Youth volunteers support the operation of two-level local government

From early morning, the Youth Union members were present at the Public Administration Service Center of Quang Phu Ward to guide people in declaring information, preparing documents, getting queue numbers and carrying out administrative procedures... Deputy Secretary of the Youth Union of Quang Phu Ward, Le Thi Thanh, said: Since the ward started operating the 2-level local government model, the ward union has established 7 youth volunteer teams to be in charge of residential groups in the area. At the same time, 3 Youth Union members were assigned to be on duty regularly at the Public Administration Service Center of the ward to support people in accessing online public services, providing advice and guidance on carrying out necessary procedures, and installing digital applications such as electronic payments, VNeID and other digital platforms. In particular, for people with difficulty traveling or having difficulty accessing technology, the ward union also arranged for youth union members to go to residential groups to directly support people or volunteer to take people to the ward's Public Administration Service Center to complete procedures. To ensure the quality of support, the ward union has coordinated with functional units to thoroughly train youth union members on administrative processes and procedures. At the same time, it also thoroughly taught youth union members to improve their sense of responsibility, warm and enthusiastic attitude to ensure the most effective and quickest support for people.

Thanks to the enthusiastic support of the Youth Union, many people who came to do procedures at the Quang Phu Ward Public Administration Service Center were quite satisfied. Ms. Le Thi Huong, a resident who came to do land procedures, said: "When I went to do the procedures, I was very worried because I was not familiar with performing operations on the phone. However, thanks to the enthusiastic guidance and responsibility of the Youth Union in implementing the processes and procedures, my documents were processed quickly and effectively. Therefore, I am very satisfied."

Being present at the Cam Thuy Commune Public Administration Service Center - an area with a large population of ethnic minorities, we can see more clearly the role of the Youth Union members in supporting people in handling administrative procedures. Secretary of Cam Thuy Commune Youth Union Tran Thi Thuy said: "Currently, nearly 50% of the population in the commune are ethnic minorities, so access to technology for people is still limited. To help people access digital technology , the Youth Union in the commune has arranged forces to take turns supporting at two locations: the Commune Administrative Service Center and the Commune Police Headquarters. At these locations, the Youth Union has actively supported and guided people to perform basic operations on computers and phones, install and use the VNeID application, electronic identification accounts, and guide people to register for procedures to receive social pension benefits... In addition, the Youth Union also actively "go to every alley, knock on every door" to "hold hands and show people how to do it", helping people access digital government in the fastest way. At the same time, propagate and disseminate the Party's policies and the State's laws to the people.

In fact, after the whole province went into operation under the 2-level local government model, the number of people coming to register for administrative procedures at the public administrative service centers in the communes and wards was very large. However, thanks to the enthusiastic support of the Youth Union in guiding people to perform the necessary operations and procedures, it has contributed to the local government to quickly, accurately, promptly and effectively resolve administrative procedures, responding to the satisfaction of the people. Identifying the activities of supporting the operation of the 2-level local government model and providing online public services as one of the key and most important activities of the 2025 summer youth volunteer campaign, based on the characteristics and operational situation of the local government, Thanh Hoa Provincial Youth Union has actively and proactively deployed the establishment of youth volunteer teams that are regularly on duty in communes and wards throughout the province to support the operation of the 2-level local government model and provide online public services at the grassroots level. At the same time, actively directing the grassroots youth unions to continue to improve the effectiveness of youth volunteer teams in supporting the people. Organize training for volunteers to master operations on the VNeID application, online public service portal, continue to effectively implement the movement "Digital Education for the People"... From there, the Youth Union can promote its role in supporting and accompanying the government and people at the grassroots level as well as towards building a digital government and digital society right at the local level.
