Promoting the streamlining and reorganization of the organizational structure of departments and agencies.

Kinhtedothi - The People's Committee of Vinh Phuc province has just issued a notice concluding the restructuring and streamlining of the organizational apparatus of state agencies, units, and localities, directing units to consolidate and arrange personnel for department-level leaders, civil servants, public employees, and workers before February 10, 2025.

Personnel arrangements and organizational restructuring must be completed before February 10, 2025.

Currently, Vinh Phuc has completed the reorganization of 28 commune-level administrative units in accordance with the resolution of the National Assembly Standing Committee on the reorganization of commune-level administrative units in the period 2023 - 2025.

After the reorganization, Vinh Phuc has 9 district-level administrative units, including 7 districts and 2 cities; and 121 commune-level administrative units, including 88 communes, 15 wards, and 18 towns.

Regarding the merger and streamlining of some departments and agencies, after hearing the Department of Internal Affairs' report on the implementation of the plan for reorganizing and streamlining the organizational structure of state agencies, units, and localities, the Chairman of the People's Committee of Vinh Phuc province, Tran Duy Dong, issued Conclusion Notice No. 15/TB-UBND.

Accordingly, the Chairman of the Provincial People's Committee directed the units to urgently study thoroughly Plan No. 01-PA/TU dated January 6, 2025 of the Provincial Party Committee; and Plan No. 256-KH/TU dated January 6, 2025 of the Standing Committee of the Provincial Party Committee to promptly update and supplement specific contents into the organizational restructuring plan of agencies and units, ensuring the correct implementation of the Provincial Party Committee's directives.

Directors of departments, agencies, and units that are merged or have their functions and tasks transferred are required to work directly with each other to agree on the contents of the joint plan, ensuring accuracy in content and progress;

Units should proactively review and finalize plans for organizing the work of their agencies and units after the merger; arrange, consolidate, and organize leadership personnel at the departmental level, civil servants, public employees, and workers before February 10, 2025, so that they can operate effectively, efficiently, and smoothly.

Research on specific policies to support employees laid off due to restructuring.

The leaders of the Vinh Phuc Provincial People's Committee instructed the Department of Internal Affairs to urgently review and advise the Provincial People's Committee on issuing a plan to adjust and supplement Plan 01/KH-UBND to align with the content of the Provincial Party Committee's Plan No. 01-PA/TU and the Standing Committee of the Provincial Party Committee's Plan No. 256-KH/TU.

Consider and decide on the individuals who must leave their jobs due to organizational restructuring, downsizing, reorganization, and improvement of the quality of cadres, civil servants, and public employees to meet job requirements; ensuring a scientific , fair, objective, reasonable, and humane approach; completion before January 15, 2025.

The Chairman, in coordination with the Provincial Party Committee's Organization Department, the Department of Finance, and the Department of Justice, will work with the committees of the Provincial People's Council to research and propose specific provincial policies to support officials, civil servants, and employees who are subject to the restructuring and streamlining of the organizational apparatus.

Proactively and urgently work with the Department of Justice and the committees of the Provincial People's Council to agree on the procedures for drafting the Provincial People's Council Resolution before advising the Provincial People's Committee on its implementation; this should be completed before January 15, 2025.

Review and advise the Provincial People's Committee to submit to the Provincial People's Council adjustments and allocations of civil servant staffing for departments, agencies, and localities; advise the Provincial People's Committee to review and adjust the staffing of public employees in agencies, units, and localities after organizational restructuring; to be completed in the first quarter of 2025.

The People's Committee of Vinh Phuc province has assigned the Department of Justice to guide agencies, units, and localities in drafting legal documents using simplified procedures; and to appraise legal documents related to organizational structure, regulations on the position, functions, tasks, powers, and organizational structure of departments and agencies after mergers and reorganizations.

Coordinate with the Department of Home Affairs and relevant agencies to report and propose procedures for developing specific provincial policies on the restructuring and streamlining of the organizational apparatus in accordance with Government Decree No. 178/2024/ND-CP.

Handling the headquarters, assets, finances, and budgets of agencies after restructuring.

The Department of Finance provides guidance to relevant agencies on handling assets, finances, and budgets during the process of reorganizing and streamlining the organizational structure of Party committees, Party organizations, agencies, and units at all levels.

Coordinate with the Department of Internal Affairs to review, identify, and balance resources to address policy issues and develop specific provincial policies in implementing organizational restructuring and streamlining.

Review, research, and propose the arrangement and use of office space, finances, and specific assets of each agency and unit to avoid loss and waste, ensuring genuine savings and efficiency in accordance with the central government's directives. Compile and advise the Provincial People's Committee on handling public assets (selling them off, transferring them to other agencies and units, etc.) for agencies and units undergoing mergers and reorganizations.

The leaders of the Vinh Phuc Provincial People's Committee also assigned the Department of Planning and Investment to take the lead and coordinate with relevant agencies and units to issue guidance documents for agencies and units subject to merger and reorganization on developing detailed plans for handling public investment projects, so that agencies and units can implement them uniformly and synchronously.
