According to the report of the Barracks Department (General Department of Logistics and Engineering), based on the reports and proposals of the military regions, the Hanoi Capital Command, the Border Guard Command, the Barracks Department has compiled and proposed plans for barracks work after the reorganization. Accordingly, the headquarters of the provincial Military Command is basically used as the political -administrative center of the provinces and centrally-run cities after the arrangement and merger. The surplus barracks of the provincial Military Command and the district-level Military Command are used as the regional defense military command and the barracks of the provincial Border Guard Command are used as the Border Guard Command.
For surplus barracks, the Barracks Department proposes to allocate them to some units of the Ministry of National Defense in the area and military regions; to arrange them as regional warehouses and reserve training centers; to build social housing and public housing if qualified and suitable. In case there is no longer a need to use them, a review will be conducted and a report will be sent to the leaders of the Ministry of National Defense to transfer them to the locality to carry out socio-economic development tasks.

Concluding the working session, Senior Lieutenant General Vu Hai San praised the General Department of Logistics and Engineering for directing agencies and units to actively and urgently review, synthesize and develop proposals for logistics and barracks assurance plans for units after reorganization.
Lieutenant General Vu Hai San requested the General Department of Logistics and Engineering and relevant agencies to continue to do a good job of ensuring the barracks after the reorganization, reviewing and adjusting the units according to the new organizational structure to ensure strictness. On the basis of the new organizational structure, continue to ensure the barracks' budget according to the prescribed regime and standards. Organize the inventory and classification of barracks' materials of each facility to hand over to the new receiving unit, manage and use according to regulations. Organize the supervision of the barracks to prevent disputes, encroachment, and complaints.

Regarding construction investment, Senior Lieutenant General Vu Hai San noted that relevant agencies should continue to review the implementation of projects, plan the use and handling of public assets after adjusting the force organization, and propose to the head of the Ministry of National Defense to allow implementation (temporarily stop or continue implementation) to ensure compliance with the province's general planning, consistent with the organizational structure and meet the requirements and tasks of the unit in the new situation.
For projects using only local budget sources, units shall base on the usage needs after reorganization, organize work with localities on investment policies, capital guarantee and balance capabilities to propose project implementation.
Based on the newly approved functions, tasks, organizational structure, and existing barracks, the Barracks Department guides units to review the overall planning of barracks, scale, and usage functions to propose additional barracks from surplus facilities in the Army and localities; propose plans for renovation, repair, and new construction (if any) to meet mission requirements.
