Ho Chi Minh City has agreed on a plan to implement software for managing the temporary use of roads and sidewalks for 18 months. The software will be funded by the telecommunications company itself.

The Chairman of the People's Committee of Ho Chi Minh City has just agreed in principle to the application of software for managing the temporary use of roads and sidewalks, as proposed by the Department of Construction.

Accordingly, the first phase of implementation will last 18 months from today. The next phase will be considered based on a comprehensive evaluation of the results, while ensuring compliance with the Law on Bidding and other relevant legal regulations.

The Ho Chi Minh City branch of Vietnam Post and Telecommunications Group will arrange its own funding and will not request reimbursement under any circumstances.

This policy does not provide a basis for prioritizing the unit in selecting contractors to provide services in the next phase.

The Ho Chi Minh City branch of Vietnam Post and Telecommunications Group has finalized the contents based on the expert opinions of the Department of Science and Technology and the Digital Transformation Center, which have been compiled and reported by the Department of Construction.

Simultaneously, periodic information security assessments will be conducted, ensuring compliance with the Law on Personal Data Protection, the Data Law, and related regulations on data security. The software will be integrated with the Ministry of Construction's administrative procedures information system to ensure synchronization.

The Department of Construction is assigned as the lead agency, coordinating with the People's Committees of communes and relevant agencies and units to support the implementation and provide base data for system configuration, such as the list of roads permitted for temporary use, boundary maps, fee levels, and related procedures.

In the initial phase, the Department of Construction will select localities for pilot implementation, prioritizing a number of communes and wards representing specific areas such as the city center, suburbs, or areas with high demand for temporary use of roads and sidewalks.

After the first phase is completed, the Department of Construction will lead a comprehensive evaluation of the results, coordinating with relevant units to advise the Ho Chi Minh City People's Committee on the plan for the next phase.

How will the sidewalk management software operate?

Previously, the Department of Construction proposed a pilot program for software to grant permits and collect fees for temporary use of roads and sidewalks on the digital infrastructure of Ho Chi Minh City Telecommunications. The system aims to digitize the entire process of receiving, processing applications, granting permits, and collecting fees (the number of applications has increased by more than 200% compared to before).

The software is expected to integrate online application submission, interlink with the Ministry of Construction's administrative procedure processing system, manage electronic files, issue permits on digital maps, manage fee collection, and support operations. The application of a digital platform aims to shorten processing time, reduce procedures, and improve management efficiency.

Currently, there are six categories of cases considered for licensing: serving political , cultural, and sporting events; disaster prevention, rescue, and relief; construction work; waste and construction material collection; organizing weddings and funerals; and providing parking services when necessary.

However, this business and trading activity is not subject to licensing requirements as it is not included in the licensing categories of the Road Law and the Law on Public Order 2025.
