Deputy Prime Minister Ho Duc Phoc signed Decision No. 1402 allocating additional medium-term public investment funds from the central government budget, drawn from the general reserve of the medium-term public investment plan for the 2021-2025 period, corresponding to the increased central government budget revenue in 2022 and 2023; and assigning the central government budget estimates and capital plans for 2025 to ministries and localities.

According to the decision, the Prime Minister allocated 1,201 billion VND from the central government budget for public investment in 2025 to Can Tho city, sourced from the increased central government revenue in 2021.
In addition, the medium-term public investment plan for the period 2021-2025, funded from the general reserve of the medium-term public investment plan for the period 2021-2025 from the central government budget, will be allocated correspondingly with the increased central government revenue in 2022 and 2023 as follows:
An additional VND 12,090.81 billion in the medium-term public investment plan from the central government budget for the period 2021-2025, corresponding to the increased central government budget revenue in 2022 and 2023, has been allocated to the Ministry of Construction and the localities of Ha Giang , Tuyen Quang, and Vinh Long.
The list of projects and the amount of central government budget capital for the medium-term public investment plan for the period 2021-2025 for each project using increased central government budget revenue in 2022 and 2023, which have completed investment procedures, has been submitted to the Standing Committee of the National Assembly in submission No. 455.
A detailed report on the allocation plan results must be submitted before July 1, 2025.

Within 2 hours of receiving the electronic social insurance application from an agency, organization, or individual, the Ministry of Finance will send an acknowledgment slip and a scheduled date for processing via email to the agency, organization, or individual participating in electronic transactions in the field of social insurance.
Electronic transactions in the social insurance sector are not dependent on administrative boundaries.
Organizations, institutions, and individuals conducting electronic transactions in the field of social insurance must ensure the following conditions: They must have an electronic identification account in accordance with the law on electronic identification and authentication; and they must possess a valid digital signature certificate issued by a digital signature certification service provider or other electronic signatures as prescribed by law.
Adjust, reduce, and simplify the paperwork and procedures for social insurance implementation, shifting from paper-based transactions to electronic transactions.

Deputy Prime Minister Tran Hong Ha signed Decision No. 18, which stipulates the procedures for approving partial adjustments to urban and rural planning approved by the Prime Minister and prepared by provincial People's Committees.
According to the decision, the provincial People's Committee is responsible for preparing the dossier for localized adjustments to the planning or delegating this responsibility to specialized agencies or other administrative organizations under its People's Committee.
The preparation of local planning adjustment documents can be carried out independently or by selecting a consulting organization that meets the requirements stipulated in the Law on Urban and Rural Planning 2024, while ensuring the independence between the preparation, appraisal, and approval of local urban and rural planning adjustments.

The components and content of the dossier for local adjustments to urban and rural planning shall comply with the regulations of the Ministry of Construction on planning task dossiers and urban and rural planning dossiers.
The deadline for reviewing applications for local adjustments to urban and rural planning is no more than 20 days from the date of receipt of all valid documents as prescribed.
The decision states that all contents of local adjustments to urban and rural planning must be publicly disclosed, except for those contents related to national defense, security, and state secrets.
No later than 15 days from the date of approval by the competent authority, local adjustments to urban and rural planning must be posted on the Vietnam Urban and Construction Planning Information Portal (http://quyhoach.xaydung.gov.vn) and publicly announced through the forms prescribed in the Law on Urban and Rural Planning 2024.
This decision will take effect from July 1, 2025.
The little girl suffered liver damage and severe respiratory failure due to dengue shock.
According to news from the City Children's Hospital on June 29th, they recently saved the life of a 5-year-old girl, D.TLH, from Binh Phuoc province, who suffered from severe dengue shock accompanied by liver failure, gastrointestinal bleeding, and respiratory failure.
Upon taking the medical history, it was noted that child H. had a continuous high fever for 2 days. On the 3rd day of the illness, the child exhibited abdominal pain, vomiting brownish, clotted fluid, black stools, and cold hands and feet, so the family took the child to the local hospital with a diagnosis of severe dengue shock on day 3.

Despite intensive treatment and intravenous fluid therapy to combat shock according to protocol, the child's condition worsened, leading to transfer to the City Children's Hospital. There, the patient was diagnosed with severe dengue shock, liver damage, gastrointestinal bleeding, and severe respiratory failure.
The child received intensive treatment including high-molecular-weight fluids, albumin, and vasopressors, along with non-invasive mechanical ventilation, intubation, and peritoneal drainage to reduce pressure. After nearly 10 days of treatment, the patient was weaned off the ventilator, was alert, and had good liver and kidney recovery.
Following this case, doctors advise that during the rainy season when mosquitoes thrive, parents should proactively eliminate mosquitoes and larvae, sleep under mosquito nets, and wear long clothing to prevent illness. If a child has a high fever for more than two days accompanied by symptoms such as restlessness, lethargy, abdominal pain, vomiting blood, cold hands and feet, and black stools, they should be taken to the hospital immediately.
According to a report from the Ho Chi Minh City Center for Disease Control, in the most recent week of June, the city recorded 507 cases of dengue fever, a 50.9% increase compared to the average of the previous four weeks. The total number of dengue fever cases accumulated from the beginning of 2025 to week 25 is 9,571.
