Creating breakthroughs in science and technology development: Turning policies into practical actions

Hanoi is focusing on building 6 important resolutions to concretize the Law on the Capital and Resolution 57-NQ/TW of the Politburo, creating a superior legal corridor for science, technology and innovation in the capital to make a breakthrough.

On the morning of August 29, the Hanoi People's Committee held a workshop on "Developing Resolutions of the City People's Council to serve the development of science and technology associated with the implementation of Resolution No. 57-NQ/TW of the Politburo and the Capital Law No. 39/2024/QH15".

The workshop was attended by Deputy Chief of the Party Central Office Bui Van Thach; Permanent Vice Chairman of the City People's Council Phung Thi Hong Ha; Permanent Vice Chairman of the City People's Committee Le Hong Son and 150 delegates who are leaders of units, experts, scientists and businesses.

Perfecting breakthrough institutions, creating a boost for the Capital

The workshop focused on consulting opinions to complete 6 important draft resolutions in the field of science, technology and innovation that the City People's Council plans to issue. These resolutions include: Detailed regulations on a number of specific policies for the development of science, technology and innovation; mechanisms and policies on investment and support for the development of the innovation ecosystem and creative startups; controlled testing activities; Project "Establishing Hanoi Technology Exchange"; Project on piloting the establishment of Hanoi Venture Investment Fund and Project on establishing Hanoi Innovation Center.

Speaking at the opening of the workshop, Director of the City Department of Science and Technology Tran Anh Tuan said that these draft Resolutions are expected to be considered and approved by the City People's Council at the meeting taking place in September 2025. Mr. Tran Anh Tuan emphasized that the content of the Resolutions demonstrates a spirit of strong innovation and breakthrough, not only creating a synchronous legal corridor but also opening up new, outstanding mechanisms to promote the development of science, technology and innovation in the capital. The drafts have been widely publicized for comments and received hundreds of comments.

The highlight of the Resolutions is the regulation of the budgeting mechanism for grassroots science and technology tasks, combined with a talent attraction policy and a flexible spending mechanism. In particular, the controlled testing mechanism (sandbox) is an unprecedented policy, allowing businesses to test new products and services in a safe environment, removing legal gaps and enhancing competitiveness. The establishment of the Technology Exchange, Venture Capital Fund and Hanoi Innovation Center will create modern infrastructure, flexible capital and a space for convergence of knowledge - technology - finance, turning Hanoi into a leading innovation center in the country and the region.

Associate Professor, Dr. Bui Thi An, Director of the Institute of Resources, Environment and Community Development, Chairwoman of the Hanoi Association of Intellectual Women, highly appreciated the City's direction to collect opinions and simultaneously issue 6 Resolutions to implement Resolution No. 57-NQ/TW and the Capital Law in the field of science and technology. "That demonstrates Hanoi's high political determination and proactiveness, not only stopping at absorbing the spirit of the Central Government but also immediately concretizing it into its own mechanisms and policies, suitable to the conditions and the Capital Law. This is a step demonstrating Hanoi's pioneering, proactive and decisive nature in turning "policies" into "practical actions", Associate Professor, Dr. Bui Thi An commented.

Put your faith in science, do real things to get real results

At the Workshop, delegates focused on exchanging and consulting on contents related to the subjects and scope of each Resolution, discussing the specificity, applicability in practice, resource assurance mechanism, assignment of responsibilities and implementation organization.

Prof. Dr. Nguyen Dinh Duc, University of Technology (Vietnam National University, Hanoi), emphasized that the right and appropriate institutions will create development momentum for the capital. He suggested that the City issue detailed directives, creating close connections between facilities and universities in the digital transformation process, and at the same time bringing localities into the innovation ecosystem.

Mr. Nguyen Trung Chinh, Executive Chairman of CMC Technology Group, expressed his hope that when approved, these Resolutions will create a boost and premise for the development of the Capital. He hopes that the City People's Council will soon approve and implement the Resolutions, and that any problems that arise during the implementation process will be resolved and adjusted accordingly.

Dr. Pham Duc Nghiem, Deputy Director of the Department of Startups and Technology Enterprises (Ministry of Science and Technology), also said that Hanoi must have breakthrough policies and breakthrough methods, especially putting trust in scientists. Mr. Pham Duc Nghiem cited the story of Saint Giong as an example of the community's "venture investment" in talented people, showing the importance of trust in creating breakthroughs.

In his concluding remarks at the workshop, Permanent Vice Chairman of the City People's Committee Le Hong Son expressed his gratitude, acknowledged and highly appreciated the opinions and recommendations of the delegates, experts and scientists. Comrade Le Hong Son emphasized that the Resolutions do not stop at collecting opinions or promulgating, but the important thing is to put them into practice, creating added value to promote the socio-economic growth of the Capital.

Standing Vice Chairman of the City People's Committee Le Hong Son requested relevant units of the City to absorb all opinions to complete the draft Resolutions. In particular, it is necessary to ensure feasibility and practicality when implementing, fully prepare infrastructure, human resources, and funding. At the same time, it is necessary to build an implementation roadmap, have a mechanism to monitor, inspect, evaluate effectiveness and be ready to pilot uncertain contents. "Because science and technology do not need achievements, but must do real work, real results", Mr. Le Hong Son emphasized.
