According to Minister of Construction Tran Hong Minh, the projects under the Steering Committee up to now include 37 projects/95 component projects (DATP); of which 35 projects are in the road sector and 2 projects are in the aviation sector.
In the first 6 months of the year, the Prime Minister chaired 4 Steering Committee meetings and assigned 100 tasks to ministries, branches and localities. Ministries, branches and localities have made great efforts to implement and have so far completed 100% of the assigned tasks.
The Prime Minister has paid great attention to spending most of his time on holidays and Tet holidays to directly inspect the project sites 7 times to encourage and motivate the participants, urge the progress, quality, techniques and aesthetics, ensure environmental hygiene, labor safety, prevent and combat corruption and negativity, and promptly remove difficulties and obstacles to speed up the implementation of projects, especially projects in the Mekong Delta region...
According to Minister of Home Affairs Pham Thi Thanh Tra, to date, the country has more than 2,268 km of expressways put into operation. This result has a positive contribution from the peak emulation period "500 days and nights of emulation to complete 3,000 km of expressways".
In order to promptly honor and reward collectives and individuals with outstanding achievements in the peak emulation period, the Ministry of Home Affairs issued Document No. 3029 dated May 29, 2025 requesting relevant ministries, branches and localities to propose rewards. To date, 3 ministries and 9 localities have submitted documents to the Prime Minister and the President to reward 30 collectives and individuals. Of which, 13 collectives and individuals have been awarded, including: 2 Third-class Labor Medals, 11 Certificates of Merit from the Prime Minister.
At the conference, ministries, branches and localities reported on the progress, difficulties and obstacles of projects invested by the units. At the same time, they proposed that the Government remove difficulties to speed up the project progress.
Speaking at the conference, Vice Chairman of Dong Thap Provincial People's Committee Nguyen Thanh Dieu said that the Cao Lanh - An Huu Expressway Construction Project Phase 1 has a length of about 27 km. Previously, the project belonged to Tien Giang and Dong Thap provinces, the two localities coordinated very well. After the establishment of the new Dong Thap province, the entire expressway is located within the province. Dong Thap has focused strongly to speed up the project implementation progress.
To date, the implementation value of DATP 1 has reached over 65%, and will be technically opened to traffic on December 19, 2025, ensuring compliance with the plan. DATP 2 alone has also reached over 40% of the volume. Based on the direction of the Prime Minister during the site inspection, the province will shorten the progress of DATP 2, committing to complete it by April 30, 2026.

Currently, the sand source is sufficient for the construction of the Cao Lanh - An Huu Expressway Project. However, the province is lacking about 550,000 m3 of stone to implement the project. The province agrees with the proposal of the An Giang Provincial People's Committee to request the central ministries and branches to have mechanisms and early instructions to remove difficulties for the special mechanism on stone mining to serve the construction of projects in An Giang province and the Cao Lanh - An Huu Expressway.
Concluding the conference, Prime Minister Pham Minh Chinh emphasized that with the efforts of ministries, branches, and localities, especially the Steering Committee, in the first 6 months of the year, the first highlight was the commencement of 5 expressway projects with a total length of 271 km. The second was to resolve difficulties from raw materials and construction, especially in the Mekong Delta region.
Third, the progress of all projects has clearly changed, making up for previous years, when many projects were ahead of schedule. Fourth, 237 km of expressways have been completed and put into operation, bringing the total number of expressways nationwide to 2,268 km; the T3 terminal of Tan Son Nhat International Airport has been put into operation; many coastal routes have been invested in and inaugurated. At the 18th meeting (June 22), the Prime Minister assigned 20 tasks, of which 4 have been completed so far.
By August 19, 2025, we will have completed and put into use about 2,476 km; inaugurated and put into use 1,397 km of coastal roads. Many important projects have been completed ahead of schedule. If there is nothing special, by December 19, 2025, we will have completed at least 3,000 km of expressways, 1,000 km of coastal roads, and major projects such as Long Thanh airport.
The Prime Minister requested all relevant subjects to be more agile, bold and strong, to accelerate and break through to find suitable and breakthrough solutions to complete this task, contributing to creating achievements to welcome the 14th Party Congress, the momentum for the new period, the new era - the era of the country's rise to become rich, civilized and prosperous, bringing a prosperous life to the people.
In the coming time, Prime Minister Pham Minh Chinh requested relevant ministries, branches, localities and units to uphold the spirit, responsibility, patriotism, love for the people, and gratitude to the heroes and martyrs who sacrificed for the independence and freedom of the Fatherland, for the prosperity of the people over the past 80 years. Subjects related to important projects should act with a spirit of speed, boldness, breakthrough, faster and more timely in the coming time.
In leadership and direction, continue to innovate thinking and approaches to solve problems, promote favorable opportunities to do well; must have focus, key points, complete each task, do each task properly, do not spread out to complete and exceed the set goals.
In particular, for expressways, the target must be exceeded to complete over 3,000 km and Long Thanh airport must be completed by December 2025. The motto is "overcoming the sun and winning the rain", not losing to storms and winds", "eating quickly, sleeping urgently", "3 shifts, 4 shifts", "working day, working at night, working overtime on holidays", "going through holidays", "going through Tet" to ensure the progress and quality of the project.
During the implementation process, the ideology must be clear, the determination must be high, the effort must be great, the action must be drastic, focused, not scattered; the assignment of work must be clear to the person, the work, the progress, the responsibility, the time, the effectiveness, the actual authority; promptly motivate, reward, and propagate to the people to create high consensus in site clearance; do a good job of emulation and reward...
