One of the projects that has faced numerous long-standing obstacles is the urban development project along Road 188 in Mao Khe Ward, invested in by Tan Viet Bac Infrastructure Construction and Mining Investment Joint Stock Company. This large-scale project, launched in 2008, requires land clearance of up to 165,000 m², affecting nearly 300 households. Despite being operational and with infrastructure largely completed, the project has been unable to finalize its settlement for many years due to unresolved issues with two households who have not agreed to hand over their land, preventing the construction of sidewalks in three locations.
Besides land clearance issues, the project is also facing difficulties in the procedures for issuing land use right certificates. Of the 1,292 land plots in the urban area, 88 plots have not yet been issued land use right certificates due to previous land clearance problems. Some plots that have been issued certificates only have a usage period until 2019 - according to the old investment plan, which is no longer consistent with reality. Mr. Phan Minh Hieu, Head of the 188 Urban Area Project Management Board, shared: “Given the difficulties of the project, to resolve them, the city has directed relevant departments and agencies to actively promote and persuade residents, while also supporting on-site resettlement plans. To date, both households have agreed, allowing the next steps to be implemented.”
In addition, Dong Trieu City has proactively worked with the enterprise, agreeing to propose extending the project's operating time until 2030. Simultaneously, it has requested the investor to urgently complete the necessary documents and proceed with the re-issuance and transfer of land use rights in accordance with regulations. Currently, the enterprise has submitted the application for extension of operating time to the Department of Finance and is awaiting the processing results. The city is also coordinating with relevant departments and agencies to resolve difficulties regarding land procedures, urging the investor to quickly complete the legal basis and bring the project into stable and efficient operation in the future.
In addition to resolving obstacles in the real estate sector, Dong Trieu has also actively supported construction material manufacturing businesses in the area – an industry facing a serious shortage of raw materials. To address this issue at its root, the city has proactively demarcated and planned 11 concentrated raw material zones in Binh Khe, Trang Luong, and An Sinh communes, with a total area of approximately 400 hectares. These zones have been updated in the city's and province's general planning. The city also supports businesses in forming cooperatives for fired clay bricks, aiming for more efficient resource utilization and easier procedures for mining. Simultaneously, the city acts as a liaison, connecting businesses with provincial departments and agencies to renew and increase mining capacity for existing licenses.
According to Mr. Le Van Do, Vice Chairman of the People's Committee of Dong Trieu City, the city has reviewed all projects with outstanding issues and developed a plan to resolve them in groups. Of the 12 projects with outstanding tasks, 8 have been completely resolved, and the remaining projects are still being processed. To achieve this, Dong Trieu has implemented many specific and flexible solutions. Specifically, the locality requires project investors to develop detailed progress schedules, clarifying outstanding tasks and committing to completion timelines. Businesses are grouped by industry, allowing for monitoring, meetings, and dialogues to accurately identify problems and provide practical solutions. Twice a month, city leaders meet with investors and specialized departments to hear progress reports, update difficulties, and promptly propose solutions. For procedures that fall outside the local authority's jurisdiction, the city proactively guides businesses in completing the necessary documents and recommends that provincial departments and agencies coordinate in handling them.
With a proactive and flexible approach, Dong Trieu is gradually building an image of a locality that "walks the talk," always open to feedback and promptly resolving issues for businesses, contributing to promoting socio -economic development in a sustainable and substantive direction.
