On December 18th, in Hanoi, the Ministry of Foreign Affairs, in collaboration with the International Organization for Migration (IOM), organized a conference to review the implementation of the Global Compact for Safe, Orderly and Regular Migration (GCM).

Currently, opportunities for legal migration are significantly shrinking, and challenges for migration are emerging in the context of rapidly developing artificial intelligence and the demands for green transformation and the digital economy . Ms. Phan Thi Minh Giang, Deputy Director of the Consular Department, Ministry of Foreign Affairs, emphasized the need for increased cooperation to minimize informal migration channels, prevent and combat crimes related to illegal migration and human trafficking through the misuse of technology, and promote legal migration channels, thereby helping to reduce global inequality and accelerate the achievement of sustainable development goals.

Ms. Kendra Rinas, Head of the IOM Mission in Vietnam, expressed her admiration for Vietnam's efforts in migration governance and stated that Vietnam's dynamic approach – balancing economic growth, international cooperation, and people-centered development – ​​offers valuable lessons for other countries around the world . Ms. Kendra Rinas highly appreciated Vietnam's efforts in implementing the GCM Agreement over the past period, notably the publication of the Vietnam Migration Profile 2023 in October 2024.

The conference consisted of three main sessions, focusing on the following topics: reviewing the implementation of the GCM Agreement in 2024, discussing the challenges in international migration management in the past, and discussing priority issues for the future to improve the effectiveness of the GCM Agreement implementation.

In Session 1 of the Conference, representatives from the Consular Department (Ministry of Foreign Affairs) provided an update on the migration situation of Vietnamese citizens abroad, foreigners entering Vietnam, and reported on the review of Vietnam's implementation of the GCM Agreement in 2024.

Delegates attending the Conference also heard presentations from representatives of several ministries and localities on outstanding results in implementing the GCM Agreement in areas such as Vietnamese workers going abroad under contract, the implementation of Vietnam's National Action Program on Civil Registration for the period 2017-2024, efforts to improve the health of migrants, the activities of the One Destination Service Office supporting returning migrant women, and international adoption.

In Session 2, the Conference discussed challenges in migration management, especially the increasingly complex issue of human trafficking linked to online scams. Delegates also heard presentations on some key aspects of the amended Law on Prevention and Combat of Human Trafficking, passed by the National Assembly on November 28, 2024, and the management of foreigners in Vietnam.

Session 3 of the Conference discussed solutions to improve the effectiveness of implementing the GCM Agreement in the future. In this session, representatives from the Consular Department (Ministry of Foreign Affairs) shared some key contents of the Vietnam Migration Profile 2023 and its 12 recommendations; the International Labour Organization introduced its "zero fee" initiative for workers going abroad under contract; and representatives from the International Organization for Migration presented the Mid-Term Regional Review of the implementation of the GCM Agreement.
