TOWARDS THE FIRST PATRIOTIC EMULATION CONGRESS OF KHANH HOA PROVINCE, PERIOD 2025 - 2030: Leaders have many initiatives

Before becoming Chairman of the People's Committee of Nam Nha Trang Ward, Comrade Nguyen Van Minh was a leader of the Department of Home Affairs and Nha Trang City (old). In any position, he was always active, responsible, and made efforts to promote initiatives, bringing efficiency to the locality and unit.

Continuously research and have many initiatives

Working at the Department of Home Affairs since 2004, comrade Nguyen Van Minh has continuously researched and had many initiatives. In 2016, when the province deployed the SMS automatic messaging application to customers of the one-stop department with 3 notification situations (additional documents; results available; refusal to resolve), he presided over the research and supplemented 15 situations, up to now there are 34 situations, fully meeting the information needs about the administrative procedure settlement process, saving time and travel costs of customers, reducing the response time of civil servants. In 2018, he presided over the consultation to put into operation the Provincial Online Public Administration Service Center; Advised the center to connect with the voluntary social insurance application, connect online payment, deploy electronic receipts, connect with the National Public Service Portal on all requests, integrate digital certificates into the center's electronic One-Stop software and connect with the Business Registration software. In 2019, he advised to set up a QR code scanning utility to look up records, helping customers to look up record information easily. In 2020, he advised the leaders to submit to the Provincial People's Committee to issue a directive to improve working methods, improve the quality of consulting, handling work, and use task performance results to evaluate and classify the level of annual task completion. When the Covid-19 epidemic broke out, in his role as Deputy Director of the Department of Home Affairs, he promptly proposed to transfer all 2,027 procedures on the Provincial Online Public Administration Service Center to the status of allowing online submission of documents and performing public postal services, including 760 procedures allowing online payment, ensuring social distancing while still processing documents. In 2021, he chaired the research, proposed, and implemented a plan to arrange public service units that did not ensure the number of employees according to regulations. In 2022, he chaired the consultation with the Provincial People's Committee to direct the development of a framework for tasks to improve the Provincial Public Administration Performance Index (PAPI) in a sustainable manner, contributing to improving people's satisfaction...

In 2024, while serving as Vice Chairman of Nha Trang City People's Committee, in charge of the cultural and social fields, Comrade Nguyen Van Minh focused on grasping and actively participating in many tasks of organizing the 100th anniversary of the construction and development of Nha Trang City; directing the development of cultural and sports movements; work for people with meritorious services; social protection; social insurance; removing obstacles and backlogs in compensation, support, and resettlement of many projects; fundamentally innovating the work of reviewing, evaluating, planning, clearly assigning tasks of supporting poverty reduction and avoiding re-poverty; adjusting the subsidy level according to new standards for nearly 12,000 beneficiaries, helping to not interrupt policies and save time for authorities. With the efforts of the collective leadership and civil servants, by the end of 2024, Nha Trang City will have no more poor households, 1 year earlier than the city's target; ranked good in terms of administrative reform results; Leading the emulation bloc of districts, towns and cities in the province; receiving the emulation flag of the Government, certificate of merit of the Provincial People's Committee; significantly improving the satisfaction index...

Close to work

Comrade Nguyen Van Minh took on the position of Chairman of the People's Committee of Nam Nha Trang Ward at the right time when the whole country was implementing the 2-level local government model. In the early days of the ward's establishment, although the arrangement of the organizational apparatus, handover, receipt of records, documents, finance, assets... was very busy, the locality still had to ensure the settlement of administrative procedure records, grasp the locality, and promptly handle all situations. To carry out the task well, he focused all his time on the agency. Early in the morning of July 23, a fire broke out on Hoang Nguu Son mountain in the ward, he was immediately present, continuously coordinating forces to put out the fire. On August 18, after consulting with the collective leadership, he deployed 2 sub-points to receive and return results of administrative procedure records, removing the situation of many people having to wait, reducing the number of records at the main point and increasing consultation for people. Mr. Bui Tien Toan - Deputy Director of the Public Administration Service Center of Nam Nha Trang Ward said: "If there is a problem outside of working hours, comrade Nguyen Van Minh is ready to go to the agency to resolve it immediately, not to wait until the next day."

Comrade Nguyen Van Minh shared that being a ward leader will give him the opportunity to be closer to the people, but the pressure is also great, because commune-level cadres and civil servants still face many difficulties and the locality still has many problems. However, he himself is determined to study and learn from his superiors and colleagues; listen to the people's comments and suggestions; pay attention to and encourage cadres and civil servants to work with peace of mind and successfully complete the ward's development goals.

On September 16, 2025, comrade Nguyen Van Minh was awarded the Third Class Labor Medal by the President for his outstanding achievements in work. After more than 21 years of work, he has had 14 initiatives recognized, of which 1 initiative has a provincial scope of influence; 16 times recognized as a grassroots Emulation Fighter; 1 time recognized as a provincial Emulation Fighter; received certificates of merit from the Prime Minister and the Provincial Party Committee Standing Committee; 9 times received certificates of merit from the Chairman of the Provincial People's Committee... and many other awards.
