Successfully implement the key tasks assigned by the Standing Committee of the Provincial Party Committee to the Party Bloc in the second quarter of 2024.

On the morning of April 17th, Comrade Nguyen Hoai Anh - Alternate Member of the Central Committee of the Party, Secretary of the Provincial Party Committee - chaired a meeting of the Party Bloc to assess the results achieved in the first quarter of 2024 and assign tasks to the Party Bloc agencies for the second quarter of 2024.

The Provincial Party Secretary highly appreciated the results achieved by the Party Bloc agencies in the first quarter of 2024. Accordingly, in the first quarter of 2024, the Party Bloc agencies proactively implemented the assigned key tasks. Propaganda work and the organization of activities commemorating important political events and major national and local holidays in the first quarter of 2024 were actively implemented, especially activities celebrating the Party, the Spring Festival, and the Lunar New Year of the Year of the Dragon 2024, ensuring a joyful, healthy, safe, and economical celebration. The organization also conducted study sessions and disseminated the 2024 thematic topic "Studying and following the thoughts, ethics, and style of Ho Chi Minh on practicing democracy and strengthening the rule of law, ensuring social discipline" and provided updates on current events in the first quarter of 2024 to cadres and Party members. Political and ideological education has received attention, and information and propaganda work, monitoring public opinion, and directing and guiding press information have continued to be strengthened. The Provincial Party Committee and its Standing Committee have been advised to complete the review, evaluation, and ranking of collective and individual leaders and managers for 2023 according to the assigned levels. The Provincial Party Committee has been advised to issue regulations on the functions, tasks, powers, and organizational structure of specialized agencies advising and assisting the Provincial Party Committee. Decisions have been made to establish the Document Subcommittee, the Personnel Subcommittee, and the Organization Subcommittee to serve the 15th Provincial Party Congress, term 2025-2030. Each agency and unit has proactively developed plans for implementing key tasks in 2024 and inspection and supervision plans for 2024 from the beginning of the year. In addition, guidance has been provided on the implementation of organizational restructuring, personnel arrangements, and the reorganization of Party agencies, the Fatherland Front, and political and social organizations in localities implementing the restructuring of district and commune-level administrative units in the 2023-2030 period for units and localities under the province. Personnel work has been carried out in accordance with procedures and regulations, ensuring the principle of unified Party leadership. To date, the process of nominating personnel for the review and supplementation of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee, and key leadership positions of the province for the terms 2020-2025, 2021-2026, and 2025-2030, 2026-2031 has been completed. Decisions have been issued approving the review and supplementation of leadership personnel plans under the management of the Standing Committee of the Provincial Party Committee for 50 agencies, units, and localities. Party committees, party organizations, agencies, and units have completed the process of conducting confidence votes for leading members of party committees and leading officials in Party, State, Fatherland Front, and socio-political organizations as prescribed. Mass mobilization work has achieved good results, closely monitoring and grasping the thoughts and aspirations of union members, association members, and the people, especially before, during, and after the Lunar New Year of the Year of the Dragon 2024. To effectively carry out the assigned tasks in the second quarter of 2024, the Provincial Party Secretary requested that each agency and unit, according to their assigned functions and duties, continue to monitor and understand the ideological situation among cadres, Party members, and the people, promptly grasping pressing issues and complex cases to advise the Standing Committee of the Provincial Party Committee and the Provincial Party Committee on directing their handling. They should continue to effectively implement the inspection and supervision program and plan identified in the second quarter of 2024 by the Provincial Party Committee. At the same time, they should advise the Provincial Party Committee and the Provincial Party Committee on documents for organizing the Party Congresses at all levels for the 2025-2030 term; the draft Political Report and the draft Review Report of the Provincial Party Committee (14th term) to be submitted to the Provincial Party Congress for the 2025-2030 term (after receiving guidance from the Central Committee). The Provincial Party Standing Committee's advisory body reviewed the Party building and mass mobilization work for the first six months of 2024. In addition, it advised the leadership and directed the Vietnam Fatherland Front Committees at all levels to meticulously prepare for the congresses, ensuring that the commune-level congresses are completed in April 2024; the district-level congresses in June 2024; and the 9th Provincial Congress of the Vietnam Fatherland Front, term 2024-2029, is completed in August 2024. It continued to improve the quality and effectiveness of mass mobilization work within the political system, especially "skillful mass mobilization" and government-led mass mobilization. It also focused on effectively carrying out mass mobilization work in compensation and land clearance for projects, closely monitoring emerging issues at the grassroots level to advise the Provincial Party Standing Committee and the Provincial Party Committee on timely handling. Simultaneously, they advised on organizing activities to commemorate the 70th anniversary of the Dien Bien Phu Victory (May 7, 1954 - May 7, 2024). The Provincial Party Secretary also assigned specific tasks to each agency and unit to implement in the second quarter of 2024.
