Implementing regulations on setting a good example, many cadres and Party members, especially the leadership team at all levels in the province, have proactively and actively practiced a scientific , democratic, practical, and people-oriented leadership style, truly serving as a nucleus of unity and gathering the strength of the Party organization, cadres, Party members, and the people.
Party and government leaders have decisively and effectively directed administrative reform; shown dedication and commitment to their work; strictly implemented regulations on receiving citizens, actively listened to the people's thoughts and aspirations, and resolved complex, pressing, and long-standing issues, thereby strengthening the people's trust in the Party. Many cadres and Party members, especially leaders, have dared to think, dared to act, and dared to take responsibility for effectively implementing new and groundbreaking initiatives, affirming the spirit of matching words with actions, setting an example in undertaking difficult tasks for the legitimate interests and service of the people.
Mentioning Mr. Le Van Vinh, Party Secretary and head of Group 1, Doi Can Ward ( Tuyen Quang City), many people are impressed by his exemplary dedication to prioritizing the interests of the people over his own. Having served as Party Secretary since 2012, Mr. Vinh has done many beneficial things for the commune and the residential group. When the village built a cultural center, his family was the first to donate their garden land for its construction.

Then, when the village started building rural concrete roads, he advanced 130 million VND from his family's personal funds to help the neighborhood committee complete the road construction according to plan. Seeing that 800 meters of the neighborhood's internal field roads were still unpaved, causing difficulties for residents, he requested the ward's Party committee and government to transfer the materials provided by the State from areas where construction hadn't begun to his neighborhood. Thanks to this, many of the neighborhood's internal field roads have now been paved.
Mr. Vinh shared that for a cadre or Party member to lead successfully, they must build credibility among the people, and to build credibility, they must truly set an example. To be a shining example before the people, cadres and Party members must dare to sacrifice personal interests, dare to act, and dare to take responsibility. If cadres and Party members are afraid of difficulties and hardships, then the State's support policies will hardly reach the people.
Party officials and members should set an example through concrete actions, not just dogmatic pronouncements. Setting an example is a guiding principle in Mr. Vinh's leadership. As a result, over the years, he and the Party branch of Group 1 have received numerous commendations and certificates of merit from the Provincial Party Standing Committee, the City Party Committee, and the Commune Party Committee for outstanding performance.
The dedication and selfless commitment of Dr. Ha Xuan Tieu, Party Secretary and Head of the General Surgery Department at the Chiem Hoa District Medical Center, has strongly influenced his colleagues and the people. Dr. Ha Xuan Tieu always sets an example in studying and following the thoughts, ethics, and style of Ho Chi Minh. He exemplifies self-study, professional development, and the application of new techniques and methods in medical examination and treatment to better serve the people.
He has saved many critically ill patients, including those with cardiac and respiratory arrest, those undergoing emergency surgery for multiple trauma cases with hemorrhagic shock, and those with cardiovascular collapse threatening the heart. From 2022 to the present, he has collaborated in the implementation and application of many new specialized techniques, such as percutaneous endoscopic lithotripsy and endoscopic prostatectomy.
Dr. Ha Xuan Tieu shared that, in his position as Party branch secretary and head of department, if he didn't set an example of dedication and responsibility in his work, and didn't engage in self-learning, he wouldn't be able to motivate his colleagues in the department, and furthermore, he wouldn't be able to serve patients well. Therefore, he always takes the lead in tackling difficult and new tasks in the department and the unit, without fear of hardship or difficulty.
In Party organizations, agencies, units, and localities, the implementation of regulations on setting a good example among cadres and Party members has contributed to enhancing the leadership capacity of grassroots Party organizations and Party members, promoting the role of leaders, and resolving many obstacles and difficulties at the grassroots level. Setting a good example in reforming the working style and methods of cadres and Party members has also contributed to bringing the Party's directives and resolutions, and the State's mechanisms and policies, to the people in a timely and effective manner.
Emphasis should be placed on inspecting and monitoring the implementation of regulations on setting a good example.
However, despite the exemplary conduct of officials and Party members, in some places, the implementation of regulations on exemplary conduct by officials and Party members has not been truly serious and has not created a clear transformation.
The Provincial Party Committee's five-year summary report on Party building work also assessed the limitations and shortcomings in Party building, clearly identifying one of the causes of these shortcomings as some leading and managerial cadres having a fear of making mistakes, shirking responsibility, avoiding accountability, and failing to properly, fully, and decisively fulfill their assigned responsibilities, duties, and authority, especially the responsibility of setting an example for the head of the organization.
The Report summarizing 15 years of implementing the Party Charter (2011 - 2025) also noted that some cadres and Party members have deteriorated in terms of political ideology, morality, and lifestyle, lack self-cultivation and training, have poor organizational discipline, violate the Party's organizational and disciplinary principles, violate State laws and the Regulations on what Party members are not allowed to do, and are subject to disciplinary action and removal from the Party membership list.
From 2011 to the present, Party committees and inspection committees at all levels in the province have disciplined 49 Party organizations and 2,619 Party members, including 617 Party committee members at various levels. Of these, 603 Party members violated regulations on what Party members are not allowed to do; 532 Party members violated Party directives and resolutions, and State policies and laws; 125 Party members violated working regulations and the principle of democratic centralism; and 156 Party members violated political ideology, ethics, lifestyle, and the responsibility of setting a good example…
The above figures show that seriously implementing the regulations on setting a good example requires the role of leaders and those in positions of power within each Party organization, agency, and unit. At the same time, it is necessary to improve inspection and supervision work according to the principle of inspection and supervision to prevent, promptly correct, detect, and stop violations, rather than waiting until violations occur before conducting inspections and supervision. In addition, Party committees at all levels need to focus on promoting the supervisory and critical role of socio-political organizations and the "eyes and ears" of the people in monitoring the implementation of the regulations on setting a good example by cadres and Party members.
