The two sides agreed to continue dialogue as well as progressive and comprehensive cooperation; deepen cooperation between ASEAN and Russia within the framework of ASEAN-led mechanisms; enhance strategic trust through supporting ASEAN’s efforts to implement the four areas of cooperation in the ASEAN Outlook on the Indo -Pacific (AOIP); and uphold the importance of adhering to the principles of international law and the United Nations Charter, including self-determination, sovereignty, territorial integrity and non-use of force or threat of force.

The two sides will strengthen cooperation in combating terrorism and violent extremism, transnational crimes and drug trafficking; promote cooperation and encourage joint security initiatives; enhance regional food security, promote relevant sectoral cooperation and new projects; ensure maritime security and safety, freedom of navigation, aviation and trade; exercise self-restraint, refrain from the use of force or threat to use force and resolve disputes through peaceful means in accordance with universally recognized principles of international law, including those set out in the United Nations Charter and the 1982 United Nations Convention on the Law of the Sea (UNCLOS).

The two sides also agreed to facilitate cooperation in the fields of energy security and sustainable development; strive to effectively implement the revised ASEAN-Russia Trade and Investment Cooperation Roadmap and the ASEAN-Russia Trade and Investment Work Programme (2021-2025); promote practical cooperation and sustainable growth in the fields of economics, maritime affairs, connectivity, and digital economy; enhance cooperation in disaster management, pandemic prevention, environmental protection, climate change and biodiversity; explore the possibility of practical cooperation on issues of mutual concern between ASEAN and the Eurasian Economic Union (EAEU), the Shanghai Cooperation Organization (SCO); encourage new joint initiatives between research institutes and universities; and explore cooperation between ASEAN and Russia cities within the framework of the ASEAN Smart Cities Network (ASCN).
