The mark of a breakthrough term
The past five years have been a historic milestone for Quang Ninh. From a province purely reliant on coal, Quang Ninh has courageously and steadfastly transformed itself, successfully implementing the "from brown to green" growth model. Now, tourism, services and high-tech industry have become three solid pillars, creating a spectacular economic restructuring.
As a result, the average GRDP is estimated to reach 10.4%/year, 1.7 times higher than the national average. In particular, the average GRDP per capita in 2025 is estimated to reach over 11,000 USD, an impressive figure, affirming the strong and sustainable rise of the Mining Region. In 2023, the province's GRDP reached an impressive figure, marking the 9th consecutive year that Quang Ninh maintained a double-digit growth rate. This growth comes not only from effectively exploiting existing potentials but also from building a diverse economic ecosystem. The service and tourism industries have accounted for an increasingly large proportion, contributing significantly to the total budget revenue. Economic zones and industrial parks such as Van Don Economic Zone and Mong Cai Border Gate Economic Zone have become magnets attracting high-quality investment projects.
Administrative reform is a highlight when Quang Ninh has been leading the country for many consecutive years in the Provincial Competitiveness Index (PCI), the Public Administration Reform Index (PAR Index) and the Satisfaction Index of People and Organizations with the Services of State Administrative Agencies (SIPAS). This demonstrates a new development mindset: Taking the satisfaction of people and businesses as a measure of the effectiveness of the public apparatus.
Mr. Nguyen Van Hiep (75 years old), Ha Lam ward, could not hide his pride: “I have witnessed Quang Ninh from the early days when there was only coal mining, life was still difficult. Now, the roads are expanded, the wharves are extended, the houses are spacious and clean. I am very proud. This year, when the two-level government was deployed, I went through the procedures very smoothly. The officials were dedicated and responsible. That is a turning point, a new breakthrough in the government apparatus, aiming to serve the people in the best way”.
Development for people, for people's happiness
Along with economic achievements, Quang Ninh has also achieved important milestones in the cultural and social fields. Social security policies have been effectively implemented, especially the elimination of 100% of temporary houses, newly-emerged dilapidated houses and basically no more poor households. The development of Quang Ninh is not only about the economy but also about harmonious development, for the people, for the happiness of the people.
The achievements that Quang Ninh has achieved are not only numbers, but also stories of life, pride and expectations of each citizen. Mr. Nguyen Xuan Cap (85 years old, Ha Long ward) expressed: “I clearly feel the large-scale investment in development of the province. The transport infrastructure system from road, sea to air has been invested, upgraded and newly built. I am very proud that where I live, there is an intra-provincial expressway stretching from beginning to end, with a beautiful and modern coastal road system. Cultural institutions have been invested in to organize national and international cultural and sports events. In particular, the province has preserved and promoted cultural and historical values, using them as a fulcrum for development. Quang Ninh has two World Heritage Sites recognized by UNESCO: Ha Long Bay and Yen Tu Relic Complex”.
The younger generation are the beneficiaries and also the ones who carry great responsibility. Kieu Gia Bao, a 10th grade English major student at Ha Long High School for the Gifted, expressed: “I am very grateful to be able to study in a good environment, with adequate facilities and dedicated teachers. I hope that in the future, the province will continue to invest more heavily in education, creating conditions for many students to develop comprehensively and have the opportunity to access advanced knowledge.”
Along with that, civil servants also expressed their expectations for a happy life, fully enjoying the fruits of development. Ms. Vu Kim Dung, who is working at the Quang Ninh Museum, shared: “As a civil servant, I have high expectations for a Quang Ninh that continues to develop rapidly and sustainably. This not only creates many job opportunities but also improves the quality of life, helping people enjoy more public services, especially health and education”. Ms. Dung hopes that in the next term, the province will continue to have resolutions and policies to promote the value of heritages and famous destinations of Quang Ninh, especially Ha Long Bay, to bring economic value, increase income for the people, along with achieving goals to make people happy.
Lieutenant Colonel Nguyen Trung Kien, Chief of Co To Border Guard Station, shared: “We are very proud to protect the sovereignty of the national border and islands. The care and support of the government and people is a great motivation for the soldiers here to complete their tasks excellently.”
For the economy to develop sustainably, the human cultural factor plays a key role. Mr. Nguyen Viet Dung, Director of the Department of Culture, Sports and Tourism, emphasized: "After implementing the organizational arrangement, there is no longer a district level, the province's viewpoint is to review cultural institutions from the provincial to the commune level; pay special attention to cultural and sports institutions in villages and areas, in the coming time the province will review all public land funds that have not been used appropriately, convert them into cultural and sports land so that people have public space, have land funds for health training activities, and social community activities".
Strategic vision
Quang Ninh possesses special advantages for development: the region's trade gateway, a synchronous transport infrastructure system and high-quality human resources. However, to continue to make breakthroughs, the province must face many challenges, especially maintaining a high growth rate while ensuring quality, efficiency and sustainability. The process of rapid industrial development and urbanization also poses the risk of conflict with the orientation of green transformation, tourism development and high-quality services.
To address these challenges, Quang Ninh has consistently pursued a “green, sustainable, and comprehensive” development model. The province will continue to innovate its growth model, shifting from resource exploitation to reliance on knowledge, technology, and innovation. At the same time, it will build a high-tech industrial ecosystem and world-class tourism, linked to the Northern dynamic region and the global value chain.
Quang Ninh will continue to maximize the potential and advantages of key economic zones such as Van Don Economic Zone, Mong Cai Border Gate Economic Zone and high-tech industrial zones. The province also pays special attention to developing a sustainable marine economy, effectively exploiting marine and island resources, associated with environmental protection, national defense and security.
With the goals, solutions and aspirations identified, Quang Ninh is facing a new and promising chapter. The consensus of the Party, the determination of the government and the trust of the people will be a strong driving force for Quang Ninh to continue to be one of the leading development centers of the country, contributing to realizing the aspiration for prosperity and strength of the nation.
