Promoting innovative finance for flood-adapted livelihoods

The project “Innovative Financing for Adaptive Livelihoods in Wetlands (IFIA)” was funded by the Climate Change Adaptation Fund (AF) and implemented by the International Fund for Agricultural Development (IFAD), aiming to enhance the resilience of vulnerable communities to the impacts of climate change (CC).

The project “Innovative Financing for Adaptive Livelihoods in Wetlands (IFIA)” was funded by the Climate Change Adaptation Fund (AF) and implemented by the International Fund for Agricultural Development (IFAD), aiming to enhance the resilience of vulnerable communities to the impacts of climate change (CC).

Project formation

The Mekong Delta is suffering from severe impacts of saltwater intrusion, drought and coastal erosion, threatening the livelihoods of thousands of coastal residents. In response, the IFIA Project is piloting the systematization and institutionalization of innovative financial instruments to support communities in building sustainable livelihoods and effectively protecting wetland ecosystems.

The project promotes cooperation between the private sector and small producers, develops new financial products for ecological aquaculture, ecotourism , etc. The project is chaired by the Vietnam Administration of Seas and Islands, in coordination with departments, sectors and social organizations, with two main components: Promoting innovative financial mechanisms for adaptive livelihoods; learning, replication and institutionalization.

IFIA aims to benefit 6,000 households, contributing to mangrove restoration, increasing resilience and improving income. The project is expected to become a pioneering model of climate change response in Vietnam's wetlands.

Representative of IFAD Fund, Ms. Anupa Rimal Lamichhane - Chief Expert on Environment and Climate Change, Asia -Pacific Department said: Since 1993, IFAD and the Government of Vietnam have cooperated to implement 18 projects and programs with more than 495 million USD, bringing direct benefits to 1.43 million rural people.

In Vinh Long, through the Mekong Delta Climate-Smart Agriculture Value Chain Development Project (CSAT), IFAD has effectively supported climate-smart water management activities, improved livelihoods and sustainable agricultural development, creating a solid foundation for model expansion. The new funding from the AF Fund for the IFIA project is an opportunity for cooperation between IFAD, the Government of Vietnam and Vinh Long.

IFIA is designed to complement and amplify the impact of CSAT focusing on wetlands, supporting community livelihoods through ecological aquaculture, ecotourism and innovative financing mechanisms engaging the private sector.

IFAD and AF Fund are committed to working with localities to synchronize activities between CSAT and IFIA, sharing tools, knowledge and practical experience, to accelerate disbursement, avoid duplication and maximize investment efficiency, aiming to improve rural livelihoods and conserve wetlands.

Expect positive change

Vice Chairman of the Provincial People's Committee - Nguyen Truc Son affirmed: Over the years, the province has continuously made efforts to develop rural areas, create sustainable livelihoods, and improve the material and spiritual life of the people. However, the ability to access finance of rural people, especially women, youth and poor households, is still limited.

The IFIA project was born to meet that practical need, opening up opportunities to access appropriate, fair and sustainable financial services; enhancing capacity, arousing the will to rise up and confidently change people's lives.

IFIA is an important milestone demonstrating the province's determination in developing sustainable agriculture and adapting to climate change. The province is committed to directing and closely coordinating with partners to effectively implement each component of the project.

At the same time, four key orientations were identified: Taking people as the center; strengthening institutional capacity and multi-sectoral coordination; promoting innovation and digital transformation in rural finance; sustainable development, harmonizing economic-social-environmental benefits.

The smart insect monitoring system successfully developed by Rynan Technologies Vietnam Joint Stock Company brings high economic efficiency to rice and fruit growing areas in the Mekong Delta.

Dr. Nguyen Thanh My - Chairman of the Board of Directors of Rynan Technologies Vietnam Joint Stock Company shared: This network is sponsored by IFAD Fund, coordinated and implemented through AMD and CSAT projects to support farmers in monitoring and managing pests in the fields accurately and promptly.

Monitoring stations operating with sensor technology and artificial intelligence are capable of attracting insects with light at night, recording images and data on the quantity and species of harmful insects and natural enemies.

Information is transmitted directly to the central management system, helping farmers, cooperatives and professional agencies to forecast pests early, adjust appropriate prevention measures, limit the use of pesticides, protect the environment and improve productivity.

From the initial results, IFAD has coordinated the expansion of 126 monitoring stations on rice and fruit trees, forming a regional-scale ecological monitoring network. In many pilot areas, the number of natural enemies has increased significantly, contributing to the suppression of pests and diseases and stabilizing the field ecology.

To date, 29 monitoring stations in the network have attracted and identified more than 430,000 insects, providing valuable scientific data for biological pest control. The model is considered an important step forward in building climate-resilient agriculture, linking technological innovation, rural finance and sustainable development.

The IFIA project kicks off the journey and hopes to innovate livelihood models, enhance community resilience, and promote green and sustainable economic development.
