In 2023, the leaders of Binh Thuan province decisively directed and prioritized the allocation of state budget funds managed by the province and central government budget funds invested in the area to accelerate investment in key projects of the province.
To date, many projects and works have been invested in and have ensured progress and capital disbursement plans. However, the slow resolution of obstacles and shortcomings in compensation, support, and resettlement arrangements for land acquisition to serve the construction of public investment projects has affected the implementation progress. The preparation of documents and procedures for implementing public investment projects is still slow, leading to insufficient conditions for capital allocation. The disbursement of public investment capital is also slower than planned.

The project, classified as Group B, has a total investment of approximately over 486 billion VND, funded by the provincial budget. The project is scheduled for 4 years, from 2021 to 2025, and will continue into the 2026-2030 period; construction has not yet begun. The 2023 plan allocated 100 million VND for investment preparation, funded from the contingency fund in the 2021-2025 public investment plan and surplus revenue.
Ka Pet Reservoir
The project comprises three components: a reservoir with a capacity of 51 million m3, a headworks, and a water distribution canal system. The total investment and funding for the project is over 874 billion VND (over 519 billion VND from the central government budget and over 354 billion VND from the local government budget). Notably, 47.3 billion VND from the central government budget is contingency funds whose disbursement has been extended until December 31, 2023. This is central government funding under the climate change response and green growth program. Currently, the consulting unit is finalizing the project documents according to the new decree for submission to the Ministry of Natural Resources and Environment for appraisal. Following this, a plan for exploitation, auction, contractor selection, and construction commencement will be developed. Despite the difficulties in completing the procedures, the province is determined to ensure the project's progress, with construction expected to begin in the second quarter of 2024 and be completed within a year and a half to provide water to the people.
Phu Quy Fishing Port and Storm Shelter Area (Phase 2)
The project is currently being submitted to the Fisheries Department - Ministry of Agriculture and Rural Development for appraisal of the construction drawings and cost estimates. It is expected that bidding will be held and the site handed over for construction in December 2023. The capital plan for the 2021-2025 period allocates 450 billion VND; the capital for 2022 allocated 1,150 billion VND, with 100% disbursed by January 31, 2023; the capital plan for 2023 allocated 50 billion VND, of which 927 million VND has been disbursed so far.
Van Thanh Bridge
Construction commenced on December 30, 2022, and is expected to be completed on December 19, 2024. Currently, approximately 2% of the contract volume has been completed. The allocated capital for the 2021-2025 period is 225 billion VND (from the central government budget). The cumulative allocated capital for the 2021-2023 period is 125.1 billion VND (of which: the capital plan for 2023 is 70 billion VND, which has not yet been disbursed). Currently, the contractor has completed the installation of 415 Iarsen sheet piles to create a cofferdam for the construction of piers T4, T5, and abutment M2 (on the Phu Tai ward side) and is pumping sand to prepare the ground for the construction of the above-mentioned items. During the construction process, the province regularly held meetings to monitor and inspect the project's progress, thereby directing relevant units to focus on accelerating construction progress, resolving issues related to compensation and land clearance.
Provincial Theatre and Cultural Arts Exhibition Center
The construction package is expected to complete the rough construction by the end of September 2023, including: reinforced concrete, wall plastering, installation of steel trusses and roof space frames. After design adjustments and completion of roofing, the construction unit is now continuing with finishing work on related items… The remaining packages are expected to be completed by the end of 2023. The project is expected to be completed in December 2023. To date, the allocated capital is VND 190.499 billion and the disbursed capital is VND 126.955 billion.
Coastal arterial road DT.719B, Phan Thiet – Ke Ga section
In 2023, the planned capital was VND 234.65 trillion, and the disbursed capital was VND 48.91 trillion (construction costs VND 12.034 trillion, compensation and resettlement VND 36.876 trillion). The cumulative value of work completed to date is VND 804.665 trillion (construction VND 431.76 trillion, construction advances VND 84.458 billion, other costs VND 29.62 trillion, compensation and resettlement VND 258.827 trillion).
Ca Ty River Apartment Building, Phan Thiet City
The total investment for the project is 799 billion VND, of which construction costs account for over 577 billion VND; contingency costs are 72 billion VND... The project will incur almost no compensation or land clearance costs. Legal procedures and land clearance will be completed between May and August 2023. Construction will begin from October 2023 to September 2024. Trial operation of the facilities will take place from October 2024 to December 2024. The project is expected to become fully operational from January 2025.
Phan Thiet Airport
The military airport construction project is expected to be completed and put into operation in early 2024. Currently, the construction progress of military facilities and runways is being accelerated. However, the civil aviation component, under a BOT (Build-Operate-Transfer) contract, requires a re-evaluation of the investment approval procedures due to the adjustment of the scale from a 4C to a 4E airport. The province has directed the termination of the contract with the previous contractor to proceed with the selection of a new investor according to regulations. Simultaneously, an independent auditing firm has been invited to assess the value of the previous contractor's investment and consider reimbursement of costs. The project has completed the entire 542-hectare airport site, navigation tower, and some related items. Currently, compensation and land clearance work is underway for some additional components.
