Implementing well the high-level common perception between Vietnam and China

On February 4, in Ho Chi Minh City, Permanent Deputy Minister of Foreign Affairs Nguyen Minh Vu, Secretary General of the Vietnam-China Bilateral Cooperation Steering Committee, held talks with Assistant Minister of Foreign Affairs of China Nong Dung, Secretary General of the China-Vietnam Bilateral Cooperation Steering Committee.

At the talks, the two sides expressed their delight at the positive development and milestone achievements of the Vietnam-China relationship in recent times, especially after the historic visit to China by General Secretary Nguyen Phu Trong (October 2022) and the State visit to Vietnam by General Secretary and President of China Xi Jinping (December 2023). The two sides discussed in depth measures to concretize and implement high-level common perceptions, especially the Joint Statement on continuing to deepen and elevate the comprehensive strategic cooperative partnership, building a community of shared future of strategic significance between Vietnam and China. In particular, they agreed to increase exchanges and contacts, organize high-level visits well; effectively deploy cooperation mechanisms between the two Parties, organize well the 16th Meeting of the Steering Committee for Vietnam-China Bilateral Cooperation; strengthen defense, security and diplomatic cooperation; Expanding economic and trade cooperation, connecting traffic to bring practical benefits to people and businesses; enhancing people-to-people exchanges and cultural, educational and tourism cooperation; continuing to manage land borders well, properly handling outstanding or arising cases at the border in accordance with documents and agreements between the two sides. Permanent Deputy Minister Nguyen Minh Vu suggested that the two sides strengthen traffic connections, focusing on roads and railways connecting the northern provinces of Vietnam with the southern and southwestern regions of China; suggesting that China expand imports of Vietnamese goods, agricultural and aquatic products, creating conditions for the early establishment of Vietnam Trade Promotion Offices in Haikou, Chengdu and Nanjing, promptly negotiating and signing the Framework Agreement on rice trade, supporting enterprises achieving Vietnam's "National Brand" to build distribution channels and develop brands in the Chinese market. Permanent Deputy Minister Nguyen Minh Vu also suggested that the two sides expand investment cooperation, at the same time, urge and direct relevant agencies and enterprises to actively remove difficulties and long-standing problems in a number of industrial projects such as the Phase II Expansion of Thai Nguyen Iron and Steel Plant, Ninh Binh Fertilizer Plant, and Ha Bac Fertilizer Plant; speed up the implementation of projects using China's non-refundable aid for Vietnam, including the Project to build the second facility of the Traditional Medicine Hospital and other medical, educational, and people's livelihood projects; establish a Working Group to promote tourism cooperation to soon restore the situation before the COVID-19 pandemic; strengthen water resource cooperation, effectively and sustainably use the Mekong River's water resources, and ensure the legitimate interests of all parties, especially downstream countries. Agreeing with the cooperation proposals of Permanent Deputy Minister Nguyen Minh Vu, Assistant Minister of Foreign Affairs of China Nong Dung affirmed that China is ready to expand the import of high-quality agricultural products from Vietnam, actively promoting the official import licensing process for fresh coconuts, citrus fruits, and avocados from Vietnam. Assistant Minister Nong Dung suggested that the two sides accelerate the construction of smart border gate models to improve customs clearance efficiency, limit cargo congestion at border gates; expand cooperation on green development, digital economy, and development of new energy such as wind power and solar power; actively coordinate and cooperate at regional and international multilateral forums.
The two sides exchanged frank and sincere opinions on maritime issues, emphasizing the importance of maintaining peace and stability at sea in the current complex international and regional context. The two sides agreed to effectively implement the high-level common perception, the Agreement on basic principles guiding the settlement of Vietnam-China maritime issues, effectively promote negotiation mechanisms, make efforts to better control and resolve maritime disputes according to the principle of gradual progress, easy first, difficult later, together with ASEAN countries fully and effectively implement the Declaration on the Conduct of Parties in the East Sea (DOC), strive to soon achieve an effective, substantive Code of Conduct in the East Sea (COC), in accordance with international law, especially the 1982 United Nations Convention on the Law of the Sea. Permanent Deputy Minister Nguyen Minh Vu suggested that the two sides respect each other's sovereignty, sovereign rights, and jurisdiction established in accordance with international law, the 1982 United Nations Convention on the Law of the Sea, not to let complicated incidents affect the relationship between the two countries, properly handle the issue of fishing vessels and fishermen, and actively contribute to peace and stability in the region.
