Prime Minister requests to continue to speed up the giving of National Day gifts to people

Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 154/CD-TTg on accelerating the giving of gifts to people on the occasion of the 80th anniversary of the August Revolution and National Day September 2.

The telegram stated that by the end of August 31, some localities had implemented very actively, achieving high payment rates, however, some localities' implementation was still slow.

The Prime Minister requested the Chairmen of the People's Committees of provinces and cities and the Secretaries of provincial and city Party Committees to focus on leading and directing the organization of gift delivery to all people. The Prime Minister requested localities to immediately review the entire payment situation to people in their localities; closely coordinate with the Ministry of Public Security , the Ministry of Finance, the State Bank of Vietnam and relevant agencies and units to promptly remove difficulties and obstacles (if any); highly concentrate on organizing the delivery of gifts to people in a timely, convenient, safe, without omissions and without duplication, to be completed before September 2.

Ministers of the Ministries of Public Security, Finance and the Governor of the State Bank of Vietnam, according to their assigned functions and tasks, shall direct functional units to proactively disseminate and guide people and localities in implementing methods of transferring and receiving gifts (by bank transfer or directly); promptly handle arising problems, ensuring smoothness, safety and efficiency; closely coordinate with localities (especially at the commune level) to promptly deploy the transfer of gifts to people according to the set schedule and requirements.

Giving gifts to the people on the occasion of the 80th anniversary of the August Revolution and National Day September 2 shows the deep concern of the Party and State for all people, therefore requiring ministries, agencies and localities to focus highly on time and human resources, further enhance the sense of responsibility to organize and implement quickly, safely, ensure the right progress and requirements; be responsible to the Government and the Prime Minister for the implementation of assigned tasks.

On the occasion of the 80th anniversary of the August Revolution and National Day September 2 this year, the Government issued Resolution No. 263/NQ-CP to give gifts of VND 100,000/person, in cash, to Vietnamese citizens and people of Vietnamese origin whose nationality has not been determined but have been granted identity cards, are residing in Vietnam and have been collected, updated, and given personal identification numbers in the National Population Database, established by the end of August 30.

According to information from the State Treasury, as of the afternoon of August 31, about VND5,677 billion in September 2 gifts had been paid in cash to people. The amount paid via bank transfer (social security account integrated on VNeID) was about VND10 billion.

In total, more than VND5,687 billion was spent on people. This amount is equal to about 53.2% of the total planned expenditure (more than VND10,700 billion).

Hanoi, Nghe An and Thanh Hoa are the three localities with the largest payments. Of which, Hanoi has spent 576 billion VND (68%), Nghe An 425 billion (111%), Thanh Hoa 433 billion VND (101%). Some localities have a payment rate of less than 30% such as Cao Bang, An Giang, Vinh Long, Quang Ngai...

The State Treasury said that the authorities of 1,930 communes and wards (equivalent to 60% of communes and wards nationwide) received money and spent it to give gifts to people.
