
Tax officials from Unit 3, in coordination with bank officials, conducted outreach and provided assistance in creating tax accounts for business households in Quang Hanh ward.
From the early months of 2026, Tax Department 3 developed a detailed revenue collection plan for each locality, each tax type, and each group of taxpayers. Based on a thorough assessment of the actual situation, the unit assigned specific tasks to each department and each management officer, ensuring clear responsibilities for each person and task.
Proactively analyzing revenue sources and identifying potential areas such as infrastructure construction, services, trade, and tourism helps the unit develop appropriate management solutions and effectively exploit generated revenue. Simultaneously, it strengthens the monitoring of revenue collection progress on a weekly and monthly basis to make timely adjustments and prevent prolonged revenue shortfalls. In addition, the unit also pays special attention to disseminating tax policies to citizens and businesses through various flexible methods, such as organizing training conferences, direct dialogues, and disseminating information via digital platforms. Through these efforts, it enhances awareness and compliance with tax laws among taxpayers.
In particular, implementing Plan No. 64/KH-QNI dated March 12, 2025, of the Quang Ninh Provincial Tax Department on a 15-day intensive campaign to disseminate information, support tax policies, and manage taxes for business households and individual businesses, Tax Sub-district 3 quickly concretized it with Plan No. 48/KH-TCS3 dated March 13, 2026. Accordingly, the unit proactively coordinated with the People's Committees of communes, wards, and special zones to organize the synchronized implementation, establishing 7 working groups to directly go to the grassroots level, providing hands-on guidance to business households on implementing the new tax regulations.
In March, the Tax Department of District 3 organized 4 awareness conferences, attracting 1,281 business households. Simultaneously, from March 18th to 24th, working groups provided direct guidance at the People's Committee halls of communes, wards, special zones, and tax offices in the 3 areas; combined with sending documents and guidance via Zalo groups to ensure information was fully and promptly disseminated. As of March 25th, 5,643 business households had received guidance and support, with 2,716 households continuing to receive support in the coming period. Notably, by March 25th, nearly 1,000 households had submitted their bank account numbers to the tax authorities. For households without bank accounts, the tax authorities coordinated with banks to assist in opening accounts, ensuring they meet the requirements for fulfilling their tax obligations.
Alongside its outreach efforts, Tax Office 3 has placed particular emphasis on the application of information technology, especially the deployment of the eTax Mobile platform in tax management for household and individual businesses. According to data reviewed on March 11, 2026, 1,638 household and individual businesses were still not using eTax Mobile. The unit's leadership assigned specific tasks to two specialized teams, with each officer directly responsible for urging and guiding taxpayers to install and use the application. To date, 1,497 households have used eTax Mobile, reaching 91.4%.

Current procedures have been simplified, implemented quickly and efficiently, saving time and costs for businesses. This allows us to focus on business development and market expansion with peace of mind."

Thanks to the synchronized implementation of various solutions, the revenue collection work of Tax Sub-department 3 in the first quarter achieved positive results. Total revenue for the first three months of the year reached over 471 billion VND, equivalent to 26% of the statutory budget estimate, an increase of 119% compared to the same period in 2025. Of this, land use fees reached over 134 billion VND, equivalent to 12% of the budget estimate, an increase of 301% compared to the same period; other taxes and fees reached over 336.5 billion VND, equivalent to 46% of the budget estimate, and 96% compared to the same period.
Entering the second quarter, Tax Department 3 continues to set many key tasks with the goal of striving to collect 370 billion VND in April and 1,086 billion VND in the second quarter. Mr. Nguyen Van Hung, Head of Tax Department 3, said: To achieve the set goals, the unit will continue to promote the exploitation of potential revenue sources, while strengthening efforts to combat tax evasion in high-risk areas such as real estate, petroleum, construction, e-commerce, and digital economic activities. The unit will also strengthen the management of tax debt and strictly enforce debt collection according to regulations; strengthen inspection and supervision to ensure that 100% of newly established businesses are subject to tax management. In addition, the unit will also focus on data standardization, internal auditing, and anti-corruption efforts to improve the overall efficiency of tax collection in its jurisdiction.
