The above information has been sent by the Ministry of Agriculture and Environment to the People's Committees of Tuyen Quang, Phu Tho, Vinh Phuc provinces and Hanoi. The Minister of Agriculture and Environment requested to open the bottom spillway to reduce the pressure on the reservoir, and at the same time create capacity to receive the early season flood.

The Ministry of Agriculture and Environment requests the above localities to urgently notify people, authorities at all levels, and organizations and businesses operating on and along the river: fish cage farms, water transport vehicles, ferry terminals, construction works, sand and gravel mining, etc. to grasp flood discharge information to proactively move, avoid risks, and ensure the safety of people and property.

* In the face of unusual natural disasters in 2025, the Ministry of Industry and Trade has just issued Directive 11/CT-BCT requiring the safety of hydropower systems and the national power grid during the 2025 storm season.

According to the Ministry of Industry and Trade, in the context of increasingly extreme climate change, hydropower dam owners must complete dam safety assessments according to regulations and must not store water if they do not meet technical standards. Construction projects must stop when there is a warning of a major natural disaster to ensure absolute safety for people and equipment.

Regarding the power system, Vietnam Electricity Group and the National Power System Control Department are required to develop an operational scenario for the rainy and stormy season, protect the power grid corridor, increase lighting, prevent power poles from collapsing, and be ready to respond to incidents after natural disasters. Providing continuous and safe power for daily life and production is the key task assigned.

The Ministry of Industry and Trade also requires the stockpiling of essential goods on-site, especially in remote areas at risk of isolation. Localities with wind power, solar power, and mineral exploitation projects must proactively prevent flooding, landslides, and ensure the safety of equipment and operators.

Along with technical instructions, the Ministry of Industry and Trade requires market control, preventing speculation and unreasonable price increases during natural disasters, ensuring price stability and essential supply chains for people.
