
Accordingly, the Ho Chi Minh City People's Committee has just agreed on the detailed plan for component 3 of the investment project to build, renovate and upgrade National Highway 22 (from An Suong intersection to Ring Road 3). The project is implemented under the public-private partnership method (BOT contract).
According to plan, this project is expected to start construction in the third quarter of 2026 and be completed and put into operation from 2028.
To ensure progress, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc requested relevant departments, localities and units to focus on strictly performing assigned tasks, in which the Department of Construction is the focal point to urge and monitor progress.
If there are any difficulties or problems beyond its authority, the Department must promptly report to the Ho Chi Minh City People's Committee for consideration and direction of resolution.
Previously, the Department of Transport and Public Works of Ho Chi Minh City (now the Department of Construction) submitted a document to the People's Committee of Ho Chi Minh City regarding the issuance of a project plan. National Highway 22 will be expanded to 10 lanes, with a total investment of about 10,424 billion VND.
The Highway 22 expansion project consists of three sub-projects. Sub-project 1 is compensation, support, resettlement and relocation of technical infrastructure in the old Hoc Mon district, with a total capital of about 6,227 billion VND. Sub-project 2 is the relocation of infrastructure through the old District 12.
For these two component projects, the handover of land clearance boundaries will be completed in 2025. After that, Ho Chi Minh City will approve the compensation and resettlement plan and issue a land acquisition decision. Localities are assigned the task of handing over the cleared land to the investor in early 2026.
Component project 3 is to invest in the construction, renovation and upgrading of National Highway 22 under a BOT contract, with a total capital of about 4,190 billion VND.
The National Highway 22 expansion project is one of four gateway BOT projects approved by the Ho Chi Minh City People's Council with a total investment of nearly VND60,000 billion. When completed, the project will reduce traffic congestion, increase traffic connections between the Northwest of Ho Chi Minh City and Tay Ninh province, and promote socio -economic development at the city's gateway.
Along with Highway 22, Ho Chi Minh City People's Committee agreed on the plan to expand Highway 13.
Recently, the Ho Chi Minh City People's Committee has agreed on a plan to implement the BOT project to upgrade and expand National Highway 13 from Binh Trieu Bridge to the old Binh Duong border and assigned departments and branches to speed up the progress to resolve the persistent traffic jam at this gateway.
National Highway 13 is expected to start construction in the fourth quarter of 2026 and be completed and put into operation from 2028.
The project has a total investment of about 21,724 billion VND, of which state capital is more than 14,700 billion VND, mobilized capital is more than 7,000 billion VND. The scale of the road expansion from 4-6 lanes to 10 lanes, road width of 60m, design speed of 80km/h, combined with tree planting and technical infrastructure.
These expansion projects are supported by the people because the area has been overloaded for a long time, traffic jams are like "daily bread".
