(Dan Tri Newspaper) - General Secretary To Lam attended and delivered a keynote speech at the National Conference summarizing the work of Propaganda and Mass Mobilization in 2025 and outlining tasks for 2026.

On the morning of December 19th, the Central Propaganda and Mass Mobilization Department held a national conference to summarize propaganda and mass mobilization work in 2025 and to implement tasks for 2026.

The conference was conducted in a hybrid format, combining in-person and online participation, connecting to 35 provincial and city Party committee locations with a total of over 3,000 delegates, and 3,280 locations in communes, wards, and special zones nationwide with over 74,800 delegates.

According to the report of the Central Propaganda and Mass Mobilization Department, this year marks a significant turning point in propaganda and mass mobilization work as the Central Propaganda Department and the Mass Mobilization Department merged at all levels and officially began operations. In the context of a large workload and many new, difficult, and unprecedented tasks, the entire sector has simultaneously streamlined its organizational structure while ensuring smooth operation.

The new model is gradually proving effective, with clear roles, responsibilities, and accountability. The propaganda and mass mobilization systems at all levels have become complete, streamlined, professional, and modern.

In 2025, the Central Propaganda and Mass Mobilization Department proactively summarized practical experiences, conducted theoretical research, and focused on implementing 21 projects.

The entire sector has advised Party committees to issue numerous resolutions and thematic reports; organized thousands of conferences, seminars, forums, and political activities at the central and local levels to innovate and improve the quality of propaganda and research on Marxism-Leninism, Ho Chi Minh Thought, the Party's guidelines, and the State's policies and laws, especially the major directives of the Party and General Secretary To Lam on the new era, streamlining the organizational structure, and implementing breakthrough policies.

Scientific research has been intensified in a practical direction, closely aligned with reality, with many projects having high application value, affirming the research capacity, innovative thinking, and strategic advisory role of the sector in the new situation.

Inspection and supervision work has been strongly reformed, shifting from administrative and formal inspections to thematic, substantive supervision with a focus on key areas linked to major political tasks.

The report indicates that this year, preparations for the Party Congresses at all levels and the 14th National Party Congress have been implemented comprehensively and synchronously.

The process of soliciting public feedback on the draft documents for the 14th National Congress of the Party became an unprecedentedly large-scale and profound political activity. In just one month, from October 15th to November 15th, nearly 5 million cadres, Party members, and citizens participated, contributing nearly 14 million heartfelt and responsible opinions to the Party's draft documents.

The online contest to learn about the National Party Congresses, held from November 10th to November 30th, attracted nearly 2 million participants, further spreading the people's faith, political awareness, and spirit of solidarity towards the 14th National Party Congress.

"These figures clearly demonstrate the leading, connecting, listening, and responsive role of the propaganda and mass mobilization sector in promoting the people's right to self-governance, while creating social consensus on the Party's strategic decisions," the report of the Central Propaganda and Mass Mobilization Department emphasized.

Furthermore, the research, study, understanding, dissemination, and implementation of the Party's resolutions, directives, conclusions, and regulations have continued to be innovative, creative, and of higher quality and effectiveness compared to the previous period. A notable point is the strong shift from one-way propaganda to open learning, discussion, and dialogue, combined with visual exhibitions. The application of digital technology has been promoted, with the use of electronic learning materials, social opinion databases, and the operation of the propaganda and mass mobilization information system on mobile devices to enhance interaction and expand access to resolutions.

The study and emulation of Ho Chi Minh's ideology, ethics, and style continue to spread widely throughout society. Excellent models and innovative approaches in learning from him are being replicated. Many exemplary individuals have been discovered and commended, creating a positive ripple effect.

The work of protecting the Party's ideological foundation and combating erroneous and hostile viewpoints has been implemented comprehensively, decisively, proactively, and systematically, clearly demonstrating the fighting spirit and core role of the Propaganda and Mass Mobilization sector.

In particular, this agency advised the Politburo to specifically stipulate that protecting the Party's ideological foundation and combating harmful and toxic information is an official and direct task of Party committees at all levels, which must be regularly led and organized. Through this, a coordination mechanism was promptly established between the standing agencies of the Steering Committee 35 at all levels, and guidance was provided on the establishment and operation of the Steering Committee 35 at the commune, ward, and special zone levels, in accordance with the two-tiered local government model.

Furthermore, according to the report, journalistic and publishing activities continued to be implemented comprehensively, proactively, and creatively, closely adhering to the political tasks of the Party and the State.

"The revolutionary press system has played its role and fulfilled its mission, creating a mainstream, leading, and guiding the formation of positive public opinion, arousing patriotism; promptly disseminating and strongly spreading important articles, speeches, and messages of General Secretary To Lam," the report stated.

Key directions and tasks for 2026

Regarding key tasks for 2026, the Central Propaganda and Mass Mobilization Department stated that it will continue to raise awareness of the importance of Party building in terms of politics, ideology, and ethics; placing political, ideological, and ethical work as a central and ongoing task.

Besides proactively and diligently fulfilling tasks serving the 14th National Congress of the Party, the Central Propaganda and Mass Mobilization Department will direct and guide propaganda, press, and publishing activities related to the 14th National Congress of the Party. It will strengthen the fight against harmful and divisive information from hostile and reactionary forces, enhance internal political security, protect state secrets, enforce discipline in speech, and strictly handle violations.

Simultaneously, this agency will comprehensively implement the study and learning of the documents of the 14th Party Congress; organize extensive political activities to study, research, understand, and disseminate the Resolution of the 14th Party Congress, ensuring it is properly oriented, creative, and effective.

The Central Propaganda and Mass Mobilization Department will also complete on schedule and ensure the quality of the projects assigned to the Politburo, the Secretariat, and Party committees at all levels in 2026. It will proactively propose new, difficult, and strategic issues such as the "Strategy for the Party's Ideological Work in the Context of Digital Transformation"; "Regulations on Political and Ideological Work within the Party"; and the project commemorating major national holidays and important historical events in the period 2026-2030, with a focus on the 100th anniversary of the founding of the Communist Party of Vietnam.

The Central Propaganda and Mass Mobilization Department will proactively and promptly grasp, resolutely refute, and counter the false and reactionary arguments of hostile forces in society and on the internet, firmly protecting the ideological foundation of the Party.

Focus on widely disseminating the Resolution of the 14th National Congress of the Party and the Party's strategic decisions; and the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.

Develop programs and plans for organizing important commemorative events of the Party and the country, encouraging and motivating the entire Party, people, and army to resolutely implement the Resolution of the 14th Party Congress successfully.

Promoting the development and implementation of national values, cultural values, family values, and Vietnamese human standards will become the intrinsic strength of sustainable development, achieving double-digit growth targets and continuously improving the material and spiritual lives of the people.

Furthermore, the entire sector will promote the supervisory role of the Vietnam Fatherland Front and socio-political organizations, strengthen democracy and transparency in social management, and protect the legitimate rights and interests of the people. It will effectively implement grassroots democracy regulations; disseminate exemplary models and best practices; and promote the "Skilled Mass Mobilization" movement in conjunction with patriotic emulation movements and socio-economic development. It will proactively monitor the situation of ethnic groups and religions, and the thoughts and aspirations of ethnic minorities and religious communities.

"Improving the organizational structure and consolidating staffing to meet the requirements of tasks under the two-tiered local government system; strengthening the training and development of cadres, ensuring clarity of personnel, tasks, and responsibilities," the report from the Central Propaganda and Mass Mobilization Department stated.

Within the framework of the conference, delegates heard a report on the digital ecosystem in the Party's propaganda and mass mobilization work. Accordingly, the overall digital ecosystem of the sector is being implemented with a spirit of learning and improving simultaneously, ensuring synchronization, effectiveness, safety, and ease of use for the entire sector.

It is expected that by the end of the first quarter of 2026, the ecosystem will be fully connected and will comprehensively utilize all databases serving propaganda and mass mobilization work.
