On November 30, 2023, in Hanoi , the Government Cipher Committee and the Vietnam Blockchain Association signed a Memorandum of Understanding to cooperate in researching, proposing policies for managing, promoting the application and popularization of blockchain technology.

According to the Memorandum of Cooperation (valid for 2 years from the date of signing), initially, the two sides will focus on cooperating in the implementation of several key areas, including: Research, proposals, and advice on national policies regarding central bank digital currency; Research and application of new technologies of the fourth industrial revolution; Teaching and disseminating education on new technologies such as blockchain and AI; Research and proposals for developing documents, policies, and standards for managing civilian cryptography on new technology platforms.

At the signing ceremony, Major General Vu Ngoc Thiem, Head of the Government Cipher Committee, stated that the Government Cipher Committee is actively approaching new blockchain technology in the direction of research and development, building a foundation for innovation and development of the Vietnamese cipher industry, contributing to promoting socio-economic development and ensuring national security.

The Major General highly appreciated the Vietnam Blockchain Association as a non-profit professional social organization, an important strategic partner, and a bridge between state agencies and the domestic and international community to support and promote research and development of blockchain technology and applications of national significance, contributing to the positive transformation of the 4.0 revolution that Vietnam is pursuing.

"I suggest that both sides discuss a quarterly roadmap, identify necessary actions related to the legal basis, or determine specific applications that can be piloted," Major General Vu Ngoc Thiem recommended.

Vice Chairman of the Vietnam Blockchain Association, Nguyen Doan Hung, emphasized that the cooperation with the Government Cipher Committee is both an honor and a responsibility for the Vietnam Blockchain Association in contributing intellect, personnel, and technology to promote the application of blockchain in the country's "backbone" sectors such as education and training, finance and banking, social welfare, population management, security, and national defense.

“With a broad scope of cooperation ranging from theoretical research to practical applications, as well as proposing and promoting the promulgation of a suitable legal framework so that state agencies can gradually manage and promote the creation and development of new technology applications such as blockchain technology, big data, AI (artificial intelligence), and IoT (Internet of Things), we believe that the cooperation between the Government Cipher Committee and the Vietnam Blockchain Association will be a prerequisite for responsibly contributing to significant changes in the current Industry 4.0 revolution,” said Mr. Nguyen Doan Hung.

Mr. Nguyen Trong Khang, Chairman of MK Group, expressed his desire for concrete cooperation between the Vietnam Blockchain Association and the Government Cipher Committee to achieve clear results in several areas, especially cryptocurrencies and digital currencies.

Meanwhile, Director of the Cryptography Technical Academy, Hoang Van Thuc, hopes that after the cooperation agreement between the Government Cipher Committee and the Vietnam Blockchain Association takes effect, the Academy will be able to use the Vietnam Blockchain Association as a "bridge" to access domestic and international training and research institutions to participate in the training process for human resources in some high-tech fields; organize and conduct research for some large national-level conferences and seminars…
