Credit growth target of 15% is feasible

Deputy Governor of the State Bank of Vietnam Dao Minh Tu: In 2024, at the beginning of the year, the economy encountered some difficulties, but in general, up to now and with nearly 1 month left to the end of the year, the credit story has been resolved positively. Credit growth is very compatible with the overall growth of the entire economy, credit is closely linked to supporting businesses as well as ensuring inflation control for the whole year of 2024. With the current credit growth rate, we can ensure the completion of the growth target of the entire economy set at the beginning of the year.
As of November 29, credit growth reached 11.9% and as of today (December 7), we have achieved 12.5% credit growth. This figure is quite positive compared to the same period in 2023, at this time last year it only increased by 9%. The total outstanding debt of the economy is about 15,300,000 billion; capital mobilization has also reached about 14,800,000 billion and the growth rate of outstanding debt is higher than capital mobilization. This shows that in addition to capital mobilization from commercial banks, the State Bank also has actions to adjust and support capital for commercial banks through policy management tools.
Why is credit growth faster this year than last year? It can be seen that our economy has been and is having many advantages, achieving many achievements in all fields: Export growth is high, enterprises in general have restored production and business activities, the general investment environment has been favorable...
In addition, the active and synchronous management from the central to local levels, especially from the Government and the Prime Minister, from industry economics to macroeconomics, and the harmonious fiscal and monetary policies help businesses boldly invest, borrow capital, and increase the economy's ability to absorb capital.
The decisive role in this credit growth is due to the management measures of the State Bank. Right from the beginning of the year, we set a credit growth target of 15% and have managed it strongly despite the impact of storm No. 3. If storm No. 3 had not affected, this year's credit growth could have been higher than this figure.
The State Bank has been proactive in its management, and commercial banks are completely proactive in determining limits according to the capital needs of the economy and their own capacity. Any bank that has run out of its assigned limit at the beginning of the year is proactive in increasing the limit without waiting for the State Bank to notify as in previous years.
Resources and mobilized capital this year are also guaranteed to be in harmony, and output interest rates have decreased positively. Up to now, compared to the beginning of the year, the average lending interest rate has decreased by 0.96% - this is also the reason to help businesses reduce input costs and actively invest.
The State Bank also removed many difficulties in procedures and regulations and especially had a debt deferral mechanism after storm No. 3.
It can be seen that these policies in 2024 have really been effective and businesses have also received these policies positively, contributing to solving production and consumption problems. Credit for real estate and securities, although still tightly controlled risks, creates conditions for these two sectors to flourish.
So can we achieve the growth rate of 15%? I would like to answer that 15% is the guiding figure in management, with the current credit growth rate and the fact that the end of the year is always the time for active disbursement, I believe that we can achieve the credit growth target of 15%.

Deputy Minister of Planning and Investment Tran Quoc Phuong: The content that the Deputy Governor of the State Bank has just shared is a very good signal, the target of 15% credit growth this year is likely to be achieved. This is one of the very good stimulating factors compared to economic growth in 2024. That is to say, we see that from now until the end of 2024 there is only one month left. Therefore, the solution to complete the goals is nothing other than accelerating all the solutions that have been proposed since the beginning of the year. From the resolutions and inter-sectoral directions of the Government and the Prime Minister, we must implement them in the last month with the highest intensity and level possible to reach the finish line in the best way.
The content of the Socio-Economic Report of the Ministry of Planning and Investment submitted to the Government this morning stated that most of the forecasts of international organizations on Vietnam's economic growth in 2024 have increased compared to what they forecasted at the beginning of the year or in the middle of the year. This is a very objective comment of international organizations. Of course, the level of forecast of each organization will be different. The socio-economic management scenario reported by the Ministry of Planning and Investment to the Government in the third quarter shows that in the last quarter of 2024, if there are no major fluctuations such as storms, floods or negative impacts from the outside, we have the basis to achieve a growth rate of 7% in 2024.
Reviewing all growth drivers between now and the end of the year, we see opportunities to further increase growth.
First, about exports: The current export market signal is relatively good. Not only will orders return to businesses in 2024, but up to now, the increase in exports is at a very good level. A little more effort can increase growth.
Second, in terms of investment, foreign investors and experts all assess that when the investment market in the world is gloomy, foreign investment in Vietnam is very good. This is what we are confident in saying that our investment momentum in 2024 is very positive, contributing to the overall growth of the year.
Here, we must evaluate another aspect, which is domestic investment, through the business registration index of Vietnamese enterprises. Recent months have shown that the number of newly registered enterprises has increased again. From there, we can confidently assess that economic confidence and prospects, as well as economic management by the Government, enterprises and investors, have not only recovered but also increased. We can trust in the investment momentum until 2024.
Finally, the consumption motivation. We hear somewhere about the invasion of consumption, online shopping, electronic shopping by foreign companies. We are worried about the lack of revenue from these activities. However, in the domestic market's consumption of goods, we see positive signs but the increase has not met expectations. Hopefully, at the end of the year, there will be important industries in our country that can impact the increase in domestic consumption. We can take advantage of people's spending opportunities at Christmas and New Year.
Regarding tourism, the data shows that the increase in Vietnamese tourists in November was very good, with more than 1.5 million tourists coming to Vietnam. To reach the target of more than 8 million tourists in 2024, there are about 2 million more tourists from now until the end of the year. This is the target that the tourism industry needs to strive for, with a little more effort, we will achieve the target of 8 million tourists.
I believe that with the great efforts of all levels and sectors, along with the correct solutions proposed from the beginning of the year until now, we will increase the level and intensity of implementation in the last month, not only can we achieve the expected target of 7%, higher than the target assigned by the National Assembly, but we can also achieve a little higher than 7%. This is the growth result of 2024 and we have complete hope.
Regarding 2025, the National Assembly has issued a Resolution on the socio-economic development plan for 2025. It sets an economic growth target of 6.5-7%. We strive to achieve 7-7.5%. The Prime Minister has directed more strongly, boldly setting a target of 8% for 2025.
We have a basis to talk about this goal, because the continuation of the growth momentum from 2024 can lead to 2025, the last year of the 2021-2025 plan. At the same time, there are many new factors with fundamental changes, especially institutional changes approved by the National Assembly at the 8th session with many laws passed. The major change in these laws is breakthrough thinking, removing difficulties, simplifying administrative procedures. The great idea of the laws is to remove bottlenecks and obstacles.
These laws will take effect from the beginning of 2025, a point that can stimulate growth by releasing long-standing stagnant resources, contributing largely to growth from 2025. With the Government's strong determination, the Prime Minister has directed to strive for an 8% increase. This is also a step to prepare as the General Secretary stated: We are ready to enter a new era, an era of national growth. Obviously, with this noble goal of the Party and the State, economic growth will certainly be an extremely important issue. The growth rate must be even higher for us to achieve the goal of 100 years of the founding of the Communist Party of Vietnam by 2030, becoming a developing country with an upper middle income in the world and a modern industrial base.

The policy here must be very fundamental and comprehensive, ensuring a correct assessment of the impact to have a political and legal basis for implementing the arrangement.
This is a very big issue, so to implement it, the Ministry of Home Affairs is following the process. We are currently drafting a draft, then asking for opinions from the Government Party Committee and the Government Steering Committee on the arrangement. After receiving opinions from the Government Party Committee and the Government Steering Committee, we will submit it to the Central Steering Committee and the Politburo for opinions. After receiving opinions from the Politburo, we will submit it to the Government for approval according to the shortened process so that the policy can be implemented immediately after synchronizing with the arrangement projects. The Ministry of Home Affairs and the Ministry of Labor, War Invalids and Social Affairs have agreed on the plan yesterday. Second, ensure the principle of mutual consent. When civil servants, public employees, and workers want to quit according to this policy, they must have the desire and consensus of the head of the agency or unit.
So the policy must be fundamentally and methodically calculated, achieving the goal of streamlining the apparatus, while restructuring and improving the quality of the staff and civil servants. After this policy, we will truly have a staff and civil servants with adequate qualities, qualifications and capacity to meet the requirements of the new apparatus after the reorganization. That is the task set for the Ministry of Home Affairs during this time.
Regarding the remaining matters related to the arrangement and organization of the apparatus, the Ministry of Home Affairs will work with the ministries to develop plans and submit them to competent authorities for consideration from now until the end of December. At the same time, many tasks will be carried out after the approval of these projects, related to headquarters, people, etc., to ensure that work is not interrupted, does not affect socio-economic development, and ensures a continuous, smooth, synchronous, and effective administration.

Please tell us what is the roadmap for implementing this Project? What are the advantages and challenges when restarting the Nuclear Power Project? What is the total estimated investment capital? What are the biggest benefits when re-implementing this Project?
Deputy Minister of Industry and Trade Nguyen Sinh Nhat Tan: On November 30, the National Assembly passed a Resolution with the policy of continuing to implement the Ninh Thuan nuclear power project, and also conducting research on nuclear power development programs.
Regarding the Ninh Thuan nuclear power project, the Ministry of Industry and Trade has researched, reviewed, and reported to the Government and competent authorities, based on the central government's approval in principle, and recently the National Assembly has also agreed on this content. The issue is how we organize and implement it. The Government has assigned relevant ministries and branches and the Ministry of Industry and Trade to preside over the research and report to the Government. There are several important contents.
First of all, we must perfect the legal system. It is gratifying that at the recent session of the National Assembly, the National Assembly passed the revised Electricity Law, which includes provisions related to the development of nuclear power. In addition, this week, the Government meeting approved the plan and will report to the National Assembly to amend the Law on Atomic Energy, which is also a basis related to basic content issues, technology issues, and safety issues in the development of nuclear power. With such a corridor, there is basically a full legal basis for implementation.
Along with that, there are other legal systems related to investment, construction, safety, environmental protection, etc. All such legal bases are sufficient for us to implement.
Second, the Ministry of Industry and Trade has consulted with the Government and the Prime Minister to establish a Steering Committee for the construction of nuclear power plants and a Working Group to continue to launch the nuclear power program in Vietnam. The Steering Committee is expected to be headed by the Prime Minister and a Deputy Head who is a Deputy Prime Minister. In addition, members will include Ministers of relevant sectors. The Working Group will follow the direction of the Steering Committee and is expected to include representatives of relevant ministries and sectors, and especially the participation of experts and scientists on nuclear power development. The Head of the Working Group will be the Minister of Industry and Trade. That is the institution for us to deploy and implement.
In addition, to be able to implement, the Ministry of Industry and Trade will soon submit to competent authorities to adjust, amend and supplement the Power Plan VIII. This is a basic legal basis in the issue of concretizing the policy of the National Assembly and the Central Government.
We will also recommend to the competent authority to select an investor in the implementation of the nuclear power plant. The selection of an investor is a very important content, because this is a very special subject that organizes the implementation of the entire related process, from research, proposal, construction and operation of the power plant.
A basic but also very important point related to the locality. We have asked the leaders of Ninh Thuan province to study and soon create conditions for a clean site as well as create consensus among local people to facilitate the implementation of the nuclear power project in Ninh Thuan. That is the roadmap as well as the process and method of implementation.
In terms of advantages, basically, a very high consensus has been reached, so there are many advantages. During the implementation process, this project was actually considered, had a policy, but then was temporarily suspended for some objective reasons and now it is continuing to be implemented. Therefore, there has been a certain preparation process. That is a very big advantage.
Besides, there are also some challenges. It is a matter of choosing technology, it is about ensuring safety and it is about whether there is a possibility of an accident. There is another challenge that if we can achieve it, we will be very confident. It is the recommendations of international organizations and especially the recommendations of the international atomic energy agencies. This is a common standard.
We are absolutely confident that we will be able to do this step by step, carefully. Technology is very advanced now, there are many new technologies and safety is getting higher and higher.
As for determining the total investment, it depends on many factors. Currently, we have a preliminary estimate that the figure is not exact but it will certainly be in the billions of dollars. It also depends on the scale, location, technology requirements and safety requirements.
As for the biggest benefit, we have a lot of benefits. But in general, there are 3 benefits:
Firstly, we create a clean, basic energy source that meets the current dual standard in the trend of developing green energy and renewable energy. Without basic energy to meet, serve, and rebalance the power source, it is very dangerous. Therefore, with the development of nuclear power along with other clean, green power sources, this is a good condition to ensure benefits related to energy security as well as meet the dual standard of being both basic and green and clean.
Second, there is a safe source of energy to serve socio-economic development, not only in Ninh Thuan but also in the surrounding areas and to meet the needs of the whole country. Even in the future, with the strong development of renewable energy, clean green energy, we also aim for export.
Third, create motivation for us to have a high technology and science, especially atomic energy science. This is a fundamental science and will develop in the future, bringing with it an entire industry as well as high-quality human resources to develop the country.
According to many experts, in the draft university admission regulations, controlling the early admission quota to no more than 20%, the remaining 80% for the general admission will create more fairness for candidates. Through the process of implementing the admission regulations, we have monitored and listened to the opinions of experts, those directly involved in the admission and training of schools, departments, education management, etc. We want to adjust the admission regulations based on rules. Yesterday, we also held a very frank and open discussion with the participation of about 50 experts - those who directly work in admissions and training at higher education institutions, those with many years of experience (10-20 years); Directors, Deputy Directors of Departments of Education and Training, those who directly manage teaching and organizing teaching for high school students. The opinions of experts and insiders are in full agreement with the draft of the Ministry of Education and Training, which adheres to the principles of fairness, quality and efficiency.
We would like to analyze a little more the necessity and impact of this amendment.
The starting point of the early admission is about 6-7 years ago. Previously, general admission after the children had high school graduation exam results. Since 2017, there have been a number of early training institutions with academic records and some other achievements of students. When an early admission training institution is like the race, one work facility, other training institutions cannot stand still but also have to plunge into that competition. All of the same hard work, from the training institution, must be prepared from the beginning of the year for enrollment, records, admission and students in grade 12 also rushed to run certificates, make records, and teachers must confirm paperwork ... to collect enrollment. All hard but effective. Every 8 aspirations for admission (in early admission), there is only 1 desire for admission; Or there are 2 candidates who have been admitted early, then after 1 child enrolls.
When the admission is made independently of each school, and when the Ministry conducts a common admission system, you can choose the aspirations to enter schools and sectors, it will produce virtual stories. The general ratio is so, but each school and industry cannot predict the virtual ratio that leads to psychological schools that want to be admitted early to meet the targets or have many early admission criteria, resulting in the determination of unsure and normal admission benchmarks that will have to be low to be able to recruit more, unable to forecast the matriculation rate and very large virtual rate. We have seen the last few years, the benchmark in the general sector soared. There are 25 points of matriculation in this industry but finally the benchmark of the next admission is 26 points, while the early admission, the candidate for admission soon was already admitted. From unfairness leads to unsecured quality.
Because early admission, students who have not completed the high school graduation program have already been admitted, which also creates unfair. Those who have the opportunity to study early, learn before completing the first semester program but most of them have to complete the program until May. Thus, the admission score based on their academic results is uneven, also creating injustice.
And the negative impact on teaching and high school is that many children have psychological admission so they do not care about studying anymore, to class just to sit and play. Many of the 10th grade students are almost assured of matriculation and do not focus on comprehensive study, studying subjects really necessary for later training. Therefore, the quality of general education has a negative impact, leading to the quality of university training later, when they are not prepared well.
From those shortcomings, the Ministry has been drawn from practice for many years, listening to direct opinions from insiders to adjust. When reducing the rate of admission early, only those who really have superior capacity will be recruited directly. They focus on the general admission to ensure fairness, quality as well as efficiency and favor.
Yesterday's opinions of experts and insiders really agreed with this draft, even many delegates asked to quit the admission early. We will consider this, whether 20% or quit the admission early to combine in the same time. The Ministry of Education and Training has also prepared a database of school transcripts, high school graduation scores, competency assessment scores, thinking of thinking ... of the schools. In order to have a grounds to resolve this case, the investigating agency has required the inspection council of 16 provinces to assess property with 413 projects in the area.
