

Specifically, the Transport Department is implementing five construction packages, including: the Ho Chi Minh City - Moc Bai expressway project (package XL02); two sections of Ring Road 2 (from Phu Huu Bridge to Vo Nguyen Giap Street and from Vo Nguyen Giap Street to Pham Van Dong Street); Nguyen Khoai bridge and road; and Kenh Ngang No. 1 bridge (Phu Dinh ward).
On the same day, the unit organized the technical opening of the 14.7 km main elevated section of the Ring Road 3 project, part of component 1 of the project passing through Ho Chi Minh City, including the Thầy Thuốc Canal Bridge.


Mr. Nguyen Anh Minh, Director of the Ho Chi Minh City Transport Department, stated: "The Ho Chi Minh City - Moc Bai expressway construction project (phase 1) under the public-private partnership (BOT contract) method is a key national project, approved in principle by the Prime Minister in Decision No. 760/QD-TTg dated August 2, 2024."
The project aims to reduce traffic congestion and ensure traffic safety on National Highway 22; gradually complete the transportation infrastructure network connecting Ho Chi Minh City with Moc Bai border gate, in sync with the Ring Road 3 and Ring Road 4; and contribute to promoting socio-economic development in Ho Chi Minh City, Tay Ninh, and the Southeast region.

According to the design, the expressway will have a speed limit of 120 km/h, with Phase 1 comprising a complete 4-lane highway, including investment in infrastructure along the route, toll collection, and a synchronized intelligent transportation system. The total investment for the project is 19,617 billion VND, of which 9,674 billion VND is state capital (2,872 billion VND from the central government and 6,802 billion VND from the Ho Chi Minh City budget). The investor's capital contribution is approximately 9,943 billion VND, with equity accounting for 15%.
Land clearance work is being carried out in Ho Chi Minh City along a 24.7 km stretch passing through 5 communes in the former Cu Chi district, affecting an area of over 220 hectares and approximately 2,122 affected cases; in Tay Ninh province, the area is approximately 250 hectares, affecting 1,629 cases.
To date, the Department of Transport has selected a contractor and signed a contract for package XL02 to construct the overpass on Provincial Road 8. The project is expected to be completed in the second quarter of 2027.
The Ring Road 2 project is also being implemented simultaneously in two sections with a total investment of over 5,240 billion VND, completing the ring road connection and reducing traffic congestion in the eastern gateway area of the city. The projects include the parallel road system, Duong Xuong Bridge, Rach Ngang Bridge, and the Pham Van Dong intersection, expected to be completed in the second quarter of 2027.
The Nguyen Khoai bridge and road project has a total investment of over 3,724 billion VND, constructing an overpass and connecting road of more than 4.5 km from District 7 to District 1 (formerly), contributing to reducing traffic congestion in the southern part of the city. The project is expected to be completed in the fourth quarter of 2027.

In addition, the Canal Bridge No. 1 project on Hoai Hanh Street (Phu Dinh Ward) has a total investment of nearly 86 billion VND, meeting the transportation needs of the people, improving infrastructure, and promoting socio-economic development in the area, and is expected to be completed in the first quarter of 2027.
Specifically, component project 1, the construction of the Ring Road 3 section through Ho Chi Minh City (including the Thầy Thuốc Canal Bridge), was approved by the City People's Committee in Decision 4268/QD-UBND dated December 6, 2022. The project has a length of approximately 47.3 km, including the elevated section through the former Thu Duc City (14.7 km) and the ground-level section through the former districts of Cu Chi, Hoc Mon, and Binh Chanh (approximately 32.6 km).

The project will be implemented in phases, with 4 lanes and a roadbed width of 19.75 m; parallel roads with 2-3 lanes will be constructed intermittently; and land clearance for the completed phase will cover an area of 63-120 m. The total investment for the project is VND 22,412 billion; the implementation period is from 2022 to 2027, aiming for basic completion in 2025 and operation in 2026.
To date, the main section (elevated bridge) in the former Thu Duc City area has basically completed its main structure, meeting the target of technical opening to traffic on December 19, 2025, in accordance with the deadlines set by the National Assembly, the Government, and the People's Committee of Ho Chi Minh City.
The Project Management Board stated that it will continue to closely coordinate with local authorities and relevant units to accelerate construction progress and land clearance, ensuring that projects are completed on schedule, maximizing investment efficiency and meeting the requirements for transportation infrastructure development of the city and the Southeast region.
