On the morning of November 22, General Secretary To Lam and a high-ranking Vietnamese delegation visited and delivered a speech at the National University of Malaya (Malaysia).

Also attending, on the Malaysian side, were Minister of Science , Technology and Innovation Chang Lih Kang; the Board of Directors of the National University of Malaya and the school's lecturers and students.

In his welcoming speech, Professor Dr. Dato Seri Noor Azuan Abu Osman, President of the University of Malaya, expressed his honor to welcome General Secretary To Lam to the University of Malaya, the oldest and most prestigious university in Malaysia; affirming that the visit and speech of General Secretary To Lam have special significance, demonstrating the increasingly deep connection not only between the two countries but also between academic and cultural institutions. The University of Malaya is ready to play an important role in this relationship, becoming a bridge for sharing knowledge, research and innovation, contributing to the common commitment to promoting cooperation for global prosperity.

Speaking at the University of Malaya, General Secretary To Lam expressed his honor to visit and speak at the prestigious university, which is not only a symbol of Malaysian education but also one of the leading knowledge centers in the Association of Southeast Asian Nations (ASEAN) region. With a history of more than 100 years, the National University of Malaya has become the cradle of many generations of outstanding talents, including Prime Minister Anwar Ibrahim and four other Prime Ministers of Malaysia. The university's pioneering achievements in training and research not only contribute to the sustainable development of Malaysia but also bring practical values to the entire ASEAN region, in fields ranging from technology, medicine, environment to international research.

The General Secretary shared his impressions of the achievements that Malaysia has made and the major orientations and plans that the Malaysian Government has set out and is implementing. These are long-term development strategies that are breakthroughs, have great vision and ambition, with the goal of making Malaysia one of the 30 largest economies in the world within 10 years, one of the regional "locomotives" in innovation, creativity, high-tech products and green development.

Sharing about the great and historic achievements that Vietnam has achieved after nearly 40 years of renovation under the leadership of the Communist Party of Vietnam and the development orientations in the coming time, the General Secretary emphasized that Vietnam's development path cannot be separated from the world and the region.

Vietnam cannot achieve its development goals without clear international solidarity, valuable support and effective cooperation from the international community, including Malaysia and ASEAN partners.

Throughout most of the development journey of the two countries, Vietnam and Malaysia have accompanied, cooperated, shared and grown together. Trade between the two countries has originated long ago in history.

Malaysia and relations Vietnam-Malaysia always occupy a leading position in Vietnam's foreign policy. As peoples who have lived and developed for a long time in Southeast Asia, Vietnam and Malaysia share great strategic similarities.

The two countries deeply understand the value of independence, freedom, sovereignty and territorial integrity, having suffered the consequences of colonialism together.

The two countries have diverse cultures, rich in identity, multi-ethnicity, and value unity in diversity, increasingly promoting values in the new development context.

The two countries share an open worldview, are ready to cooperate internationally, and absorb the quintessence of humanity on the basis of equality and mutual respect; and both value international trade and connections, and promote trade, investment and technology.

In a volatile world, Vietnam and Malaysia share strategic interests and common views on many international issues, including issues of mutual interest, such as ensuring the strategic autonomy of each country and ASEAN in a volatile world, limiting the negative impacts of strategic competition between major powers, and ensuring the development space of the two countries.

As both members of ASEAN and the Non-Aligned Movement, the two countries have a harmonious and appropriate approach to foreign affairs, not choosing sides but choosing what is best for the peace, security and development of each country and the whole region, based on international law. Vietnam is always optimistic about the future of ASEAN and proactively and wholeheartedly contributes to the strength of the organization. Since joining in 1995, Vietnam has always actively participated in and contributed to the community's initiatives and action programs.

Over the past 30 years, joining ASEAN has always been a strategic priority and top choice for Vietnam with a clear awareness that ASEAN is a strategic space, contributing to creating a favorable situation, maintaining a peaceful, secure, stable and developing environment for Vietnam.

General Secretary To Lam believes that the newly established Comprehensive Strategic Partnership framework will open a new era of development in the bilateral relationship, effectively supporting and complementing the development path for peace, stability and prosperity of each country and the whole region.

In 2025, Malaysia will assume the role of ASEAN Chair, and Vietnam believes that ASEAN will make important strides towards a prosperous, united and developed community. Vietnam is strongly committed to accompanying Malaysia and ASEAN on this journey.

General Secretary To Lam said that to realize that vision, the role of young intellectuals, researchers and students is becoming more important than ever. Vietnam and Malaysia share the view of putting people at the center of development. Leaders of the two countries through generations have always considered education, training, scientific research and technology as the foundation of development. The National University of Malaya is a symbol of those efforts in Malaysia.

Vietnam considers education and training a national policy, prioritizing investment for development, ahead of other fields; considering human resource development as one of three strategic breakthroughs.

Looking at the region at large, education and training is the driving force and foundation for ASEAN and each member country to rise up in a turbulent world. The training and research centers of the region, including the National University of Malaya, will help shape the future of the region, making an important contribution to peace, stability, prosperity and development not only in Southeast Asia.

On this occasion, General Secretary To Lam answered a number of questions from lecturers and students of the school related to Vietnam's foreign policy.

At the Data Center, Deputy Minister of Digital Malaysia Wilson Ugak Anak Kumbong welcomed and invited General Secretary To Lam and the delegation to visit, survey the Center and listen to a report on Malaysia's digital transformation.

The Malaysia National Data Centre, built in 2019, is a business solutions provider for enterprises and the public sector, a green and carrier-independent data centre that serves as a regional hub for high-value managed services. These services include cloud computing, virtualization, workspace and collaboration, as well as high-speed broadband connectivity to serve enterprise customers, especially in Malaysia and the Southeast Asia region.
