This morning, July 30th, in Hanoi , the Government, in coordination with the Standing Committee of the National Assembly and relevant agencies, held an online conference to disseminate and implement several laws and resolutions of the 15th National Assembly. Prime Minister Pham Minh Chinh and the Deputy Prime Ministers attended and chaired the conference. The Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, Vo Van Hung, and the Vice Chairmen of the Provincial People's Committee, Hoang Nam and Le Duc Tien, attended the conference at the Quang Tri branch.

According to information from the Government, the 7th session of the 15th National Assembly has just passed 11 laws and 21 resolutions; given initial opinions on 11 draft laws; and considered many important reports... The contents considered and decided at the session covered many fields and included many important issues.
Among the laws and resolutions passed by the National Assembly, 11 laws and 12 resolutions are extremely important and urgent documents aimed at further perfecting the institutional framework, building a socialist rule of law state, and meeting the requirements of managing and developing the country's socio-economic development.
Of the 11 laws and 12 resolutions mentioned above, 1 law takes effect from August 1, 2024; 7 laws and 2 resolutions take effect from January 1, 2025; 3 laws take effect from July 1, 2025; and the remaining resolutions take effect from the date of their adoption by the National Assembly. Given their importance and urgency, these laws and resolutions need to be thoroughly understood and implemented as soon as possible.
At the conference, delegates received detailed information on the organization and implementation of several laws and resolutions passed by the 7th session of the 15th National Assembly. Specifically, the reports and information presented included: the implementation of Resolution No. 129/2004/QH15 of the National Assembly on the legislative program for 2025 and the adjustment of the legislative program for 2024; the basic contents and requirements for organizing and implementing Regulation No. 178-QĐ/TW dated June 27, 2024, of the Central Committee on controlling power and preventing and combating corruption and negative practices in lawmaking; reports on the preparation for the implementation of the Land Law; the preparation for the implementation of the Housing Law and the Real Estate Business Law; some key contents of the Road Law and the preparation of resources for its implementation. Implementation of the Law on Credit Institutions; Some key new contents of the Social Insurance Law...
During the conference, delegates unanimously agreed on the contents of the work to implement the laws and resolutions passed at the 7th session of the 15th National Assembly. They proposed the need for a comprehensive approach to improve the quality, effectiveness, and efficiency of organizing and implementing laws and resolutions, focusing on quality and depth. Ministries, ministerial-level agencies, and especially localities should proactively prepare and promptly develop plans for implementing the laws and resolutions for submission to competent authorities for consideration and promulgation.
In addition, important tasks that need to be implemented soon include: organizing propaganda, dissemination, thorough understanding, training, and in-depth professional development on the content and spirit of legal documents for officials, civil servants, and legal lecturers of ministries and sectors directly implementing legal documents; tightening discipline and order, emphasizing the responsibility of leaders, strengthening inspection, auditing, and supervision in the work of drafting and implementing laws; paying attention to the rational allocation of financial resources, facilities, organizational structure, staffing, and other necessary conditions for the drafting and promulgation of detailed regulations and guidelines for the implementation of laws and resolutions...
Speaking at the conference, Prime Minister Pham Minh Chinh affirmed: Building and perfecting institutions is one of the three strategic breakthroughs and major policies of the Party and State of Vietnam. The Government has always considered this a key task requiring focused and comprehensive implementation. Recognizing this, the Government has made many efforts to build and perfect institutions. Most recently, the 7th session of the 15th National Assembly passed many important and urgent laws and resolutions.
Emphasizing the significance and importance of thoroughly understanding and implementing the aforementioned laws and resolutions, the Prime Minister commended and acknowledged the units that actively coordinated and successfully organized this online conference.
To put the newly passed laws and resolutions into practice, the Prime Minister requested that ministries, sectors, and localities demonstrate high determination, great effort, and decisive action with a focus on key areas; clearly assigning responsibilities, tasks, timelines, expected results, and deliverables... so that the work of emulation and reward, as well as the handling of shortcomings, can be monitored, supervised, and implemented in a clear, transparent, fair, and democratic manner.
In the implementation of laws and resolutions in general, and those passed at the 7th session of the 15th National Assembly in particular, it is necessary to implement "5 intensifications," including: accelerating the progress and improving the quality of lawmaking; accelerating the removal of difficulties and obstacles from practice; accelerating the review and systematization of laws; accelerating the mechanism of decentralization and delegation of power in a reasonable, appropriate, feasible, and effective manner in coordinating between agencies in the political system as well as in the development and organization of law enforcement; and accelerating the dissemination and education of laws...
