QTO - After nearly a year of implementing administrative unit restructuring and operating the two-tiered local government model, many positive changes have truly materialized in all aspects of the province's economy, life, and society. Beyond initial expectations, the model is gradually becoming a reality, deeply ingrained in the awareness and actions of the entire political system through concrete and clear changes in a streamlined, effective, efficient, and people-oriented government apparatus.

The people are the subjects, the center.

July 1, 2025, marked a historic milestone when the former provinces of Quang Binh and Quang Tri officially merged under the name Quang Tri. Following the reorganization, Quang Tri province comprises 78 communes, wards, and special zones, along with 233 specialized agencies within these communes, wards, and special zones.

The operation of the two-tiered local government model has streamlined intermediate levels, simplified the administrative apparatus, and contributed to increased directness and timeliness in leadership and management. In particular, the redefinance of authority between agencies, and between the provincial and commune levels, has initially helped reduce overlapping responsibilities and the shifting of blame.

Many good practices and effective models in serving the people and businesses have emerged, showing that the transition to the new government model is not simply a change in organizational structure, but also a testament to strong innovation in thinking, style, and working methods aimed at creating the most favorable conditions for the people in resolving administrative procedures and accessing public services quickly and transparently.

For example, in Kim Phu commune, with its large area and scattered population, people face many difficulties and obstacles when they need to go to the commune center to express their opinions, conduct transactions, or carry out administrative procedures, due to the distance from the furthest villages to the commune center being nearly 30km.

To save costs and travel time for the people, the Standing Committee of the Kim Phu Commune Party Committee has organized rotating work shifts in the villages and hamlets; in addition, the Chairman of the Commune People's Committee regularly holds citizen reception sessions right at the grassroots level. Furthermore, commune officials and civil servants are assigned to areas far from the center to provide advice and resolve public administrative procedures for the people.

Chairman of Kim Phu Commune People's Committee, Hoang Tu Quoc Hung, said: "In reality, receiving and resolving administrative procedures for people right in the villages and hamlets has resulted in 3-4 times more feedback received compared to receiving citizens at the commune headquarters. Serving and advising on public administrative procedures at the grassroots level also saves a lot of time and costs for the people, and many issues are resolved promptly and thoroughly during these meetings. In addition, the spirit and attitude of the staff in serving the people have also improved significantly, becoming more professional and responsible."

For example, in Dong Ha ward, the solution of "professionalizing" the model of the Public Administrative Service Center, arranging and assigning civil servants according to job positions and actual capabilities, and promoting the application of technology and data linkage has helped the locality achieve many remarkable results.

Over the past period, more than 14,000 applications have been received, with a perfect 100% rate of timely and on-time results; the rate of online application submission reached 91.42%; the rate of digitized input reached 99.87% and digitized resolution results reached 99.79%; and the satisfaction level of citizens and businesses with the ward consistently exceeded 99%. This is vivid evidence that the new government apparatus has truly become more in-depth, operating effectively and meeting the expectations of the people.

Building a team of officials who "dare in three ways"

According to the Director of the Department of Internal Affairs, Le Thi Thanh, in recent times, besides ensuring the stable operation of the two-tiered local government model in accordance with the new regulations of the Central Government, the directives of the Provincial Party Standing Committee, and practical requirements, the Department of Internal Affairs has proactively researched, reviewed, and advised on many solutions to further improve the organizational structure. The overarching principle is that the restructuring is not just about mechanically reducing the number of departments, but more importantly, about building a scientific , unified, efficient, and effective organizational structure.

Alongside organizational restructuring, the consolidation and placement of cadres, civil servants, and public employees is identified as a key task, crucial to the effectiveness of the new model.

In response to this request, the Department of Internal Affairs has closely coordinated with the Provincial Party Committee's Organization Department and other agencies and localities to advise on and implement comprehensive solutions for the recruitment, transfer, secondment, and reinforcement of 255 cadres, civil servants, and public employees. At the same time, a comprehensive review of the commune-level cadre and civil servant workforce is being conducted to develop appropriate plans for placement, transfer, and recruitment in the future.

At the conference summarizing one year of implementing the reorganization of administrative units at all levels and the operation of local governments at two levels, Comrade Nguyen Van Phuong, Secretary of the Provincial Party Committee, requested that departments, agencies, localities, and units focus on improving the quality of cadres, especially at the commune level; prioritizing the placement of cadres and civil servants with strong character, the ability to withstand pressure, and experience in handling situations in complex areas with large workloads, especially in fields requiring in-depth expertise such as land, construction, ethnic groups, religion, complaints, and denunciations…

"Cadres in the new era must 'dare to think, dare to act, and dare to take responsibility for the common good,' possessing innovative thinking, modern management capabilities, and a spirit of serving the people, with particular emphasis on arranging and assigning cadres and civil servants from areas with surpluses to areas with shortages," emphasized Provincial Party Secretary Nguyen Van Phuong.

It can be affirmed that, after nearly a year of implementing the two-tiered local government model, the initial effectiveness of the model is not only a change in organizational structure, but also a significant shift in management and operational thinking towards serving the people in a systematic and substantive way. And reality has proven that the trust of the people is the clearest measure of the model's effectiveness, and also the driving force for governments at all levels to continue striving, improving, and meeting the development requirements of the new phase.
