Finding solutions to overcome difficulties in land acquisition projects.

The leaders of Quang Binh province requested Le Thuy district to expedite procedures to organize land auctions soon; prioritizing the completion of each project and each area of ​​the project, avoiding spreading resources too thinly and wasting land and financial resources.

Vice Chairman of the Quang Binh Provincial People's Committee Phan Phong Phu recently inspected the progress of land fund creation projects in Le Thuy district.

According to a report from Le Thuy district, during the period 2020-2025, Le Thuy district has 20 land fund creation projects that have been approved by the Quang Binh Provincial People's Council with a total investment of over 1,000 billion VND.

To date, 8 projects have been completed and put into use, and the advanced capital has been fully repaid to the Provincial Land Fund; 5 projects are under construction; 3 projects are undergoing investment procedures and have not yet commenced construction; and 4 projects are in the process of completing investment procedures.

Currently, Le Thuy district is facing difficulties and obstacles related to the procedures for valuing land for auction according to Government Decree No. 12/2024/ND-CP dated February 5, 2024, amending and supplementing some articles of Government Decree No. 44/2014/ND-CP dated May 15, 2014, regulating land prices; difficulties in allocating capital for 5 projects with over 50% of the work completed but not yet allocated additional capital for infrastructure completion; and difficulties in completing the investment in each area for land auction, including electricity supply, fire prevention and fighting, etc.

Based on this, Le Thuy district has proposed that the Quang Binh Provincial People's Committee and relevant departments and agencies issue specific guidelines to resolve difficulties in determining land prices in order to promptly conduct auctions; prioritize the allocation of capital for projects that have completed over 50% of their work, such as the residential area projects in Ngu Thuy Bac and Cam Thuy communes, and the land development project in Phong Thuy commune; and consider allocating capital to implement construction for projects that have completed investment procedures.

Speaking at the meeting, Vice Chairman of the Quang Binh Provincial People's Committee Phan Phong Phu stated that land development projects in Le Thuy district are scattered and lack focus, affecting investment efficiency and land resources.

The Vice Chairman of the Quang Binh Provincial People's Committee requested Le Thuy district to submit a comprehensive report on land development projects in the area, clearly stating the assessment of the projects' feasibility and forecasting the market demand of the people…

Based on the district's report and the actual situation, the Provincial Land Development Fund will take the lead in coordinating with relevant departments and agencies to provide comments, assessments, and recommendations to the Provincial People's Committee on related issues to resolve difficulties and obstacles, helping Le Thuy district in implementing its land development tasks.

Vice Chairman of the Quang Binh Provincial People's Committee Phan Phong Phu instructed the Department of Natural Resources and Environment to promptly submit a report and proposal on land valuation methods to the competent authorities for implementation. He also instructed Le Thuy district to urgently direct relevant departments and agencies to expedite procedures for organizing land auctions; prioritizing the completion of each project and each area of ​​the project, avoiding spreading resources too thinly and wasting land and financial resources; and prioritizing the repayment of all advanced capital to the Provincial Land Development Fund once revenue is generated from the land fund.
