At the "National Labor Productivity Improvement Forum 2024" held this morning (May 26th), immediately after listening to the contributions and discussions at the forum, Prime Minister Pham Minh Chinh summarized six general points regarding increasing labor productivity in the current period.

Specifically, these include: Loving one's profession and work; Always learning and valuing knowledge and skills; Adhering to occupational safety and hygiene regulations and building a healthy and equitable work environment; Always innovating and creating.

Workers should receive adequate material and spiritual rewards, especially in terms of wages and social benefits, as well as recognition and appreciation; the Government , trade unions, and relevant stakeholders must build a good labor ecosystem.

"Throughout this, people are the central focus and the subject of labor productivity growth. People are both the resource, the driving force, and the goal of development and labor productivity growth. We will not sacrifice progress, social justice, social security, or the environment to pursue mere growth," Prime Minister Pham Minh Chinh emphasized.

According to the Prime Minister, labor productivity is a comprehensive economic indicator of particular importance – it is one of the most important measures for evaluating and comparing the level of development between countries, as well as between sectors and localities within each country.

The Prime Minister affirmed that the Party and State of Vietnam have always paid special attention to labor productivity and focused on solutions to increase it. Increasing social labor productivity is one of the main targets set out in the Party Congress Resolution.

According to the Prime Minister, in the coming period, the international situation is expected to continue to evolve rapidly, complexly, and unpredictably.

In general, the situation is peaceful overall, but there are localized conflicts; overall, there is détente, but localized tensions; overall, there is stability, but localized conflicts. The global economy is facing headwinds hindering its development.

Meanwhile, our country still faces difficulties and challenges due to a long period of war devastation, being a developing country with a transitional economy of modest scale, a low starting point, limited internal capacity, low resilience and competitiveness, and a high degree of openness, making it susceptible to many impacts and influences from external factors.

In the context of increasingly fierce competition, while the Fourth Industrial Revolution and science and technology are developing rapidly and changing daily, improving labor productivity has become a crucial and vital issue for all countries, especially developing countries, including Vietnam.

In light of the above situation, Prime Minister Pham Minh Chinh requested ministries, agencies, and localities to fully compile the suggestions, proposals, and ideas of union members and workers; focus on reviewing and incorporating as many as possible to improve relevant mechanisms, policies, and legal regulations, and enhance the effectiveness of their implementation.

We propose that the Vietnam General Confederation of Labor study, consider, and develop specific solutions to the opinions related to its functions, tasks, and authority for implementation in the coming period; creating the best possible ecological environment for workers to unleash their creativity, innovation, patriotism, and love for their profession.

The Prime Minister also urged the Vietnam General Confederation of Labor, all union members, workers, trade unions at all levels, the business community, and ministries, sectors, and localities to work together to focus on implementing the "3 initiatives," "3 pioneering initiatives," and "3 breakthroughs" to contribute to boosting labor productivity.

This includes focusing on several key areas, such as prioritizing growth – considering this as the foundation for increasing labor productivity (derived from the formula: Social labor productivity = GDP / Average labor force in the year). It also emphasizes the importance of maintaining macroeconomic stability, controlling inflation, and ensuring major economic balances.

Accelerate the implementation of strategic breakthroughs in institutions, infrastructure, and especially human resources linked to science, technology, and innovation.

Focus on improving the quality of education, training, and vocational training at all levels, grades, sectors, and fields, ensuring the training of a workforce that is of high quality, sufficient in quantity, and with a reasonable structure.

This also involves promoting the transformation of the labor structure from informal to formal, and from low-productivity agriculture to higher-productivity industry and service sectors.

Promote industrialization and modernization; increase the proportion of industrial and service sectors, and industrialize agriculture.

Finally, it is necessary to care for and ensure the legitimate rights and interests of workers regarding remuneration, wages, social welfare, healthcare, culture, education, sports, and especially housing, and to effectively implement the program to build 1 million social housing units .
