam's major orientations in the innovation process, the Prime Minister mentioned the construction of three main pillars.

That is to build socialist democracy, mobilize the strength of great national unity; build a socialist rule-of-law state of the people, by the people, for the people, all policies are directed towards the people; build a socialist-oriented market economy, respect objective laws but with State regulation when necessary.

Throughout the process, the Prime Minister emphasized that the human factor is the center and subject, the goal, the driving force, and the resource for development. He once again reiterated the viewpoint of "not sacrificing social security, not sacrificing the environment in exchange for mere growth".

The Head of Government said that Vietnam is implementing three strategic breakthroughs in institutions, infrastructure and human resources.

In particular, institutions must be open, in line with the world's development trends, and administrative procedure reform must be done to avoid causing inconvenience and increasing compliance costs for people and businesses.

Strategic infrastructure must also be considered to reduce associated costs.

In addition, creating a breakthrough in human resources because people are the decisive factor. "We are focusing on building a strategy to develop high-quality human resources to meet the needs of today's emerging economic sectors," according to the Prime Minister.

He summarized these three strategic breakthroughs in the message of "clear policy, transparent infrastructure and smart governance".

The Prime Minister also emphasized the need to maintain independence, sovereignty and territorial integrity so that investors can feel secure in making long-term investments.

"We must ensure a peaceful, cooperative and developing environment in the region because no one will invest in a place where there is conflict or war," said the Prime Minister.

The head of the Vietnamese Government called on businesses of the two countries to renew growth drivers such as consumption, export, and investment; and add new drivers, including emerging industries such as digital transformation, green transformation, knowledge economy, and circular economy.

In the field of training, the Government leader shared that he was very pleased that many universities had signed cooperation agreements, demonstrating their readiness to focus on breakthroughs in human resource training.

Calling on businesses to invest in Vietnam, the Prime Minister emphasized the spirit of harmonious benefits and shared risks and said that Vietnam has a preferential policy for large businesses to invest in technology.

Expressing optimism about the bilateral relationship, the Prime Minister called on businesses, ministries, sectors and localities of both sides to act together, determined to elevate the Vietnam - Romania relationship to a new level of substance and effectiveness, focusing directly on key issues such as economy, trade and investment, contributing to the strong and prosperous development of the two countries.
