In recent years, Quang Ninh province has focused on synchronously developing industrial space. Up to now, the whole province has planned 5 economic zones, 23 industrial parks and 36 industrial clusters, many of which have synchronous infrastructure and high occupancy rates, such as Song Khoai, Dong Mai and Viet Hung... According to statistics from the Department of Industry and Trade, from 2021 to now, the whole province has liberated over 717 hectares of industrial land, an increase of 32% compared to 2020, creating clean land to attract large-scale, high-tech projects. The provincial planning for the 2021-2030 period approved by the Prime Minister continues to affirm the direction of developing the processing and manufacturing industry with two key regions. In particular, the Southwest develops the industry of equipment, auto parts and renewable energy; the Northeast becomes a center of high-tech production, modern textiles, in line with the goal of green and high-tech development.
The synchronous implementation of the province's mechanisms and policies has contributed to creating a breakthrough in attracting investment. Many large-scale projects have formed processing and manufacturing industrial centers, such as: Parts Seiko Vietnam Co., Ltd. (Song Khoai Industrial Park) specializing in manufacturing and processing metal parts such as gaskets and shaft supports; Jinko Solar Vietnam Industrial Co., Ltd., producing solar panels, silicon, photovoltaic cells; Thanh Cong Viet Hung Automobile Industrial Complex coming into operation marks an important step forward, opening up the prospect of forming a cluster linking the automobile industry and supporting industries, bringing Quang Ninh deeper into the global value chain, as required for in-depth development.
In recent times, the growth rate of the processing and manufacturing industry has increased year by year. In the period 2020-2025, Quang Ninh's processing and manufacturing industry attracted 8.98 billion USD in investment capital, of which 6.74 billion USD was FDI capital. The industry maintained an average growth rate of over 21% per year, raising its proportion in the province's GRDP structure to 12.83%, an increase of 3% compared to 2020. With these results, the processing and manufacturing industry has become a new growth driver for Quang Ninh's economy .
The Resolution of the 16th Provincial Party Congress clearly stated the requirement to restructure industry towards modernization, prioritizing fundamental industries, emerging industries, green - clean - high-tech processing and manufacturing industries, associated with the development of synchronous, modern, multi-modal infrastructure of economic zones and industrial parks, creating a foundation for rapid and sustainable growth in the new development stage of the province. This is considered one of the key tasks to unblock and liberate production capacity, enhance the competitiveness of the local economy, and at the same time realize the goal of making Quang Ninh a centrally-run city before 2030.
In that spirit, the resolution sets a clear goal of increasing the proportion of processing and manufacturing industry in the province's GRDP to over 18% by 2030, while improving labor productivity, efficiency and competitiveness of the industry with the main driving forces: science - technology, innovation, digital transformation, green transformation, new energy development and circular economy. Along with that is the completion of the infrastructure system of industrial parks and seaport industrial clusters in a modern, multi-modal direction, ensuring the prerequisites to attract large-scale, high-tech, environmentally friendly industrial projects. The important highlight in the resolution is the requirement to strongly develop foundational industries and emerging industries such as electronics, precision mechanics, smart equipment manufacturing, new materials, renewable energy. This is an orientation in line with global trends, while taking advantage of the province's geo-economic position.
Adhering to the long-term strategy of strongly developing the processing and manufacturing industry, the province continues to promote the combined strength of the political system, the business community and the people, strongly promoting administrative reform, building an honest, creative and serving government, which is identified as a factor to ensure a favorable, transparent and stable investment and business environment - the foundation for attracting high-quality capital flows into the processing and manufacturing sector. The major orientations and specific tasks stated in the Resolution of the 16th Provincial Party Congress are opening up expectations for a new growth period, in which the processing and manufacturing industry not only plays a driving role but also becomes an important pillar, raising the economic position of Quang Ninh in the region and the whole country. This is also a clear demonstration of the political determination of the Party Committee, government and people of the province in bringing the Party's Resolution into life, creating strong, substantive and effective changes, towards the goal of building a rich, civilized, modern and happy Quang Ninh in the new era of development.
