Vietnam Airports Corporation proposes to collect ETC fees at airports

The Airports Corporation of Vietnam (ACV) has just sent a document to the Ministry of Transport regarding the implementation of cashless toll collection and automatic non-stop toll collection at airports.

Specifically, in a document sent to the Ministry of Transport, ACV said that recently, the company has worked with units providing non-stop electronic toll collection services.

Accordingly, technically, the use of RFID (Radio Frequency Identification) technology to implement non-stop toll collection at airports can be applied along with the current toll collection methods that ACV is implementing.

However, in terms of law, ACV leaders said that the implementation of non-stop toll collection at airports is facing difficulties due to regulations on toll collection accounts in Decision No. 19/2020/QD-TTg of the Prime Minister and Circular No. 45/2021/TT-BGTVT of the Ministry of Transport regulating the operation of road toll stations.

Specifically, the toll account (also known as the traffic account) is specified only to pay for road use services in non-stop electronic form.

From here, ACV proposes that the Ministry of Transport and the Vietnam Road Administration approve the implementation of cashless collection, non-stop automatic collection (ETC) and provide guidance on legal procedures related to the use of the above traffic accounts at the airports that ACV is managing and operating.

In addition, ACV said it has reviewed the impact assessment, related legal regulations and reviewed the practice of the toll collection system. At the same time, it has completed the survey, developed a plan for equipment installation, connected the non-cash and automatic non-stop toll collection system (ETC), basically completed the technical solution for equipment installation, and is ready to implement the pilot collection at airports under ACV.

Previously, the Vietnam Road Administration had sent a document proposing the Ministry of Transport report to the Prime Minister to allow non-stop electronic toll collection service providers to pilot the expansion of non-stop electronic toll collection services at Noi Bai and Tan Son Nhat airports for 6 months.

According to this agency, the pilot is based on ensuring social benefits and project efficiency according to the provisions of Decision No. 19/2020/QD-TTg of the Prime Minister. At the same time, it increases utilities, creates convenience for service users, promotes the effectiveness of investment in the non-stop electronic toll collection system, as well as has a basis for assessment and completion of the legal corridor to ensure suitability, strictness, efficiency, and compliance with legal regulations.

"Based on the implementation process and results of the pilot non-stop electronic toll collection at Noi Bai and Tan Son Nhat airports, the Ministry of Transport will assess the impact and review, research, propose and recommend appropriate, strict, effective and legal handling solutions. The Vietnam Road Administration will propose to adjust and supplement Decision No. 19/QD-TTg at the same time as the pilot implementation process," said the Vietnam Road Administration.
