On the morning of June 23, in Hanoi, General Secretary To Lam and the Central Working Delegation worked with the Party Committee of the Fatherland Front and central organizations on the results of leadership in implementing political tasks and Party building work in the past time, and key tasks in the coming time.

Synchronously deploy tasks, ensure solidarity and unity

Reporting at the working session, Politburo member, Secretary of the Party Central Committee, Secretary of the Party Committee of the Vietnam Fatherland Front, Central mass organizations, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien said that the Party Committee of the Fatherland Front, Central mass organizations have closely followed the direction of the Central Executive Committee, the Politburo, and the Secretariat to synchronously deploy tasks, with focus and key points, with high political determination; ensuring solidarity, unity, and consensus; correctly implementing the principles of organizing party activities; initially innovating the content, methods, and leadership style, basically completing the assigned political tasks.

The Party Committee not only leads well the activities of the Fatherland Front and mass organizations but also makes a very important contribution to leading and implementing the Party's mass mobilization work, affirming its core political role in mass mobilization work, consolidating the great national unity bloc and enhancing people's trust in the Party and State.

Implementing the policy of streamlining and streamlining the organizational apparatus, the Party Committee Standing Committee focused on leading, directing, and thoroughly grasping Conclusions No. 126-KL/TW and No. 127-KL/TW of the Politburo and the Secretariat, and issued 18 conclusions and documents directing the implementation of organizational apparatus restructuring. The Party Committee focused on directing the development of 6 Projects to ensure progress, quality, and authority; reviewed, revised, and supplemented working regulations and work programs to ensure smooth, uninterrupted, effective, and efficient operations.

The Central Committee of the Vietnam Fatherland Front and socio-political organizations have actively participated in amending the Constitution, proposing amendments to 4 laws and regulations related to the organization and operation of the Front system; issuing 4 documents guiding the Fatherland Front at provincial and communal levels to perfect the organizational apparatus to operate synchronously with the Party and government organizations from July 1, 2025. The initial results have been the arrangement and consolidation of 284 focal points at the department and division levels to 159 focal points, a reduction of 125 focal points (a reduction of 55.98%); the payroll has been reduced from 2,720 to 2,185 people, streamlining 535 payrolls (a reduction of 19.67%) due to incompatibility with the new model.

Thoroughly grasping Directive 45-CT/TW of the Politburo on Party Congresses at all levels, towards the 14th National Congress of the Party, continuing the leadership and direction of the two previous Party Committees of the Bloc; the Party Committee of the Fatherland Front and Central organizations have urgently developed and issued Plans and organized congresses of Party Committees and affiliated Party cells.

Issued Decisions to establish Subcommittees of the Party Congress of the Fatherland Front and Central mass organizations for the 2025-2030 term. The implementation of Directive No. 45-CT/TW was carried out in accordance with the direction of the Politburo and the Secretariat, methodically, proactively, on schedule, and was truly a broad political activity of cadres and party members.

In his concluding remarks at the meeting, General Secretary To Lam acknowledged, commended and congratulated the valuable results that the Vietnam Fatherland Front and its member organizations have achieved in recent times.

The General Secretary also frankly acknowledged that mass mobilization work in general and the activities of the Vietnam Fatherland Front and its member organizations in particular still have some difficulties and limitations that need to be overcome in the coming time.

The General Secretary stated that we are facing new opportunities, but also many difficulties and challenges. The 13th National Party Congress has clearly defined the goal that by 2030 Vietnam will become a developing country with modern industry and high average income; by 2045, it will become a developed country with high income. To realize that goal, we must make more efforts and focus on three strategic breakthroughs: Perfecting the institution for developing a socialist-oriented market economy; developing a synchronous and modern infrastructure; and developing human resources, especially high-quality human resources.

In that spirit, the Central Executive Committee, the Politburo, and the Secretariat have advocated promoting the reorganization of the political system apparatus towards streamlining, effective and efficient operations. The Front and socio-political organizations must truly take the lead, be the center of gathering and leading the movement and the people's hearts in this organizational revolution.

Join hands to realize the aspiration of nation building

Emphasizing that the entire political system is urgently preparing for the operation of the two-level government organization model at the local level, while actively completing documents to serve the Party Congresses at all levels, towards the 14th National Party Congress, the General Secretary requested the Party Committee of the Vietnam Fatherland Front, central mass organizations, the Presidium of the Central Committee of the Vietnam Fatherland Front and member organizations to continue promoting the results and achievements that have been achieved; strive to overcome shortcomings and limitations; strengthen solidarity, unity and unanimous action.

The General Secretary requested to continue promoting the core political role, strengthening propaganda work, gathering and mobilizing all classes of people at home and overseas Vietnamese. Mobilizing all resources, strongly arousing the creativity of all people, unanimously and jointly implementing the "4 Pillar Resolutions" of the Politburo (Resolutions 57, 59, 66, 68). Encouraging cadres, civil servants, public employees, workers and all classes of people to agree and contribute to the successful implementation of the revolution to reorganize the apparatus from the Central to the grassroots level to be streamlined, strong, efficient, effective and efficient. Thoroughly grasp and well implement Ho Chi Minh's thought: "It is a hundred times easier to endure without the people, and a thousand times harder to accomplish with the people"; encouraging businesses and people to boost production and business.

The Party Committee of the Vietnam Fatherland Front and central organizations urgently implement Decision No. 304-QD/TW dated June 10, 2025 of the Politburo on the functions, tasks, and organizational structure of the Central Committee of the Vietnam Fatherland Front.

Instruct provincial and communal levels to implement synchronously and consistently, so that the apparatus can operate according to the new model from July 1, 2025, without any gaps or interruptions in work. Must be truly close to the people, closely follow the people's thoughts and aspirations, thoroughly grasp and practice the viewpoint that "people are the root".

All activities must put the interests of the country and improving the people's happiness first; listen to people's opinions to propose timely solutions.

The General Secretary suggested continuing to review, evaluate and reorganize the press agencies under the Central Committee of the Vietnam Fatherland Front, socio-political organizations and mass organizations to ensure streamlining, modernity, quality, efficiency, professionalism, maintaining the revolutionary nature of journalism; doing a good job of propaganda, orientation, creating social consensus, meeting the information needs of the people.

The General Secretary pointed out, thoroughly grasped and effectively implemented the leadership of the congresses of the Vietnam Fatherland Front and socio-political organizations at the provincial and communal levels right after the congresses of the Party Committees at the same level; the national congress of the Vietnam Fatherland Front, the congresses of socio-political organizations (term 2026-2031) and the congresses of mass organizations right after the 14th National Congress of the Party and after the election of the 16th National Assembly and the election of People's Councils at all levels for the term 2026-2031.

The Congress of the Fatherland Front and people's organizations must truly be a profound political and social activity, creating an exciting atmosphere among all classes of people, united and joining hands to successfully build a Vietnam of "Peace, independence, unity, democracy and prosperity" as President Ho Chi Minh's will.

The Vietnam Fatherland Front and its member organizations from the central to grassroots levels need to promote democracy, actively participate in contributing opinions to the documents of the Party Congress at the same level, contributing to the success of the Congress; propagate and mobilize voters nationwide to promote their right to mastery, enthusiastically go to the polls, elect delegates with strong political will, virtue and talent to represent the people as National Assembly and People's Council delegates at all levels; contribute to building a strong State apparatus and government at all levels, "of the people, by the people and for the people".

The General Secretary noted that immediately after starting operations under the new organizational model, the Vietnam Fatherland Front Committee, socio-political organizations, and mass organizations need to closely follow their functions and tasks to synchronously deploy activities; in which, they should pay attention to better performing the functions of supervision, social criticism, and giving opinions on Party building, acting as a solid bridge in the flesh-and-blood relationship of "the Party for the people, the people trust the Party".

Promote socialist democracy; actively participate in the fight against corruption, waste, and negativity; for the prosperity of the country and the happiness of the people.

All activities of the Front and mass organizations must aim at the highest goal, maintaining and promoting the strength of the great national unity bloc, consensus in the whole society, trust and support of the people for the policies and guidelines of the Party and State; creating community cohesion, gathering and mobilizing the strength of the people to effectively implement the policies, decisions and strategies of the Party and State, realizing the country's development goals in the new period.

The Front and mass organizations must strongly innovate the content and methods of operation, change the direction of operation, stick to the locality, strongly focus on the grassroots, be close to the people, promote people's mastery, care for and protect the legitimate and reasonable rights and interests of the people; promote digital transformation in the activities of the Front and mass organizations, strengthen forms of propaganda, mobilization, and gathering the masses through cyberspace; build a mechanism to regulate and coordinate with Party committees, authorities at all levels, and agencies to ensure effectiveness and efficiency.

The General Secretary requested the National Assembly Party Committee, the Government Party Committee, Party committees and organizations at all levels to strengthen leadership and direction of the state apparatus, authorities at all levels, and armed forces from the central to grassroots levels, pay attention to close coordination, and create favorable conditions for the Vietnam Fatherland Front, socio-political organizations, and people's organizations to fulfill their noble mission.

The General Secretary believes that the Vietnam Fatherland Front and its member organizations will promote the glorious tradition of the heroic Vietnamese nation, play a good political core role to promote the people's mastery, mobilize all resources, strongly arouse the spirit of national pride, self-respect, and self-confidence, spread the desire to contribute of all organizations, individuals, and all classes of people, and join hands to realize the aspiration to build a prosperous and prosperous Vietnam, where the people have a prosperous and happy life.

On this occasion, General Secretary To Lam presented Decision No. 304 - QD/TW dated June 10, 2025 of the Politburo on the functions, tasks, and organizational structure of the Central Committee of the Vietnam Fatherland Front.
