According to the Department of Culture and Sports of Ho Chi Minh City, the city is currently piloting the application of public-private partnership (PPP) investment in the field of culture and sports (VHTT) according to Resolution 98 with 23 projects.
Investing in building and developing cultural and sports institutions aims to contribute to building a healthy cultural environment, preserving and promoting the nation's fine traditional values.
On September 24, Mr. Vo Nguyen Hoang Vu, Chief of Office of the Department of Culture and Sports of Ho Chi Minh City, said that Clause 5, Article 4 of Resolution 98 stipulates: "The city is allowed to apply investment under the public-private partnership method for investment projects in the fields of sports and culture...", which has opened up opportunities and favorable conditions to remove difficulties and obstacles, effectively exploit potentials, advantages and mobilize resources to meet the requirements of sustainable development of the city in the coming time.
Accordingly, the Department has closely coordinated with sectors and districts to propose regulations on minimum scale for projects, then submit them to competent authorities for approval. On this basis, on September 19, 2023, the City People's Council issued Resolution No. 16/2023/NQ-HDND on regulating the minimum investment scale for projects under the public-private partnership (PPP) method in the fields of health, education - training, sports and culture.
Specifically, for cultural and sports institutions managed by the City, the project scale must be from 45 billion VND or more; meanwhile, projects managed by districts, towns and Thu Duc City must be from 10 billion VND or more. On December 8, 2023, the City People's Council continued to issue Resolution No. 181/NQ-HDND, approving the list of projects calling for investment under the public-private partnership method, including 23 projects in the fields of culture and sports.
“Currently, the Department has deployed the posting of information and provided a list of these projects to the Investment and Trade Promotion Center (ITPC) for introduction and investment attraction. The projects in this list not only serve festivals, art programs, city and national level tournaments and the needs of entertainment, recreation and education, but are also typical projects with modern architecture of the city, creating a breakthrough and having a widespread impact in the region as well as internationally,” Mr. Hoang Vu added.
According to Mr. Vo Nguyen Hoang Vu, although the project list is available, calling for and attracting investment is still facing difficulties and obstacles such as taking too much time, processes, and administrative procedures... Therefore, units need to have the coordination of relevant departments and branches, especially in implementing the steps of processes and administrative procedures. In addition, units need to proactively develop investment plans and roadmaps and have specific goals so that projects can be implemented soon.
