According to Mr. Nguyen Van Hieu, Director of the Department of Education and Training of Ho Chi Minh City, he heard a story about a manager observing a primary school teacher. At the end of the lesson, the manager assessed that the teacher had not completed the lesson because he had not taught all the content in the textbook. "This is not true," said Mr. Hieu.
Mr. Nguyen Van Hieu informed that at a conference, the Minister of Education and Training said that the obstacle to innovation is not teachers, but management staff. Because they are rarely trained in program innovation, do not directly teach but often hinder innovation.
"The innovative spirit of the 2018 generaleducation program is to identify the requirements of that topic and that content. Therefore, when teaching, teachers can use context, materials, and content to illustrate, but it is not necessary to teach all the content in the textbook. Management staff can check the plan and supervise, but they cannot deeply interfere in the teaching process of teachers," Mr. Hieu emphasized.

Regarding integrated subject teaching and teacher training, according to Mr. Hieu, Ho Chi Minh City has been proactive and prepared for this subject in a systematic way. The Department's professional departments have sat down with the faculties of Saigon University to discuss the issue of training teachers for these subjects very early.
"In 2019, the content was determined and in 2020, we will start training teachers to teach natural sciences , history and geography," Mr. Hieu informed.
Mr. Hieu said that in reality, teacher training took place in a short time, so in the first year of implementation, many teachers did not feel confident. After that, the Secondary Education Department organized many conferences and seminars on professional matters to listen to teachers' difficulties and solve them. After a period of experience, teachers were confident in teaching integrated subjects. Schools also continued to assign a teacher in charge of teaching natural sciences.
"In reality, it is not necessary for a teacher to teach all the subjects and topics of the year. The assignment is very flexible, vice principals and principals of schools must give the initiative to the professional team to teach" - Mr. Hieu affirmed.
