One of the projects that has encountered many long-term problems is the urban area on both sides of Road 188 in Mao Khe Ward, invested by Tan Viet Bac Infrastructure Construction and Mining Investment Joint Stock Company. The project is large-scale, implemented since 2008, with an area of up to 165,000m² to be cleared, involving nearly 300 households. Although it has been put into operation and the infrastructure has basically been completed, for many years the project has not been able to complete the final settlement due to problems with 2 households who have not agreed to hand over the site, causing the construction of sidewalks at 3 locations to be unable to be implemented.
Not only stuck in land clearance, the project also encountered difficulties in procedures for granting land use right certificates. Of the 1,292 plots of land in the urban area, 88 plots have not been granted red books due to previous land clearance problems. Some plots of land that have been granted red books are only valid until 2019 - according to the old investment policy, which is no longer suitable for reality. Mr. Phan Minh Hieu, Head of the Management Board of Urban Area 188, shared: “Faced with the difficulties of the project, to resolve them, the city has directed relevant departments and offices to actively promote and mobilize, and at the same time support on-site resettlement plans for people. Up to now, both households have agreed, allowing the implementation of the next steps.”
Along with that, Dong Trieu City has proactively worked with the enterprise, agreed to propose extending the project's operating period until 2030, and at the same time requested the investor to urgently complete the dossier, re-issue and transfer land use rights in accordance with regulations. Currently, the enterprise has submitted a request for extension of operating period to the Department of Finance and is waiting for the results of the dossier processing. The city is also coordinating with relevant departments and branches to remove difficulties in land procedures, urging investors to promptly complete the legal basis and put the project into more stable and effective operation in the coming time.
Not only removing obstacles in the real estate sector, Dong Trieu has also actively supported construction material manufacturing enterprises in the area - an industry facing a serious shortage of raw materials. To solve this problem, the city has proactively zoned and planned 11 concentrated raw material areas in Binh Khe, Trang Luong and An Sinh communes, with a total area of about 400 hectares. These areas have been updated in the city's general planning and the provincial planning. The city also supports enterprises to form a Cooperative for fired clay bricks, in order to use resources more effectively and facilitate mining procedures. At the same time, the city acts as a focal point, connecting enterprises with provincial departments and branches to extend and increase mining capacity for valid licenses.
According to Mr. Le Van Do, Vice Chairman of Dong Trieu City People's Committee, the city has reviewed all the projects that are still stuck and developed a plan to resolve them in groups. Of the 12 projects with outstanding work, 8 have been completely resolved so far, the remaining projects are still being handled. To do this, Dong Trieu has implemented many specific and flexible solutions. Specifically, the locality requires project investors to develop a detailed progress report, clarify the outstanding work, and commit to the implementation time. Divide businesses into groups by industry, from which they can monitor, organize meetings, and dialogue to grasp the problem correctly and advise on practical solutions. Twice a month, city leaders meet with investors and specialized departments to listen to progress reports, update difficulties, and promptly propose solutions. For procedures beyond local authority, the city proactively guides businesses to complete documents and recommends provincial departments and branches to coordinate in handling.
With a proactive and flexible approach, Dong Trieu is gradually building the image of a locality that "practices what it says", is always open-minded and promptly solves problems for businesses, contributing to promoting sustainable and substantive socio-economic development.
