Continue to promote the processing and manufacturing industry.

In implementing Resolution XVI of the Provincial Party Congress for the 2025-2030 term, Quang Ninh province has identified the development of processing and manufacturing industries as one of the strategic priorities for restructuring the economy towards a modern and sustainable direction.

Over the years, Quang Ninh province has focused on the comprehensive development of its industrial space. To date, the province has planned 5 economic zones, 23 industrial parks, and 36 industrial clusters, many of which have integrated infrastructure and high occupancy rates, such as Song Khoai, Dong Mai, and Viet Hung. According to statistics from the Department of Industry and Trade, from 2021 to the present, the province has cleared over 717 hectares of industrial land, a 32% increase compared to 2020, creating a clean land fund to attract large-scale, high-tech projects. The provincial planning for the period 2021–2030, approved by the Prime Minister, continues to affirm the development direction of the processing and manufacturing industry with two key areas. Specifically, the Southwest will develop the automotive equipment and component industry and renewable energy; the Northeast will become a center for high-tech production and modern textiles, in line with the goals of green and high-tech development.

The synchronized implementation of the province's mechanisms and policies has contributed to a breakthrough in attracting investment. Many large-scale projects have formed processing and manufacturing industrial centers, such as: Seiko Parts Vietnam Co., Ltd. (Song Khoai Industrial Park) specializing in the production and processing of metal parts such as washers and axle supports; Jinko Solar Vietnam Industrial Co., Ltd., producing solar panels, silicon, and photovoltaic cells; and the Thanh Cong Viet Hung Automotive Industrial Complex, which has become operational, marking an important step forward and opening up prospects for the formation of an automotive and supporting industry cluster, enabling Quang Ninh to participate more deeply in the global value chain, in line with the requirements for in-depth development.

In recent years, the growth rate of the processing and manufacturing industry has increased year by year. During the 2020-2025 period, Quang Ninh's processing and manufacturing sector attracted US$8.98 billion in investment capital, of which US$6.74 billion was FDI. The industry maintained an average growth rate of over 21% per year, increasing its share in the province's GRDP to 12.83%, a 3% increase compared to 2020. With these results, the processing and manufacturing industry has become a new growth engine for Quang Ninh's economy .

The Resolution of the 16th Provincial Party Congress clearly states the requirement to restructure industry towards modernization, prioritizing foundational industries, emerging industries, and green, clean, and high-tech processing and manufacturing industries, linked with the development of synchronous, modern, and multi-modal economic zones and industrial parks, creating a foundation for rapid and sustainable growth in the province's new development phase. This is considered one of the key tasks to unlock and unleash productive forces, enhance the competitiveness of the local economy, and realize the goal of making Quang Ninh a centrally-governed city before 2030.

In that spirit, the resolution sets clear goals: to increase the proportion of processing and manufacturing industries in the province's GRDP to over 18% by 2030, while simultaneously improving labor productivity, efficiency, and competitiveness of the industry through key drivers: science and technology, innovation, digital transformation, green transformation, new energy development, and the circular economy. Alongside this is the completion of the infrastructure system of industrial parks, clusters, and seaports towards a modern, multi-modal approach, ensuring the prerequisites for attracting large-scale, high-tech, and environmentally friendly industrial projects. A key emphasis in the resolution is the requirement to strongly develop foundational industries and emerging industries such as electronics, precision mechanics, smart device manufacturing, new materials, and renewable energy. This direction aligns with global trends and leverages the province's geo-economic advantages.

Firmly committed to a long-term strategy of robustly developing the processing and manufacturing industry, the province continues to leverage the combined strength of the political system, the business community, and the people, vigorously promoting administrative reform and building an honest, constructive, and service-oriented government. This is identified as a key factor in ensuring a favorable, transparent, and stable investment and business environment – ​​a foundation for attracting high-quality capital into the processing and manufacturing sector. The major orientations and specific tasks outlined in the Resolution of the 16th Provincial Party Congress are opening up expectations for a new growth phase, in which the processing and manufacturing industry not only plays a driving role but also becomes an important pillar, elevating Quang Ninh's economic position in the region and the country. This also clearly demonstrates the political determination of the Party Committee, government, and people of the province in putting the Party's Resolution into practice, creating strong, substantive, and effective changes, towards the goal of building a prosperous, civilized, modern, and happy Quang Ninh in the new era of development.
