General Secretary: Innovation in assessment, selection and use of cadres

General Secretary To Lam proposed to innovate the content of the work of evaluating, selecting and using cadres appropriately, thereby advising on building a team of cadres - especially leaders and managers.

On the morning of September 24, in Hanoi , General Secretary To Lam attended and delivered a speech directing the 1st Congress of the Party Committees of Central Party Agencies, term 2025 - 2030.

In his speech at the congress, General Secretary To Lam pointed out that since the beginning of the 13th Congress term, the domestic and international situation has had many complicated developments, with many new and unprecedented issues arising. It can be said that we are facing "many big waves and strong winds", and at times, cadres and party members are worried and anxious.

In that context, the Party has clearly demonstrated its steadfastness, steering the country through difficulties and challenges and continuously achieving new achievements. We are aiming to complete all the targets and tasks set by the 13th Party Congress, creating a foundation to bring the country into an era of strong and prosperous development.

Many major breakthrough policies and decisions have been and are being led and directed by the Party Central Committee, the Politburo, and the Secretariat, bringing about clear results, thereby affirming the leadership capacity, fighting strength, and prestige of the Party, receiving the support of cadres, party members, and people, and highly appreciated by international public opinion.

The General Secretary affirmed that each policy, document, and resolution issued by the Party has made an important contribution and left a clear mark on the strategic advisory work of the Central Party agencies.

The General Secretary also suggested that the congress continue to discuss and analyze to clarify the causes, especially the subjective causes of the existing problems and limitations, in order to supplement and perfect solutions to overcome them in the new term.

Improve policy planning and implementation capacity

During the 2025-2030 term, the General Secretary noted that the country is facing a turning point, a historic opportunity to develop the country rapidly and sustainably, realizing the goal of becoming a developing country with an upper-middle income by 2030, and a developed country with a high income by 2045. To achieve that great aspiration, more than ever, our Party must improve its leadership capacity, governing capacity, policy-making capacity, and implementation capacity.

The General Secretary stated that the Central Party agencies are the "strategic staff", directly serving the Central Committee, the Politburo, and the Secretariat in formulating the Party's major guidelines and policies; in directing and organizing implementation; in inspecting, supervising, summarizing practices, and developing theories. The quality of the activities of the Central Party agencies is decisive to the leadership capacity, governing capacity, and fighting strength of the entire Party. Therefore, each cadre and Party member here needs to be deeply aware that he or she is shouldering a great responsibility before the Party, the State, and the people.

From there, the General Secretary requested the Party Committees of the Central Party Agencies to thoroughly grasp and implement 3 requirements and 4 key work orientations.

Regarding the three requirements, the General Secretary stated that it is necessary to ensure party spirit, combativeness, and pioneering spirit in all aspects of work. The Party organization must be truly clean, strong in all aspects, and exemplary - setting an example for party organizations in the political system to follow.

Second, it is necessary to strengthen coordination and close cooperation. Accordingly, the Party's departments and agencies must establish a mechanism for interconnected and synchronous coordination between agencies, forming a unified block, a "strategic general staff" closely linking: staff - organization - inspection - internal affairs - policy, strategy - propaganda, mass mobilization - theory, propaganda... All for a common goal, to best serve the leadership and direction of the Party Central Committee.

Third, we must be closely connected with the people. The General Secretary emphasized that all advisory work and proposals must come from reality, from the aspirations and legitimate interests of the people, strengthening the trust and flesh-and-blood relationship between the Party, the State and the people, so that the people are truly the roots and solid foundation of the Party.

Cadres are the "key of the key" in Party building.

Regarding the four key work orientations, the General Secretary noted that the Party Committee needs to focus on improving the level and quality of strategic advisory work. It must be one step ahead in grasping the situation, forecasting trends, proposing strategic solutions, meeting the increasingly high requirements of the leadership and direction of the Party Central Committee in the new situation.

Strengthen theoretical research, summarize practices, and link with policy orientation; continue to clarify major theoretical issues on socialism and the path to socialism in Vietnam; promptly summarize new experiences from practice, supplement and develop the Party's platform, guidelines, and resolutions.

In the immediate future, the General Secretary requested to focus on researching, advising, perfecting and implementing core issues decided by the 14th Party Congress, ensuring effective implementation of the country's three major goals: maintaining stability - rapid and sustainable development - improving people's lives.

Second, it is necessary to strongly innovate leadership, management and operation methods. The General Secretary emphasized that Party committees at all levels in the Party Committee need to continue to strongly innovate the content of leadership methods and working styles. Strengthen digital transformation, promote administrative reform in the Party, ensure modern Party governance, and take quality and work efficiency as the top measure to evaluate Party organizations and Party members.

Third, the General Secretary emphasized the need to build a truly clean, strong, exemplary Party organization that takes the lead in Party building work. Finally, the General Secretary noted the need to pay special attention to improving the quality of the cadre team.

According to the General Secretary, cadres are the "key of the keys" in Party building work. Therefore, the Party Committee needs to focus on advising on innovating the content of the work of evaluating, selecting and using cadres appropriately, thereby advising on building a cadre team - especially cadres at the Party committee level, leaders, managers, strategic staff of the Party and the political system to meet the requirements of the tasks in the new era - the era of prosperous development of the country.

At the same time, special attention is paid to building the staff of the Central Party agencies, commensurate with the responsibilities of each agency and unit.
