According to information from the National Center for Hydro-Meteorological Forecasting, on the night of November 25, storm KOTO entered the eastern sea of the central East Sea, becoming the 15th storm in the East Sea in 2025.

At 7:00 a.m. on November 26, the storm center was at about 12.3 degrees north latitude - 118.3 degrees east longitude, with winds of level 8, gusts of level 10, and the possibility of further strengthening. From November 26 to 29, Da Nang will experience rain, heavy rain in some places, and cold weather at night and in the morning.

The City Civil Defense Command requested armed forces, departments, branches, People's Committees of communes, wards, special zones and related units to continue implementing the direction of the City People's Committee on flood response.

Regularly on duty, monitoring forecasts, warnings of natural disasters and promptly informing the people. Ensuring safety of people, vehicles and property in sea areas, islands, tourist spots, aquaculture and fisheries exploitation.

The city's Border Guard, Department of Agriculture and Environment, Coastal Information Station and coastal authorities informed ships of the location and direction of the storm; guided ships to escape from dangerous areas, ensured communication and strictly managed vessels going out to sea.

City police coordinate with forces to regularly be on duty at the anchorage area, ensuring security and order, fire prevention and fighting, and preventing fires and explosions while ships are taking shelter from the storm.

Maritime Port Authority checks the safety of cargo ships and transport ships when they anchor in Da Nang Bay.

Dam and reservoir management units inspect and monitor dams, promptly detect and handle incidents; closely monitor rainfall and water level developments in reservoirs, regularly report to superior management agencies; properly notify and inform downstream areas, and operate and regulate reservoirs in accordance with operating procedures approved by competent authorities.
