This direction was clearly stated by Prime Minister Pham Minh Chinh in Directive No. 7 on innovation in governance, improving production and business efficiency and strongly promoting investment and development of corporations, general companies and state-owned enterprises, issued on February 22.
The dispatch clearly stated that, besides the achieved results, the activities of the State-owned enterprise sector still revealed some limitations.
Some state-owned enterprises have not yet fully exploited the resources, capital, and assets assigned by the state; disbursement of investment capital for the whole year of 2023 has not met the set plan; there are also state-owned enterprises operating at a loss; competitiveness, application of science and technology, innovation, and digital transformation are still limited.

The Prime Minister requested that State corporations, groups and State-owned enterprises continue to promote their pioneering and leading role in the economy. It is necessary to ensure that State-owned enterprises are the pioneers in the fields of innovation, digital transformation and economic recovery.
Assigning specific tasks, the Prime Minister directed Vietnam Electricity Group (EVN) to speed up the implementation of the 500 KV line 3 projects from Quang Trach (Quang Binh) to Pho Noi (Hung Yen), striving to put it into operation in June 2024.
" EVN, Vietnam Oil and Gas Group (PVN), Vietnam National Coal and Mineral Industries Group (TKV) and their affiliated units shall promptly and effectively implement the national power development plan for the 2021-2030 period, with a vision to 2050 (Power Plan VIII) according to regulations, ensuring national energy security, providing sufficient electricity for production, business and people's consumption, " the dispatch stated.
The Prime Minister also instructed EVN and PVN to proactively propose solutions to competent authorities to remove bottlenecks and obstacles arising in the development of gas-fired thermal power projects, contributing to promoting investment progress in gas-fired power source projects and gas exploitation projects.
The Government leaders assigned the Vietnam National Petroleum Group and other state-owned enterprises to be the key enterprises in petroleum trading, increasing the ability to forecast world market price movements, proactively ensuring the supply of petroleum for the economy and minimizing disadvantages caused by fluctuations in world petroleum prices.
Regarding Viettel, VNPT, Mobifone, Global Technology and Telecommunications Corporation (GTEL)... The Prime Minister requested to continue promoting investment projects to develop and popularize traditional telecommunications infrastructure to digital infrastructure; develop data center infrastructure and cloud computing, digital technology infrastructure and digital platforms, digital applications to create momentum for digital economic development.
At the same time, the Prime Minister also noted that these corporations play a leading role in researching emerging technologies (semiconductor chips...).
For state-owned enterprises investing in and constructing infrastructure and key traffic works, Prime Minister Pham Minh Chinh requested to speed up progress, ensure quality, efficiency and safety in implementing construction of important national traffic infrastructure works.
The projects mentioned by the Prime Minister include the Eastern North-South Expressway, the East-West Expressways, and the Expressways connecting key economic regions, contributing to the implementation of the 13th Party Congress's goal of striving to complete over 3,000 km of expressways by 2025 and over 5,000 km of expressways by 2030.
In addition, according to the Government leader, it is necessary to speed up the progress of projects: Ring Road 4 of the Capital Region, Ring Road 3 of Ho Chi Minh City, Long Thanh International Airport, Passenger Terminal T3 of Tan Son Nhat Airport; soon complete the upgrading of maritime routes to Cai Mep - Thi Vai Port, Nam Nghi Son Port...
The Prime Minister assigned enterprises in the field of urban infrastructure development and urban housing to promote the development of social housing and worker housing projects; contribute to the rapid and effective implementation of the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021-2030", striving to complete about 130,000 apartments by 2024.
" State-owned commercial banks continue to review and simplify lending and disbursement procedures in accordance with regulations, reduce costs, strive to reduce lending interest rates, and ensure reasonable interest costs to support economic recovery ," the Prime Minister requested.
With ministries, branches, agencies, People's Committees of provinces and cities and representative agencies of owners, the Prime Minister directed to promote administrative procedure reform, improve the investment and business environment, and create favorable conditions for people and businesses.
Also at the request of the head of the Government, the Ministries of Natural Resources and Environment, Finance, Agriculture and Rural Development urgently submit and issue Decrees detailing the Land Law to ensure progress and quality. Thereby, the Land Law will soon be put into practice, unlocking resources, developing the socio-economy and supporting the development of production and business of State-owned enterprises.
