
Attending the event were more than 330 delegates who were leaders and civil servants in charge of work for people with meritorious services from the Department of Culture and Social Affairs of 168 communes, wards, and special administrative units, along with representatives of specialized departments under the Department of Home Affairs.

In his opening speech, Deputy Director of the Ho Chi Minh City Department of Home Affairs Pham Van Tuyen said that the training course aimed to standardize professional procedures and improve policy implementation capacity for commune-level civil servants - the force directly receiving and resolving regimes and policies at the grassroots level.
In the context of the implementation of the 2-level local government model, the workload is increasingly large and the responsibility is increasing, requiring the staff to constantly update their knowledge and improve their practical skills to serve the people effectively, accurately and in accordance with regulations.
According to Mr. Pham Van Tuyen, unifying procedures and updating new regulations will help limit errors in the process of receiving and processing documents; ensure the legitimate rights of meritorious people and their relatives, and at the same time improve service quality in a people-centered administration.

At the training session, Mr. Do Dang Khoa, Head of Policy Department - Department of People with Merits ( Ministry of Home Affairs ) disseminated the basic contents of the Ordinance on preferential treatment for people with meritorious services to the revolution and the documents guiding its implementation. At the same time, equipping knowledge and skills to handle practical situations for grassroots officials, especially localities that have just implemented administrative unit arrangement.

The training content also mentioned the process of receiving, appraising documents, and resolving policies for special groups of subjects such as: resistance fighters infected with toxic chemicals, their children, war invalids and sick soldiers; instructions on management, use of funds and payment of preferential allowances in accordance with regulations.
In particular, officials were introduced to new administrative procedures, digital transformation solutions, building a unified database and integrating administrative procedures on the public service portal. These contents aim to shorten processing time, improve efficiency in serving people, and contribute to spreading the spirit of "repaying gratitude" and "remembering the source of drinking water" in the community.
