Hanoi spends more than 858 billion VND to give gifts of 100,000 VND/person on National Day September 2

Hanoi plans to spend more than VND858 billion from the central budget to give each citizen VND100,000, on the occasion of the 80th anniversary of the August Revolution and National Day September 2. This gift of gratitude will be delivered to people from August 30 and completed before September 2, with many diverse forms of receiving.

The Hanoi People's Committee has just issued a decision on supplementing the budget for communes and wards to implement gift giving to people. This move follows the Prime Minister's Official Dispatch No. 149, on each person receiving 100,000 VND on the occasion of A80. The Politburo has also agreed to this policy. Deputy Prime Minister Ho Duc Phoc signed Official Dispatch No. 152/CD-TTg of the Prime Minister, on urgently implementing gift giving to people.

The Ministry of Finance said that the recipients of the gifts are Vietnamese citizens and people of Vietnamese origin whose nationality has not been determined. These subjects must have an identity card and are residing in Vietnam. At the same time, they have been collected, updated, and assigned a personal identification number in the National Population Database. The time of establishment is the end of August 30. The gifts can be given to households, the head of the household or an authorized member will receive them on their behalf. In cases where citizens do not have a permanent residence, the gifts will be given directly to each person or authorized person.

Citizens can receive gifts via social security account transfer, integrated on the VNeID electronic identification application. Or receive directly in cash at the payment point organized by the locality. According to the Department of Administrative Police for Social Order (C06), Ministry of Public Security, people need to have a level 2 electronic identification account on the VNeID application. Then, follow the steps to register to receive support in the "Social Security" section on the application. The People's Committee at the commune level will decide the location to receive the gift, prioritizing a place convenient for citizens. When receiving the gift, citizens need to present their citizen identification card or legal documents. In case of receiving on behalf of a minor, a valid power of attorney or birth certificate is required.

The Ministry of Finance said that the gift giving will start from August 30 and will be completed before September 2. In case of objective reasons, citizens can receive gifts after this deadline, but no later than September 15.

According to the Department of Administrative Police for Social Order (C06), people need to have a level 2 electronic identification account on the VNeID application and follow these steps to receive 100,000 VND on the occasion of National Day on VNeID:

Step 1: Open the VNeID app on your phone, then log in to your level 2 identification account. This is a mandatory condition to ensure information accuracy and security.

Step 2: On the main interface of VNeID, you will see the “Social Security” section. Click here to start the process of registering for support.

Step 3: In the Social Security section, select “Social Security Account” to declare information to receive support.

Step 4: Select your bank and fill in the correct bank account number. The support of 100,000 VND will be transferred directly to this account.

Step 5: Continue to fill in personal information such as: Full name, date of birth, Citizen ID number, permanent address... for the system to compare data. Then check the box "I have read the purpose of sharing..." and click "Continue". This is the step to confirm that you agree to share information to receive Social Security support.

Step 6: After checking all the information, click “Send information” to complete the money receiving process. The system will notify successful registration and proceed to process the money transfer.

In case people do not have a bank account, they can register to open an account by downloading the banking application. Then, return to the above steps to complete the registration procedure.
