On February 21st, Prime Minister Pham Minh Chinh signed Official Dispatch No. 16, requesting the acceleration of research and implementation of investment in upgrading existing and planned expressways according to phased plans.

Official dispatch sent to the ministers of the following ministries: Public Security, Transport, Planning and Investment, Finance, Science and Technology, Natural Resources and Environment, Agriculture and Rural Development; the Chairman of the State Capital Management Committee at enterprises; and the Chairmen of the People's Committees of provinces and centrally-administered cities.

The Prime Minister directed that options for investing in and upgrading expressways to a 2-lane scale be urgently studied.

According to the directive, the capital requirements for investing in the expressway system are very large, while resources are limited; in order to meet the socio-economic development needs of localities and regions, the Ministry of Transport and localities are researching and proposing investment in a number of expressway routes in phases.

The early commissioning of expressways has contributed to promoting socio-economic development.

However, the operation of phased-scale expressways still has some limitations, such as the potential risk of traffic accidents, congestion, and traffic accidents, like the accident that occurred on February 18th on the Cam Lo - La Son expressway.

The Prime Minister has issued numerous directives to ministries and agencies to study and address these shortcomings.

To urgently address existing shortcomings and limitations, enhance traffic safety, and improve the efficiency of expressways, the Prime Minister requested the Minister of Transport to direct relevant agencies to immediately study solutions for rational, scientific, and effective traffic organization and the best possible control of traffic activities to ensure traffic safety on phased expressways, and to protect the lives, health, and property of the people.

The Ministry of Transport, in coordination with relevant localities, should urgently study investment and upgrading options for expressways that have been phased in, aiming to achieve full expressway status, in accordance with design standards and transport needs. Priority should be given to investing in expressways with two lanes as early as possible.

At the same time, a thorough and comprehensive review and supplementation of infrastructure along the route, such as intelligent transportation systems and rest stops, is needed. This report should be submitted to the Prime Minister in March 2024.

The government urgently requests coordination with the Minister of Science and Technology to direct the development and promulgation of the National Technical Standard for Expressways in the first quarter of 2024, as a basis for organizing the planning, design, investment management, construction, and safe and efficient operation of expressways.

At the same time, it is necessary to urgently organize the acceptance and final settlement of phased highway investment projects to expedite investment and upgrading to full highway standards and regulations.

The presiding authority shall coordinate with local authorities to determine the scope, boundaries, and area of ​​land already cleared, as well as the area requiring further land clearance, in order to implement investment and upgrade of expressways to achieve full expressway standards, especially for expressways with 2 lanes.

Identify accident hotspots and minimize accidents as much as possible.

The Prime Minister requested that the chairpersons of the People's Committees of provinces and centrally-administered cities urgently research and propose investment and upgrading plans for expressways that have been and are being invested in according to phased plans, and submit them to the Ministry of Transport before March 15th.

In addition, we will closely coordinate with the Ministry of Transport to review and implement land clearance work to serve the investment and upgrading of expressways.

The Chairman of the State Capital Management Committee at Enterprises directed the Vietnam Expressway Investment and Development Corporation (VEC) to urgently research and propose investment and upgrading plans for the expressways currently under its management and operation, according to a phased approach. This task must also be completed and submitted to the Ministry of Transport before March 15th.

The Prime Minister instructed the Ministry of Public Security to strengthen propaganda, inspection, control, and strict punishment of acts that endanger traffic safety and violate traffic laws.

The Ministry of Public Security needs to coordinate with the Ministry of Transport to continue reviewing traffic accident hotspots and potential accident locations in order to promptly address them and minimize the occurrence of unfortunate traffic accidents.

Deputy Prime Minister Tran Hong Ha has been assigned to directly supervise ministries, agencies, and localities in implementing the tasks outlined in the directive to accelerate the progress of investment in upgrading existing and planned expressways.
