Good progress, but don't be complacent.

The Bien Hoa – Vung Tau Expressway has a total length of 77.6km, passing through Dong Nai and Ba Ria – Vung Tau provinces, and is divided into 3 component projects.

Specifically, components 1 and 2 of the project pass through Dong Nai province, while component 3 passes through Ba Ria - Vung Tau province.

In component project 3, which spans the Ba Ria - Vung Tau area, approximately 40% of the work has been completed, several months ahead of schedule.

In component project 3, thanks to the early handover of the land, the consortium of three contractors simultaneously commenced work with 15 construction teams, approximately 225 pieces of equipment, and 415 personnel along a total length of over 19.5km of the route. To date, about 40% of the work has been completed, several months ahead of schedule.

Despite the good progress, neither the project management team nor the consortium of contractors are complacent. Workers are always assigned to work in shifts around the clock, including weekends, on the construction site.

The construction plan was adjusted flexibly, focusing on key items. The project management team also strengthened on-site supervision to ensure the quality and progress of the work.

Mr. Nguyen Cong Vinh, Vice Chairman of the People's Committee of Ba Ria - Vung Tau province, said: "Although the project's progress is ahead of schedule, we still require the Cai Mep - Thi Vai Area Transportation Project Management Board to work closely with the contractors."

During construction, any problems that arise must be resolved immediately through coordination. The goal is to open the road to traffic by April 30th next year.”

"No more promises, the site must be handed over by September."

Meanwhile, in Dong Nai, Mr. Ngo The An, Director of the Dong Nai Transportation Construction Project Management Board (the investor of component project 1), said that progress is currently very slow. Two construction packages, XL18 and XL21, have only reached 6%.

Similarly, in component project 2, two bidding packages, XL9 and XL10, have only reached 21% completion, respectively. The main reason is land acquisition issues.

In component project 1, both Bien Hoa City and Long Thanh District have only handed over 41 hectares out of a total of 215 hectares. Component project 2, passing through Long Thanh, is doing better, but only 71% of the total 151 hectares have been handed over.

"Although it's called a handover, the sections aren't contiguous; some are only 100 meters long, so motorcycles and equipment can't get in to start construction," Mr. An said.

In component project 1 through Dong Nai, the contractor is making efforts to construct the section where the land is available.

Mr. Nguyen Ngoc Ha, Director of the Component Project Management Board 2, said that the contractor has deployed 34 construction teams, but the output is not high due to uneven terrain, and sections with favorable conditions lack fill soil. Contractors are struggling to find soil, but the reserves are insufficient and the cost is high.

"We are very worried. Some key locations require treatment of weak soil, with a total construction and settlement waiting time of about 600 days, which is very time-consuming. Many households have handed over their land but are only allowed to clear the area, not to begin construction," Mr. Ha said.

Regarding land allocation, Mr. Vu Quoc Thai, Vice Chairman of the People's Committee of Bien Hoa City, informed that officials have been working day and night to process related documents and procedures. The most difficult issue is land plots bought and sold with handwritten agreements, which takes a long time to process. "By the end of August, we are trying to allocate a total of about 49 hectares," Mr. Thai said.

Concerned about the significant delays in the progress of two component projects passing through the province, while the section through Ba Ria - Vung Tau province is ahead of schedule, Mr. Vo Tan Duc, Acting Chairman of the People's Committee of Dong Nai province, demanded: "Local authorities should stop making promises; all land must be handed over by the end of September. There will be clear rewards and penalties for officials and local authorities."

Construction workers are working at night to speed up the progress of component 2 of the Bien Hoa – Vung Tau expressway project.

Sand will be available for the Ho Chi Minh City Ring Road 3 in September.

According to the latest information from the Ho Chi Minh City Project Management Board for Investment and Construction of Transport Works (Transport Board), localities and contractors are urgently completing procedures so that the first sand mines can be exploited in August to serve the Ho Chi Minh City Ring Road 3 project.

Mr. Luong Minh Phuc, Director of the Transportation Department, said that the road section is currently behind schedule due to waiting for sand, but the overall progress is still under control.

Currently, localities have basically completed the procedures so that the first sand mines will be handed over to contractors by the end of August. Tien Giang province will be the first to hand over mines totaling over 3 million cubic meters. Following that, Vinh Long and Long An provinces will also continue to hand over mines in the remaining months of the year.

The Nhon Trach Bridge on Ho Chi Minh City's Ring Road 3 is four months ahead of schedule and is expected to open to traffic on April 30, 2025.

While waiting for sand, contractors mobilized equipment and personnel to focus on constructing bridge sections, culverts, elevated roads, and interchanges. In the direction of Thu Duc City, dozens of bridge piers for the elevated road section have been completed, awaiting girder installation.

The contractor is organizing the construction of the Ring Road 3 section passing through Ho Chi Minh City.

The section of Ring Road 3 passing through Long An is progressing better, having reached over 35% of its construction volume. At the intersection of Ring Road 3 and the Ho Chi Minh City – Trung Luong Expressway, the contractor is installing the remaining three girder spans of the overpass. Construction of the bridge deck is expected to begin in September, with technical opening scheduled for October. Not far away, the Tan Buu Bridge has also had many Super T girder spans installed.

Mr. Tran Thien Truc, Deputy Director of the Long An Department of Transport, said that the progress is being well controlled according to the Government's directives, but is still being carried out in the spirit of "3 shifts, 4 teams," day and night without rest.

The Ho Chi Minh City Ring Road 3 project has a total length of 76.3km, passing through 4 localities including: Ho Chi Minh City (47.35km), Dong Nai (11.26km), Binh Duong (10.76km), and Long An (6.81km).

According to the Department of Transport, the progress of the section through Long An province is considered good, with a completion rate of over 35%. The section through Ho Chi Minh City has reached over 22%; Binh Duong province has reached over 13%, while Dong Nai province has only reached 4%.
