Implementing the Resolution of the 3rd District Party Congress, term 2020-2025, Thuan Nam is focusing on leadership, direction, and prioritizing development resources to become the key economic region in the South of the province.

Economic bright spot

Entering the implementation of the Resolution of the District Party Congress for the 2020-2025 term, especially after the Provincial Party Committee issued Resolution No. 15-NQ/TU on the development of the Southern key economic zone of the province to 2025, with a vision to 2030, the Thuan Nam District Party Committee has issued programs and plans for implementation. Accordingly, Party committees and authorities at all levels have done a good job of propaganda and mobilization to create consensus among the people; compensation, site clearance, appraisal and approval of construction plans under authority, updating of planning, land use plans and coordination to call for investment have been effectively implemented. To date, 20 renewable energy projects (15 solar power projects and 5 wind power projects) have been completed and generating electricity with a capacity of 1,511 MW. Ca Na general seaport with a scale that can receive ships up to 300,000 tons, of which phase I (berth 1A) with a scale of 100,000 tons has been put into operation. Phuoc Nam Industrial Park (CN) phase I (151 ha/370 ha) has attracted 11 secondary investment projects, with a total registered investment capital of 217.5 billion VND. Investment is being implemented: Dam Ca Na urban area, Van Lam - Son Hai road, the road connecting the North - South expressway with National Highway 1 and Ca Na general seaport, Hieu Thien Industrial Cluster. Procedures are being completed to implement investment: Ca Na Industrial Park phase I (378 ha/827.2 ha), Ca Na Star Eco-tourism Area, Royal Ninh Thuan high-class resort. Calling for investment: Construction of technical infrastructure for Phuoc Minh 1 and 2 Industrial Clusters, Phuoc Minh Concentrated Seafood Processing Industrial Cluster, Ca Na LNG Power Center Phase I (1,500 MW)...

At the same time, based on the support capital from the central, provincial and district levels through capital sources under the national target program, balancing the local budget... the district has focused on investing in completing rural traffic infrastructure, internal irrigation systems; upgrading the school network towards meeting physical facilities standards and completing them according to national standards (7/8 communes meeting physical facilities standards); implementing synchronous investment in building cultural facilities (8/8 communes meeting); rural commercial infrastructure (7/8 communes meeting)... to meet the needs of the people and create conditions for socio-economic development for the locality.

As a result, after half a term of implementing the Resolution of the District Party Congress, the socio-economic situation has had many positive changes. In 3 years, the total investment capital in the district is more than 20,130 billion VND, equal to 95.2% of the plan (the 5-year plan is 21,146 billion VND); the average annual investment is estimated at 6,710 billion VND, reaching 132% of the plan (the 2025 plan is 5,069 billion). The total budget revenue in the area is on average 92 billion VND per year, reaching 140% of the plan (the 2025 revenue plan is 66 billion VND). In total, in 3 years (2021-2023), it is estimated at 277 billion VND, equal to 100% of the plan (the 5-year plan is 276 billion VND). Economic growth is maintained, some sectors are developing; economic structure and labor structure are rapidly shifting towards industry and services; The socio-economic infrastructure has received investment attention. Culture, society, health, education, and social security have been effectively implemented, and security and order have been ensured. The leadership methods of Party committees at all levels have been increasingly innovated, with work focused and key points; the inspection and supervision work of Party committees and inspection committees at all levels has been strengthened and tightened, contributing to the good implementation of political tasks and Party building work.

Comrade Chau Thanh Hai, Secretary of Thuan Nam District Party Committee, said: To successfully implement the goals set out in the Resolution of the 3rd District Party Congress, especially to turn Thuan Nam into a key economic zone in the South of the province, in the coming time, the locality will closely follow the Resolution of the Provincial Party Congress, the Resolution of the District Party Congress, thematic resolutions, projects of the Provincial Party Committee, the Provincial People's Committee; build mechanisms and coordination between the District Party Committee and departments, branches and sectors of the province. Promote economic restructuring, apply science - technology, innovation; effectively manage, exploit and use resources for rapid and sustainable socio-economic development, identify the marine economy as the driving force, the energy industry as the strength. Focus on managing and effectively using resources, protecting the environment, effectively responding to climate change; ensuring social security, improving the material and spiritual life of the people; ensuring national defense and security; Implement measures to attract, support and facilitate all economic sectors to invest in the district; take the initiative and seek the province's assistance in investment promotion, create an open investment environment, reform administrative procedures, and strive to build Thuan Nam into a key industrial district in the South of the province.

In order for Thuan Nam to soon become the key economic zone in the South of the province, the district also recommended that the province pay attention to calling for and prioritizing investment resources for construction, especially key projects such as: Ca Na LNG power complex associated with Ca Na seaport, Ca Na oil depot project, industrial zones, clusters, dry port projects and logistics service centers and coastal tourism projects, etc. to create momentum for the development of the key economic zone in the South of the province. Pay attention to investing in the water transfer system from Song Than Lake to coastal areas and Ca Na Industrial Zone from legal capital sources to ensure water supply needs for key projects in the South, especially water for industrial development and tourism, coastal urban areas. Increase targeted support capital from the central budget, national target programs to create conditions for localities to invest in development, meeting the requirements of local socio-economic development; have solutions to attract more investment resources outside the state budget; implement measures to attract, support and create favorable conditions for all economic sectors to invest in the district. Support training and human resource development for marine economic sectors; prevent marine environmental pollution, protect and sustainably develop marine and coastal ecosystems... prioritize tourism development in the direction of promoting marine advantages to invest in developing tourism and services associated with the sea of Thuan Nam district. Direct investors to speed up the implementation of slow-progressing projects. Revoke projects that are slow to be implemented, as well as increase investment calls for projects in the district. Quickly implement the planning of coastal tourism areas as a basis for calling for investment.
