The Prime Minister requested to focus on implementing measures to quickly restore agricultural production after storm No. 3 and floods.

Prime Minister Pham Minh Chinh signed Official Dispatch No. 100/CD-TTg dated September 27, 2024 requesting ministries, branches and localities to focus on directing and implementing measures to quickly restore agricultural production after storm No. 3 and floods.

The telegram stated: Storm No. 3 (Yagi) has caused extremely heavy damage to people and property of the People and the State, seriously affecting production and business activities, especially agricultural production in most localities in the Northern region and Thanh Hoa .

According to statistics from authorities, as of September 26, 2024, storms and floods have killed and left missing 344 people, injured nearly 2,000 people; over 260,000 houses, 1,900 schools had their roofs blown off, damaged, collapsed, and swept away by floods; a series of energy, telecommunications, transportation, irrigation, and dike infrastructure projects suffered incidents; nearly 350,000 hectares of rice, crops, and fruit trees were flooded and damaged; 8,100 cages and rafts, 31,000 hectares of aquaculture were damaged; over 4.5 million livestock and poultry died; hundreds of hectares of agricultural land were silted up, destroyed by water... greatly affecting production, business, and growth of the agricultural sector in 2024.

To quickly overcome the consequences of storm No. 3 and post-storm floods, restore and develop agricultural, forestry and fishery production, ensure food supply, contribute to controlling inflation and stabilizing people's lives, the Prime Minister requests:

1- Ministers, Heads of relevant agencies, Chairmen of People's Committees of provinces and centrally run cities focus on directing and implementing synchronously, drastically and effectively solutions to promote production, maintain growth of the agricultural sector, ensure stable people's lives, focusing on implementing 06 groups of key tasks and solutions according to Resolution No. 143/NQ-CP dated September 17, 2024 of the Government to urgently overcome the consequences of storm No. 3 (Yagi), quickly stabilize the people's situation, promote the recovery of production and business, actively promote economic growth, and control inflation well.

2- Chairmen of People's Committees of provinces and centrally-run cities, especially provinces and cities affected and damaged by recent storms, floods and landslides:

a) Focus on directing competent authorities to urgently review and fully and accurately count the damage to agricultural production; proactively and actively mobilize maximum local resources (local budget, natural disaster prevention fund and other legal resources) to immediately implement support policies for damaged subjects in accordance with the law.

In case the local budget does not have enough resources to support, the Provincial People's Committee shall send a document to the Ministry of Finance to handle the advance payment of funds to the locality for implementation in accordance with the provisions of Decree No. 02/2017/ND-CP dated January 9, 2017 of the Government on mechanisms and policies to support agricultural production to restore production in areas damaged by natural disasters and epidemics.

b) Focus on directing and proactively promoting the organization of agricultural, forestry and fishery production according to the orientation and direction of competent authorities and the Ministry of Agriculture and Rural Development; guide and support people to promptly implement solutions to restore production, especially in cultivation, aquaculture and livestock, especially the supply of plant and animal varieties in areas affected and damaged by natural disasters to promote production and business, ensuring stable lives for people in the last months of 2024, especially the occasion of the Lunar New Year 2025.

c) Organize monitoring, supervision, and grasp the situation of promoting agricultural production and business, especially the supply and demand of essential agricultural products and prices of input materials for agricultural production in the area to proactively have solutions to ensure supply, control prices, and prevent speculation, illegal profiteering, and unreasonable price manipulation that affects people's lives.

3- The Ministry of Agriculture and Rural Development presides over and coordinates with relevant ministries, agencies and localities:

a) Focus on directing the synchronous implementation of measures to overcome the consequences and restore agricultural production in localities affected by recent storms, floods, and landslides; proactively review production plans, restructure crops and livestock, organize production in a flexible, effective, natural, and climate change-adaptive manner, proactively prevent and combat natural disasters, especially ensuring the supply chain of plant and livestock varieties to overcome the consequences of storms and floods.

b) Review agricultural production plans and options, consider boosting production in localities not affected by the recent storms and floods to proactively regulate and ensure adequate food supply in the coming time, especially at the end of the year and the Lunar New Year 2025.

c) Review, synthesize, and promptly coordinate with relevant ministries and agencies to resolve within their authority or report to competent authorities to resolve local recommendations on supporting materials, chemicals for environmental treatment, plant varieties, livestock, and aquatic breeds for people to restore production. To be completed before October 5, 2024.

d) Urgently complete the draft Decree amending and supplementing Decree No. 02/2017/ND-CP dated January 9, 2017 of the Government on mechanisms and policies to support agricultural production to restore production in areas damaged by natural disasters and epidemics, including reviewing the subjects, scope, forms of support, procedures and support levels to promptly resolve practical issues and difficulties and obstacles in implementing the policy, ensuring compliance with the budget balance capacity, and submit it to the Government in October 2024.

4- The Ministry of Industry and Trade presides over and coordinates with relevant ministries, agencies and localities:

a) Proactively and actively direct and closely monitor the situation and developments in supply and prices of agricultural products, especially in localities affected and severely damaged by storms and floods; promptly implement measures to regulate and ensure supply and control prices, and prevent speculation, hoarding, price manipulation, consumption of counterfeit and poor-quality goods, and taking advantage of natural disasters and floods for profit.

b) Preside over and coordinate with relevant ministries and agencies to research and propose necessary support policies to restore production and business activities of processing, logistics and warehouse facilities damaged by storms and floods to ensure that the food supply chain is not interrupted.

5- The Ministry of Finance presides over and coordinates with relevant ministries, agencies and localities:

a) Direct and guide the immediate implementation of financial support policies, tax exemptions, reductions, and extensions, land rents, water surface rents, etc., within their authority for localities and subjects affected or damaged by storms and floods, especially agricultural production, in accordance with the law; continue to research and develop policies to exempt or reduce fees and charges for those affected.

b) Direct insurance companies to promptly review and pay insurance benefits to affected customers in accordance with regulations. Immediately make advance compensation payments to customers in accordance with regulations.

c) Promptly consider and immediately implement, within its authority, the advance payment of funds to localities to implement agricultural production support policies to restore production in areas damaged by natural disasters and epidemics according to the provisions of Decree No. 02/2017/ND-CP dated January 9, 2017 of the Government.

d) Preside over and coordinate with the Ministry of Agriculture and Rural Development and relevant agencies to research, review, and immediately submit to competent authorities for consideration and amendment of the agricultural insurance support policy (issued by the Prime Minister in Decision No. 13/2022/QD-TTg dated May 9, 2022) to promptly resolve practical issues and difficulties and obstacles in implementing the policy.

d) Closely monitor fluctuations in domestic market prices; coordinate with relevant ministries and agencies according to their authority and legal regulations to proactively and promptly take necessary measures to control prices of input materials and agricultural products, and prevent sudden price increases, especially for essential goods and services that have a major impact on price levels and the consumer price index (CPI).

6- The Ministry of Planning and Investment shall preside over and coordinate with relevant ministries, agencies and localities: Urgently report to competent authorities to consider supplementing resources for the Vietnam Bank for Social Policies according to Resolution No. 143/NQ-CP dated September 17, 2024 of the Government to provide loans to restore production and stabilize life according to regulations. Proactively and promptly advise the Government and the Prime Minister on growth plans and scenarios (including the agricultural sector), direct and operate appropriately to strive to achieve the growth target assigned by the Central Government and the National Assembly, ensure macroeconomic stability and control inflation.

7- State Bank of Vietnam:

a) Continue to direct credit institutions and commercial banks to proactively calculate support plans, restructure terms, and maintain debt groups; be more proactive in considering exemption and reduction of interest rates for affected customers, develop new credit programs with appropriate preferential interest rates, and continue to provide new loans to customers to restore production and business after the storm in accordance with current legal regulations.

b) Accelerate the implementation and disbursement of the credit loan package for the forestry and fishery sectors that is being deployed, prioritizing localities damaged by recent storms and floods, and consider increasing the scale if effective and necessary.

c) Preside over and coordinate with the Ministry of Agriculture and Rural Development and relevant agencies to review and evaluate the implementation results of Decree No. 55/2015/ND-CP dated June 9, 2015, Decree No. 116/2018/ND-CP dated September 7, 2018 of the Government on credit policy for agricultural and rural development, propose amendments and supplements to meet practical requirements and sustainable agricultural and rural development in the context of climate change adaptation and natural disaster prevention.

8- Farmers, people, cooperatives, businesses, etc. continue to promote self-reliance, self-reliance, creativity, proactively overcome difficulties, overcome challenges to restore production and business; at the same time, contribute ideas and suggestions to authorities at all levels to have timely, appropriate and effective solutions to join hands to overcome the consequences caused by storms and floods.

9- Ministries, branches and localities continue to proactively and actively mobilize domestic and international partners and sponsors to mobilize financial resources and aid goods and provide quick and timely support to affected people and localities.

10- Assign Deputy Prime Minister Tran Hong Ha to direct ministries, branches and localities to effectively implement this dispatch.

11- The Government Office monitors and urges relevant ministries, agencies and localities to implement this Official Dispatch, promptly reports to the Prime Minister and Deputy Prime Minister in charge on any problems and difficulties in the implementation process./.
