Prime Minister requests to improve the efficiency of management and use of public assets

The Prime Minister requested to improve the efficiency of management and use of public assets.

The Directive states: Implementing Resolution No. 74/2022/QH15 dated November 15, 2022 of the National Assembly, Resolution No. 53/NQ-CP dated April 14, 2023 of the Government and Decision No. 213/QD-TTg dated March 1, 2024 of the Prime Minister on approving the Project on General inventory of public assets at agencies, organizations, units and infrastructure assets invested and managed by the State; The Ministry of Finance , ministries, central agencies and People's Committees of provinces and centrally run cities have actively implemented the General inventory of public assets at agencies, organizations, units and infrastructure assets invested and managed by the State. Through the implementation of the General Inventory, the unit has contributed to reviewing the current status of use of each asset, consolidating, updating, supplementing, managing, monitoring and accounting records of assets to ensure consistency between actual data and books. Many assets that have not been tracked in the accounting books have been valued by the unit to serve the inventory work as well as accounting and monitoring of the unit's assets; thereby strengthening the management of public assets. At the same time, the results of the General Inventory of Public Assets are an important basis for ministries, central and local agencies to carry out the arrangement, placement and handling of public assets when streamlining the apparatus and reorganizing administrative units in the recent period.

To continue promoting the results of the General Inventory of Public Assets and improve the efficiency of management and use of public assets, the Prime Minister assigned the Ministry of Finance to publicly disclose the results of the General Inventory of Public Assets at agencies, organizations, units and infrastructure assets invested and managed by the State.

Tightly manage the output of public investment process

Regarding the improvement of policies and laws , the Prime Minister assigned the Ministry of Finance to preside over and coordinate with ministries in charge of sectors and fields and localities to continue to synchronously complete policies regulating the management, use and exploitation of infrastructure assets invested and managed by the State. On that basis, ministries in charge of sectors and fields shall, based on the characteristics and management requirements of each type of infrastructure asset in the sector or field, prescribe specific, specialized contents for each type of infrastructure asset.

The Ministry of Finance continues to research and complete legal documents on public investment and state budget related to construction investment, asset procurement, renovation, repair and maintenance of assets to synchronize and have connection with the law on management and use of public assets to ensure strict management of the output of the public investment process.

Amendment of standards and norms for the use of public assets

Regarding standards and norms for the use of public assets , the Prime Minister assigned the Ministry of Finance to closely follow the promulgation of the system of titles and positions of competent agencies and individuals to promptly report to competent authorities to amend and supplement regulations on standards and norms for the use of public assets accordingly.

Ministries, central agencies, People's Committees of provinces and centrally run cities shall direct agencies, organizations and units under their management to conduct reviews to propose competent authorities to promulgate standards and norms for the use of specialized public assets, and decide on standards and norms for the use of public assets at their agencies, organizations and units according to regulations to ensure assets serve work requirements.

Ensuring the "correctness - completeness - cleanliness - liveness" of public asset data

Regarding the construction of the National Database on Public Assets , the Ministry of Finance builds and upgrades the Database on Public Asset Management in the direction of taking the results of the General Inventory of Public Assets as the opening balance at 0:00 on January 1, 2025 to take advantage of and promote the results of the General Inventory of Public Assets, and at the same time standardize data on the Software according to the new organizational model; study and supplement some operations and information on asset management and connect with the Database on Public Assets of ministries, branches and localities as well as share and connect with other databases of the financial sector to ensure the "correctness - sufficiency - cleanliness - liveness" of public asset data, ensuring long-term stability in financial sector information activities on the public asset sector; promote digital transformation in the management and use of public assets.

Must strictly appraise investment estimates for construction and public asset procurement.

Regarding the organization of management and use of public assets , the Prime Minister requested the full and timely implementation of legal documents on the management and use of public assets. In particular, the Prime Minister assigned the Ministry of Finance to promote the dissemination of new policies on the management and use of public assets to ministries, branches and localities to raise awareness among cadres, civil servants, public employees and workers in the management of public assets.

Ministries, central agencies, and provincial People's Committees, on the basis of legal documents on management and use of public assets that have been issued, promptly review and issue documents under the authority of ministries, central agencies, and localities (documents on decentralization of authority; standards and norms for the use of specialized public assets; regulations on the time of use, depreciation rates of intangible fixed assets, transport infrastructure assets (roads, railways, inland waterways, maritime, etc.); decisions on the assignment of infrastructure assets to management subjects; etc.) to serve as a basis for agencies, organizations, and units under their management to implement the management, use, and exploitation of public assets in accordance with regulations.

Based on the results of the General Inventory, direct agencies, organizations and units under their management to determine the value of assets of undetermined value based on legal provisions as a basis for management and accounting according to legal provisions; assign the Ministry of Finance to guide implementation.

Ministries, central agencies, and provincial People's Committees direct competent agencies to closely monitor the current status of public assets during the process of making construction investment estimates and purchasing public assets; to proceed from necessity, based on approved standards and norms, to closely assess them right from the time of making and assigning budget estimates, approving investment policies, purchasing, repairing, upgrading public assets, controlling expenditures, and settling budgets; to direct the final handling of damaged and unusable assets in accordance with the provisions of law.

Attach responsibility and impose sanctions on agencies and units in the management and use of public assets with the practice of thrift and anti-waste according to the Party's guidelines and policies and the State's laws to ensure that public assets are used for the right purposes, economically and effectively.

Strengthening inspection and supervision of law enforcement on management and use of public assets

At the same time, the Prime Minister requested to strengthen inspection, examination and auditing of law enforcement on management and use of public assets.

Specifically, the Ministry of Finance must inspect the implementation of the General Inventory of Public Assets of a number of ministries, branches and localities; inform the results of the General Inventory of Public Assets to the National Assembly, the Government Inspectorate and the State Audit for reference and as a basis for determining the subjects of supervision, inspection and thematic audit of compliance with the law on management and use of public assets.

Ministers, Heads of central agencies, People's Councils and People's Committees at provincial level shall direct competent agencies of ministries, central agencies and localities to self-inspect the implementation of the General Inventory of Public Assets of agencies, organizations and units under their management; and supervise, inspect and examine the compliance with laws on management and use of public assets of agencies, organizations and units under their management.

0:00 on January 1, 2026, review and inventory public assets according to the new organizational model.

Ministries, central agencies, and provincial People's Committees shall, based on the principles, scope, and subjects of the general inventory approved in Decision No. 213/QD-TTg dated March 1, 2024, direct the review and re-inventory of public assets under their management at 0:00 on January 1, 2026 according to the new organizational model; assign the Ministry of Finance to guide and urge ministries, central agencies, and localities to implement, synthesize the results, and report to the Prime Minister.

The Ministry of Finance specifically proposes high rewards for implementing the General Inventory of Public Assets; Ministers, Heads of central agencies, and Chairmen of provincial People's Committees reward collectives and individuals with outstanding achievements in implementing the General Inventory of Public Assets according to Official Dispatch No. 138/CD-TTg dated December 20, 2024 of the Prime Minister and regulations of law on emulation and rewards.
