In the context of the global economy undergoing profound changes, promoting internal development is more urgent than ever. In Vietnam, the private economic sector - especially the group of small and medium enterprises (SMEs) - is gradually asserting its position as a pioneering force in economic restructuring, promoting sustainable growth and creating long-term prosperity momentum. Marking a turning point in thinking and policy making, on May 4, 2025, the Politburo officially issued Resolution No. 68, for the first time clearly affirming the role of the private economy as one of the important driving forces of the national economy.
To accompany this historic policy shift, the seminar “Opportunities for small and medium enterprises in the context of Resolution 68” was organized, gathering leading experts, managers, and dedicated entrepreneurs to analyze, debate, and propose specific solutions so that the business community can effectively take advantage of the opportunities opened up by the Resolution. Participating in the seminar were Ms. Bui Thu Thuy - Deputy Director of the Department of Enterprise Development, Ministry of Finance ; Mr. Pham Anh Tuan - Vice President of Hanoi Young Entrepreneurs Association, Chairman of the Board of Directors and General Director of Bateco Group; and Mr. Dinh Tuan Minh - Research Director of MASSEI Center.

At the seminar, experts and guests will analyze in depth the role of Resolution 68 in promoting the private economic sector, especially small and medium enterprises, in recent times, evaluate the core factors leading to the decision to issue this resolution, emphasizing the role of the private economy as one of the important driving forces of the economy, and identify the most breakthrough solutions in the resolution to promote the strong and sustainable development of this sector.
In the process of practical implementation, how the Enterprise Development Department is advising on policy groups to support private enterprises, especially SMEs, especially in specific contents related to access to capital, land, human resources such as credit guarantee funds, exemption of corporate income tax for the first three years for innovative startups or administrative procedure reform, as well as the accessibility of SMEs are also important contents that experts will share their opinions on.
At the same time, the role of banks in supporting SMEs, in the context of Resolution 68, becomes urgent. In particular, experts say that the country's key commercial banks such as VietinBank have the task of boosting credit to the SME sector with the aim of promoting growth, through capital financing solutions with streamlined processes or digital banking platforms for businesses.
At the seminar, the guests will also answer questions about how the business community has been evaluating Resolution 68, as well as the significance of this document for the development orientation of businesses in the coming time, both in terms of thinking and strategy, especially in areas such as digital transformation, innovation and export promotion. Policies supporting digital transformation and green transformation - such as sandbox mechanisms for new technologies, tax incentives for R&D activities - are being designed and jointly implemented between the State and the private sector will also be analyzed and suggested in the seminar.
In addition, from a multi-dimensional perspective from management agencies, businesses and researchers, speakers will have their own assessments of how large private economic groups will benefit from the preferential policies and institutional reforms in Resolution 68, and how this will create a spillover effect for smaller businesses in the same value chain.
