Accordingly, the purpose and requirements of the Plan are to effectively implement Directive No. 46-CT/TW dated May 16, 2025 of the Politburo and Directive No. 02-CT/TU dated August 5, 2025 of the Provincial Party Committee on leading the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, and directive documents of the Central Government and the province related to the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.

At the same time, disseminate, widely propagate, and raise legal understanding on the election of National Assembly deputies and People's Council deputies, as well as awareness of the purpose, meaning and importance of the election of deputies to the 16th National Assembly and People's Council deputies at all levels for the 2026-2031 term, which will be held on March 15, 2026. Contribute to actively motivating and encouraging people of all walks of life to respond, participate, and exercise their rights and obligations as citizens in the election activities. Continue to innovate and diversify forms of propaganda, dissemination and legal education (PBGDPL), focusing on the application of information technology and digital transformation in the work of PBGDPL.

In addition, the contest is implemented online, with easy-to-understand content, closely following the Party and State's information and propaganda orientation on the meaning and importance of the election, communicated in many different forms to attract the attention, interest and participation of a large number of cadres, civil servants, public employees, armed forces, workers, students and people in the province. The contest content must ensure universality, practicality, and suitability for the contestants, focusing on the content of learning about the provisions of the Law on Election of National Assembly Deputies and People's Council Deputies; on the position and role of the National Assembly and People's Councils in the state apparatus; on the responsibilities and powers of people's representatives; on the obligations of citizens in building a clean, strong, efficient, effective and efficient state apparatus. The organization of the Contest must closely follow the content, ensuring timeliness and progress in this Plan; At the same time, we must be frugal and avoid ostentation and formality to achieve high results.

Contestants: Vietnamese citizens aged 16 and over, currently living, studying and working in the province (except members of the Organizing Committee, the Contest Secretariat, the Question Set Editorial Team, editors, and reviewers; technical staff of the Contest software system).
