Ho Chi Minh City is implementing a free periodic health check-up program for its residents. To ensure a smooth check-up process, residents need to know which group they belong to, where to get the check-up, and what documents they need to prepare.
Who is eligible for the free routine health check-up policy?
According to the Ho Chi Minh City Department of Health , this policy applies to Vietnamese citizens actually residing in Ho Chi Minh City, including those with permanent and temporary residence permits. Residence information is verified through the National Population Database and the VNeID application.
According to regulations, all citizens are entitled to free periodic health check-ups. However, the funding for medical facilities to conduct these check-ups varies depending on the target group.
Identifying beneficiaries based on actual residence information, health insurance participation code, and electronic identification data ensures that beneficiaries are correctly identified, transparent, and receive their full entitlements.
How are these target groups classified?
The elderly, people with disabilities, poor households, and other priority groups.
This group includes the elderly, people with disabilities, people from poor or near-poor households, people with meritorious service, people with chronic diseases, people living in areas with difficult or extremely difficult socio -economic conditions, island communes or special zones.
The cost of health check-ups is covered by the Ho Chi Minh City budget. Residents can get check-ups at mobile health check-up points arranged by the commune-level People's Committee or at medical facilities on the list published by the Department of Health.
Children, students
For children in preschools and primary and secondary schools , the costs are covered by school health funds. Health check-ups are conducted at the school or at a medical facility contracted by the school.
Students and trainees have their health check-ups covered by the city budget. These check-ups can be conducted at the school or at medical facilities affiliated with the school.

Workers and the armed forces
For employees, the cost of health check-ups is covered by the employer. The check-ups can be conducted at the workplace or at medical facilities contracted by the company.
Individuals under the management of the Ministry of National Defence and the Ministry of Public Security will be examined at the medical facilities of the military and police. The funding will be provided by these two ministries.
Freelancers, housewives, and those under 18 who are not attending school.
This group includes the remaining individuals not belonging to the aforementioned groups, comprising self-employed individuals, housewives, or children under 18 who are not attending school.
The cost of health check-ups is covered by the Ho Chi Minh City budget. Residents can get check-ups at local mobile health check-up points or at qualified medical facilities listed by the Department of Health.
Can people go to any hospital or clinic for a free check-up?
Are not.
To ensure the quality and consistency of the program, Ho Chi Minh City only selects hospitals, medical centers, and clinics that fully comply with the Ministry of Health's regulations on health check-ups.
These facilities must be assessed by the Department of Health regarding personnel, equipment, infrastructure, professional procedures, and data management capabilities before being recognized as eligible to participate in the program.
Local authorities will notify, guide, or invite residents to receive examinations at mobile health check-up points located within their communes or wards.
In addition, people can also choose to have their health check-ups at 68 qualified medical facilities listed by the Department of Health.
What documents do I need to bring when going for a health check-up?
Citizens need to bring their phone with the VNeID app logged in or their chip-embedded citizen identity card.

This serves as the basis for health examination units to verify information, cross-check data, complete records, and update results into the electronic health management system.
After the examination, how do people receive their results?
The results of health check-ups will be updated by healthcare facilities onto the Community Health Management Platform and synchronized with the Ho Chi Minh City Digital Citizen application so that people can conveniently look up and monitor their health status.
In the near future, once the Ministry of Health provides guidance, the examination results will also be integrated into the electronic health record on the VNeID application.
For cases where abnormalities are detected or further monitoring is needed, the health facility will proactively call or send a message to guide people to the appropriate medical facility for timely consultation, examination, and treatment.
According to the plan, the results and health consultations will be provided by healthcare facilities within 24-48 hours after the completion of the examination process.
Citizens can download the Ho Chi Minh City Digital Citizen app from the App Store or Google Play, then log in using their phone number or electronic identification account to track health check results, medical history, and related healthcare information.
