High pressure on electricity bills

According to this decision, the impact of electricity price adjustment on households using electricity for daily life - currently following the 6-step ladder price list, and consuming at normal levels will increase by about 4,550 - 65,050 VND/household/month.

Theo tính toán, giá điện tăng 4,8% tác động đến CPI cả năm 2025 khoảng 0,09%.
According to calculations, a 4.8% increase in electricity prices will impact the CPI for the whole year of 2025 by about 0.09%.

Of which, the group of customers using from 101 kWh - 200 kWh (accounting for 32.79% of households, currently the largest customer group), the increase in electricity bill is about 20,150 VND/household/month. For the group of customers using electricity from 201 kWh - 300 kWh (accounting for 19.33% of electricity customers), the increase in electricity bill is about 33,950 VND/household/month. For customers using electricity from 301-400 kWh (accounting for about 9.89% of electricity customers), the increase in electricity bill is about 49,250 VND/household/month. For customers using electricity from 400 kWh or more (accounting for about 13.45% of electricity customers), the increase in electricity bill is about 65,050 VND/household/month. However, it is currently the peak of the hot season, the demand for cooling electricity is increasing, especially air conditioners and refrigerators that consume a lot of electricity - if not used properly, the electricity bill will increase.

Ms. Bui Thi Nham (Ha Dong) said that her family pays nearly 1 million VND for electricity each month, and in the summer the electricity bill also increases due to the use of fans and air conditioners. With this increase, it is expected that the amount of electricity consumed will also increase sharply by over 400 kWh. According to information from the electricity industry, her household will have to pay an additional 65,050 VND/household/month. Ms. Nham said that electricity is also calculated based on peak and off-peak hours, so the additional payment will not be known until June and July onwards. "The increase in electricity prices at the beginning of summer will make my family consider using appliances. In fact, the electricity industry says that households with high consumption will increase by more than 65,000 VND/month, but consumers will have to pay more than this amount, so we need to save more electricity," Ms. Nham said.

Similarly, Ms. Nguyen Mai (Thanh Xuan) also said that the electricity price increased at the beginning of the hot season, households used more electricity, importantly, the increase in electricity prices also brought with it many costs and items that also tended to increase. “Increasing electricity prices is inevitable, consumers also sympathize with EVN when there was information that electricity prices would be adjusted every 3 months, but up to now, after 6 months, EVN announced a 4.8% price increase. However, from a consumer's perspective, I just hope to have enough electricity to use, to ensure adequate electricity, because when there is a power outage in the heat, people's lives will be disrupted. Along with that, use electricity sparingly and adjust the usage level appropriately from purchasing and using electrical equipment in the house", Ms. Mai shared.

For many households living in apartments, most appliances use electricity from cooking, washing machines, dryers, dishwashers, refrigerators, air conditioners, etc. While living expenses increase and income decreases, many households have limited the use of electrical appliances to save electricity. Ms. Nguyen Nga (Long Bien) said that when the weather started to get hot, her family removed the dishwasher, even though they had small children, they limited the use of the dryer; unnecessary electrical appliances such as light bulbs were also limited, and fans were used in air-conditioned rooms.

From the perspective of agricultural enterprises using a lot of electricity for production, Mr. Le Trong Dung, Director of Ngoc Linh Son La Vegetable and Fruit Trading Company Limited, said that farmers in the Northwest region use 100% electricity to pump water in the dry season, and 8 months a year use 100% electricity for irrigation. Currently, on average, 1 hectare of land that depends on electricity for irrigation costs about 6-7 million VND/month. Now that the electricity price has increased, each hectare of production will cost 7-8 million VND. “When the electricity price increases, production costs also increase while agricultural production depends on the season and weather. During this time, the price of agricultural products is quite cheap, people hardly earn enough to cover expenses and work for nothing. In the current context, people must try to maintain production, proactively overcome and minimize costs, input electricity, and try to save electricity,” said Mr. Dung.

As a major electricity consumer, Mr. Nguyen Van Dat, Deputy Director of Thai Nguyen Electrolytic Zinc Factory, also said that what businesses want most is not to use cheap electricity, but to use a stable power source, at a reasonable price, in accordance with market mechanisms and ensuring quality. For manufacturing enterprises, especially in the heavy industry sector, continuous, uninterrupted and good quality power supply is a key factor, bringing many benefits to production. When an incident or power interruption occurs, businesses not only suffer material damage but also greatly affect production and business activities in general.

Using electricity economically is a very important solution.

To save electricity, Mr. Nguyen Van Dat said that in recent years, the company has invited highly qualified and capable units to conduct electricity audits, thereby evaluating and proposing energy saving solutions for the company. At the same time, his company has also upgraded and renovated production lines, improved productivity and equipment efficiency, applied technology and science, and changed equipment with better energy saving capabilities to increase the company's economic growth, while still maintaining product quality.

Giá điện tăng khiến người dân, doanh nghiệp sẽ gặp khó khăn.
The increase in electricity prices will cause difficulties for people and businesses.

As one of the seven representatives of ministries, branches, and socio-political organizations participating in the inspection of electricity production and business costs over the past years, Mr. Bui Thanh Thuy, Vice President and General Secretary of the Vietnam Association for Consumer Protection, affirmed that over the years of participating in the inspection, it has been shown that electricity prices have been inspected correctly, sufficiently, objectively, and transparently.

According to Mr. Thuy, increasing electricity prices is inevitable in the current conditions, but the only thing is that the increase in electricity prices must have a roadmap and appropriate steps. In addition, each specific time must be considered to increase prices. Although this electricity price increase takes place at the beginning of the hot season, consumers can feel the pressure of high electricity bills, but in reality, the electricity price has only increased from last year to this year, although according to the Government's regulations, electricity prices will be adjusted once every 3 months. Therefore, saving electricity consumption is extremely necessary. Vietnam's growth target is 8% this year and the following years may be double digits, then the electricity industry must increase to 12-13%. Therefore, “with the burden of the electricity industry, more than ever, consumers should use electricity safely, economically, and efficiently. When purchasing any electrical equipment, they need to calculate. And the 9th Session of the National Assembly is preparing to pass the revised Law on Efficient and Economical Use of Energy, so consumers must first save, because in the current conditions, it is impossible not to increase electricity prices,” Mr. Thuy emphasized.

Deputy Director of the Electricity Department (Ministry of Industry and Trade) Doan Ngoc Duong also said that increasing electricity saving is one of the important solutions to ensure electricity, especially during the peak of the hot season when electricity demand increases. “Increasing electricity saving. This is also one of the solutions that is very important. Saving electricity also means reducing demand, especially during peak times. We also have a series of regulations and sanctions requiring increased electricity saving in production, business, consumption and especially during peak times,” said Mr. Duong.

According to the calculation of the General Statistics Office announced by EVN, the increase in average retail electricity price by 4.8% will directly impact the consumer price index (CPI) in 2025 by about 0.09%. However, Dr. Nguyen Tien Thoa, former Director of the Price Management Department (Ministry of Finance) said that electricity is an essential input energy for production, so it will not only directly impact the CPI but also indirectly/spread through price increases of other goods using electricity, therefore, it is necessary to control fluctuations in commodity prices, control the phenomenon of "following the flow", taking advantage of increasing commodity prices following electricity prices.
